SUBMITTAL DEADLINE AND INSTRUCTIONS
Response Date: 3:00 PM PST, Ellensburg, WA local time, Wednesday, October 7th , 2026
Qualifications will be received by Central Washington University (CWU) from consultants interested in providing Owner’s Agent services for the Students First Center. Services are expected to include PRC (Project Review Committee) preparation & coordination, PRC interview coordination, assisting with Design-Build team selection, Program verification coordination, GMP (guaranteed maximum price) contract development.
Project delivery is anticipated to be progressive design-build.
Building History:
Existing Bouillon Hall was constructed in 1961 as a new library building. The building is named after Victor J. Bouillon who served as a trustee from 1932 to 1964. Designed by acclaimed Seattle architect Fred Bassetti in the Mid-Century Modern Style, the rectangular, two-story structure won the 1961 Honor Award from the Washington State American Institute of Architects. By 1965, library services had outgrown the building, and planning began for a replacement building. In 1976, Brooks Library was completed, and Bouillon Hall vacated and has served to house multiple academic and support functions including Math, Communication, Computer Science, the CWU TV station, DSS, HR, IS, Testing, and Student Services.
The 72,504 gsf building underwent ACM abatement and major renovation in 1994 followed by extensive upgrades in 2016.
A pre-design was completed in June 2026 by Integrus Architects.
General Building Scope:
This request will create a building addition and partial renovation of Bouillon Hall to establish a centralized, student-focused entry point that streamlines enrollment for prospective students and improves access to critical services that support retention and completion. By co-locating key functions in a cohesive and accessible space, the project will enhance operational excellence, reduce barriers, and advance student success. Key features should include collaboration spaces, flexible work areas, general presentation, and on-boarding space such as large gathering space for group engagements.
The Capital Budget specifications of this project include:
- $53.9M funding request to the State of Washington Office of Financial Management.
- Programming sufficient to meet the needs of the Students First Center
- Massive overhaul of curb appeal and welcoming entrance to the east parking lot side of the building
- Respectful consideration for the historic nature of the building
- This facility will not include any general classrooms.
We are seeking consultants with an established record of excellence in progressive design-build project delivery, acting as an owner’s agent, programming, contracting, program verification coordination, construction documentation review, PRC (Washington State Project Review Committee) experience, with a strong background in institutional university facilities, university welcome/collaboration/success facilities, sustainability, and employment of OMWBE certified sub-consultants.
At the discretion of the University, firms that are not physically located in the State of Washington will be required to affiliate with a qualified, in-state firm acceptable to the University.

CONSULTANT SCOPE OF WORK
Phase 1: Pre PRC approval
- Consultant will provide advisory review & recommendations on the preparation of PRC submittal content
- Consultant will be responsible for coordinating with the CWU Team in preparation for the PRC interview when the date is confirmed with the PRC.
- Consultant will participate in the CWU interview with PRC on the proposed project.
Phase 2: Post PRC approval and based on whether the project is funded by the State of Washington.
- Consultant will provide coordination with CWU on the development of Design-build RFQ and participate in the selection process.
- Consultant will coordinate with CWU on developing the terms of the Design-build contract for the “Program Verification” stage of the project.
- Consultant will provide advisory recommendations as necessary for the completion of the Program Verification stage of the project.
- Consultant will coordinate with CWU on the review of the GMP and preparation of the design-build contract.
- Consultant will coordinate with CWU on the selection of subconsultants and subcontractors with the selected design-build firm, as well as OMWBE participation goal strategies.
- Consultant will develop recommendations on an Owner Contingency management plan for the remaining scope of the project.
- Consultant will develop recommendations on project risk management and mitigation tactics for the remaining scope of the project.
SUBMITTAL DETAILS
The University is requiring electronic submittals of the items listed below for this solicitation. Hard copy submittals will not be accepted. Submissions must be electronically delivered to joanne.hillemann@cwu.edu & delano.palmer@cwu.edu prior to 3:00 PST on the date scheduled. Since CWU limits incoming email to 7 Mb, submissions should be made via zip file, drop box, cloud download or similar means.

- Please limit file size to 20MB.
- The University will use the time stamp on the submittal upload to determine timeliness.
- Proposers are responsible for ensuring timely delivery of submittals.
- The University is not responsible for Finalists’ technical difficulties in submitting electronically.
- Late submittals will not be evaluated.
- Submittal format requirements:
- Formatted in a single searchable PDF.
- Include searchable bookmarks for each section of the Qualification, corresponding to the section’s outline in Selection Search Criteria.
- Organized in accordance with the RFQ.
- Submittals are encouraged to be under forty (40) pages, not including appendices. A “page” is defined as, when printed, a one-sided single sheet of 8.5 x 11 paper, unless the instruction specifically allows a larger sheet of paper.
- The font should be no smaller than 10 point.

SUBMITTAL REQUIREMENTS
- Letter of interest
- Company profile/brochure illustrating Owner’s Agent capabilities.
- List a minimum of two and up to six projects that demonstrate a mix of Alternative project delivery (progressive design-build) and owner’s agent experience that have been led by your firm or successfully completed by your firm, with client references. Please note your experience with renovations, brownfield sites and greenfield sites. References should include client names, titles, telephone numbers, and emails. Lists should include:
- project name
- project budget
- project location
- project start and completion dates
- website (if applicable)
- listing of project aspects similar to this project
- Project lead for your firm?
- Qualifications of consultant members (including sub-consultants) that will perform duties on this project, anticipated responsibilities if selected, and up to two references per team member. References shall include firm, title, name, telephone number, and email.
SELECTION CRITERIA
- Qualifications and expertise of consultant(s) relating to experience acting as an Owner’s agent.
- Experience delivering Progressive design-build projects or alternate project delivery methods.
- Demonstrated experience with the successful acceptance of PRC (State of Washington Project Review Committee) project evaluations.
- Demonstrated knowledge and experience with higher education agencies, capital project delivery, stakeholder coordination, and public works contracting.
- Experience with the selection of Design-Build firms, program verification phase management, and GMP review.
- Demonstrated experience with coordination on the selection of OMWBE subcontractor and subconsultant selections and participation.
- Quality of consultant’s service received by previous clients - including CWU & other higher education institutions.
- Key personnel experience relating to reviewing design and construction documentation for projects of this type and complexity.
- Proximity of the consultant(s) to the project site.
- Ability to meet schedules.
- Availability and bandwidth for the proposed project.

Approval of proposed equals or substitutions will be made by addendum prior to receipt of bids and by a properly executed change order after receipt of bids.

The work consists of three sequential selective demo and interior alterations phases within the existing Black Hall.
