    SMALL WORKS ROSTER PROCEDURE:

    This campus project is being delivered using CWU's Small Works Roster process.  Contractors interested in bidding must be listed on CWU's Small Works Roster and have a current Washington State Contractor's License.  The CWU Small Works Roster Application can be found here: https://cwu.gob2g.com/

    ELECTRONIC BID OPENING:

    The electronic bid opening process shall consist of an email submitted to Dave Kopczynski, Construction Coordinator, David.Kopczynski@cwu.edu.  The email submission shall have the Bid Form (see Section 00 2000) attached in PDF format.  The email with the Bid Form must be submitted prior to 2:00 PM, Pacific Time, Thursday, May 30, 2024. Upon receipt of the electronic bid, the CWU Project Manager will reply to the email address and acknowledge receipt of the Bid Form.

    BASE BID:

    The base bid amount the Contractor submits shall be to furnish all labor, supervision, materials, services, and equipment required for Parking Lot Maintenance and Repair in accordance with the Bid/Construction Documents.

    PROJECT SCHEDULE:

    May 1, 2024: Small Works Roster Contractors will be solicited by CWU to submit bids.
    May 30, 2024: Bids must be received prior to 2:00 p.m. May 30, 2024.
    September 13, 2024: Project shall be fully completed by September 13, 2024.

    SITE VISIT & PARKING:

    The pre-planned site walk through is planned for May 8, 2024 at 10:00 a.m.

    Jongeward is located on the CWU Ellensburg Campus, 205 E. 11th Avenue. Limited visitor street parking is available or daily passes ($6.00) can be purchased online at https://www.cwu.edu/parking/ . Parking without a permit may result in receiving parking ticket that will not be reimbursed by the university.  A site walk-through is encouraged but is not mandatory. A site walk-through at other times can be arranged by contacting Dave Kopczynski at 509-899-5787.

    BID/CONSTRUCTION DOCUMENT CLARIFICATIONS AND PRODUCT SUBSTITUTIONS:

    Any clarifications or product substitution requests to the Bid/Construction Documents must be submitted to the CWU Construction Coordinator at least five (5) working days prior to the bid opening.  Approval of proposed equals or substitutions will be made by addendum prior to receipt of bids and by a properly executed change order after receipt of bids.

  • 16740-01: Architectural Historian Survey

    SUBMITTAL DEADLINE AND INSTRUCTIONS

    Response Date: 3:00 PM PST, Ellensburg, WA local time, Wednesday, April 10th, 2024

    Qualifications will be received by Central Washington University (CWU) from Architectural & Engineering (A/E) teams interested in providing architectural historian services for the Student Health Center  Central Washington University | Student Health and Wellness (cwu.edu).  Services are expected to include: Intensive level survey of the Student Health Center and provide updated Historic Property Inventory.

    This project scope is part of CWU’s fulfillment of Federal reporting requirements for a grant we obtained to update the mechanical systems of our Student Health Center. 

    As part of CWU’s obligation to reporting periodic updates on the associated project, we received one requirement on the determination of environmental and historic preservation compliance is required

    In order to obtain a letter of support from DAHP (Department of Archeologic and Historic Preservation), they (DAHP) have requested that a survey be completed by a Secretary of the Interior profession qualification standard.

     As directed by DAHP:

    The National Park Service’s Professional Qualification Standards require the following of Architectural Historians:

     The minimum professional qualifications in architectural history are a graduate degree in architectural history, art history, historic preservation, or closely related field with coursework in American architectural history or a bachelor's degree in architectural history, art history, historic preservation or closely related field plus one of the following:

     

    1. At least two years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or

     

    1. Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.

     

    If they have anyone on staff that meet the above, that could work, but I would also just recommend reaching out to a cultural resource firm who have experience with the documentation we are asking for to make the process go as smoothly as possible. Qualified participants will be listed on the Association for Washington Archaeology (AWA) list .Participants may also be listed on the Washington Trust for Historic Preservation website.

    We are seeking qualified A/E teams with certification of either Association for Washington Archaeology (AWA) or Washington Trust for Historic Preservation.

    At the discretion of the University, firms that are not physically located in the State of Washington will be required to affiliate with a qualified, in-state firm acceptable to the University.

    3. The University will use the time stamp on the submittal upload to determine timeliness.

    6. Late submittals will not be evaluated.
    7. Submittal format requirements:
      1. Formatted in a single searchable PDF.
      2. Include searchable bookmarks for each section of the Qualification, corresponding to the sections outline in Selection Search Criteria.
      3. Organized in accordance with the RFQ.
      4. Submittals are encouraged to be under forty (20) pages, not including appendices. A “page” is defined as, when printed, a one-sided single sheet of 8.5 x 11 paper or 11x17, unless the instruction specifically allows a larger sheet of paper.
      5. The font should be no smaller than 10 point.

    • Company profile/brochure illustrating the design and construction documentation capabilities of the A/E team necessary to complete the project
    • Qualifications of primary team members (including sub-consultants) that will perform duties on this project, anticipated responsibilities if selected.
    • Insurance forms (may be included as an appendix) indicating the firm’s ability to provide insurance in the following amounts:
      • Professional Liability Insurance – annual aggregate of $1,000,000.
      • General Liability Insurance – combined single limit of $1,000,000, aggregate limit of

    $2,000,000.

    •  Auto Insurance – combined single limit of $1,000,000.
      • Workers Compensation

     

    SELECTION CRITERIA

    • Qualifications and expertise of consultants relating to design and construction documentation for institutional projects of this type and complexity.
    • Familiarity with State of Washington Public Works procedures.
    • Quality of consultant’s service received by previous clients including CWU.
    • Proximity of the consultants to the project site.
    • Cost estimating skills related to similar projects, including historical accuracy of firm with conceptual cost estimates through design and construction.

    There is no deadline for submission, but roster space is limited, so all interested parties should register as soon as possible.

    Our procedure expedites the University public works construction process on projects under $350,000.  Details of qualification requirements are available as you register online.

    Inclusion on consultant roster does not represent a pre-qualification of a guarantee that any firm will receive a contract based on included on the roster.  CWU will evaluate the qualification information of consultant and engineering firms on the roster to select the most qualified firm for individual public works projects where the total consultant fee is less than $150,000.

  • CWU Brooklane Apts. Water Service Upgrade: 16387-03

    PROJECT DESCRIPTION:

    Replace the existing water service to the Brooklane Apartments. This work will be done in 3 phases.  The first phase of work includes the main cold water service with valves and valve risers for future phased connections to apartments as indicated in the attached contract drawings.  Maintain the existing service to the apartments.

    The flooring surface above the central data center in Samuelson Hall has experienced leaking issues.  This project would include substrate clearing, cleaning, scarifying, preparation, and installation of new elastomeric fluid -applied flooring to protect room 261.
