    Project Overview

    Central Washington University (CWU) is requesting Statements of Qualifications (SOQs) from qualified consultant or engineering teams to provide conduct a Geophysical Groundwater Well-Siting investigation for Central Washington University in and around several parcels of land which totals approximately 50 +/- acres in Ellensburg, WA.

    This project has received funding through the Washington Office of Financial Management (OFM) 2025–2027 Capital Budget. The scope of this project supports CWU’s long-term decarbonization and resiliency planning as required by House Bill 1390. This project aims to expand the network of geothermal capability by targeting the highest probability of successful subsurface exploration.

     

    PROJECT BACKGROUND:

    In summer of Summer of 2025 CWU completed our campus Decarbonization plan that identified the most feasible option of campus green house gas reduction and system conversion. 

    The implementation of a series of geothermal nodes connected to an closed loop system was selected based on its cost projection, ground water temperature, and expandability utilizing existing chilled water lines and expanding low temperature hot water lines throughout campus.

     

    CWU’s first geothermal extraction and injection well are the prototype for future well development with special emphasis on placement to avoid subsurface water temperature gradient issues and ensure proper protection from extracting re-injected well water.

     

    Due to the density of buildings, utilities, walkways, roadways, and vegetation on the Ellensburg campus; it is highly important to limit the amount of disturbed areas as a result of well drilling operations that can easily consume an acre per well construction.  CWU has opted to evaluate various means of analysis for increasing the likely hood of successful subsurface evaluation.

    PROJECT SCOPE OF WORK

    Deliverable:

    • The purpose of the investigation is both to identify where geothermal subsurface groundwater can be intercepted and developed and to locate the best possible targets to achieve the goal of drilling wells with high yield production.
    • After initial GIS and hydrologic or fault and fracture data, CONSULTANT will conduct on-the-ground geophysical studies which include micro seismic resonance and radiometric gamma ray scintillation counting to ground-truth and further narrow down potential targets and to estimate depths for precision drilling
    • Prepare executive summary addressing:
      • Feasibility of proposed project
      • Well siting analysis, including risk, observations, assumptions, exclusions, and clarifications for CWU consideration and hydrologist evaluation.
      • Final recommendations of most feasible site locations for well development in order of reported viability.

    • Show experience in similar Geophysical Groundwater well-siting projects.
    • Demonstrated knowledge of Higher Education projects.
    • Demonstrated experience with unconventional site conditions that your firm has been able to address.
    • Show experience with multi-site evaluation and project programming
    • Demonstrated ability to accurately estimate construction costs and operations and maintenance cost.
    • Familiarity with State of Washington Public Works
    • Quality of consultant’s service received by previous clients including
    • Key personnel experience relating to design and construction documentation for projects of this type and complexity.
    • Proximity of the consultants to the project site.
    • Ability to meet schedules.

The first phase of work includes a new chilled water Air Handler Unit (AHU-1) with an alternate to add ductless split systems to the UPS room. The second phase of work is to be bid at a later date. Phase 2 scope includes replacing the second air handler with a DX cooled Air Handler Unit and Condensing unit (AHU-2 & CU-1).

    The purpose of this project is to complete a mechanical upgrade for the Early Childhood Learning Center (ECLC) Heating and Cooling on the Central Washington University (CWU) campus in Ellensburg, Washington. The project includes the demo and removal of 6 (six) hydronic heat fan coils, air conditioners, and water lines connecting to the boiler & capping, and with new Carrier DX Fan coils and Heat pumps.
