Like CWU, Tokyo Gakugei University (TGU) has its roots in earlier teacher preparation schools, some dating as far back as 1873. Chartered in its current form in 1949, TGU continues this legacy today, stating as its mission "to develop talented educators who possess rich creativity and practical classroom skills backed by both advanced specialized knowledge and well-rounded general knowledge" and "[t]o respond to the needs and demands of Japanese society as one of the nation's core universities specialized in teacher training...". The TGU campus lies in Tokyo's Koganei district, approximately 45 minutes by train west of Tokyo station on the Chuo line.

TGU offers two tracks of study. The General Program is intended for students of Japanese and requires proficiency equivalent to an N4 level on the Japanese-Language Proficiency Test (JLPT) at the time of application, though an N5 level may be acceptable with prior approval from TGU. TGU's International Student Education Program (ISEP) allows study primarily in English and includes a mandatory research-based Individual Study project, guided by a TGU faculty member. Students should have an idea of their project topic at the time of application.
