Conditions & Instructions for Employing Foreign Nationals

If your department is interested in hiring an international worker, please review the information below to determine the most appropriate visa classification for your potential employee.

  • What to do when a non-US citizen accepts an offer of employment?
    Department Duties

    Submit the Employer Information Request Form (PDF) to hr@cwu.edu.

    Review the Special Handling Memo (PDF) and submit the following documents to hr@cwu.edu:

    • Proof of a print or on-line ad placed in a national professional journal. Submit an invoice indicating the time period was for 30 calendar days.
    • Written recruitment report/recommendation from the search committee to the appointing authority.
    • Recruitment posting sources
    • Copies of all candidate resumes
    • Written statement attesting to the aliens education and professional qualifications (why they were considered the best qualified)
    • Offer Letter to the candidate
    • Recruitment Report that includes a matrix of all applicants
    • Search committee report
    • Statement of recruitment steps that were taken
    • Contract letter stating start date and intended location of employment
    Foreign National Duties

    Submit the Non-Immigrant Category Questionnaire (docx) to hr@cwu.edu with required documents.

    Human Resources Duties

    HR Submits paperwork to the Attorney General for processing.

  • What to do after you (employee) are hired?
    Instructions for Employee

    Just a reminder that you will need to get a social security number at the Social Security Office in Yakima before you can do your I-9. Below is some information to help you with that process.

    You will need to bring these documents with you when you go to the Social Security office:

    • Passport
    • Visa
    • I-94 (sometimes a card stapled into your passport, usually electronic and printable by OISP)
    • I-797
    • Application for the social security card
    • CWU connection card
    • Contract Letter
    • Birth certificate (only if you have it with you in the US)

    Be prepared for this trip to take up to three hours, total. Be sure that the Social Security office gives you a receipt for your application. This receipt is a letter from the social security office proving that you have applied for your social security card, and they will give it to you if your application is approved. This letter needs to be brought back to our office and then we will proceed with the process for you to begin to work on campus.

    You will have to put your information into our Glacier database system; OISP staff will help you put the information in during your appointment. This needs to be done before you begin to work and there are some additional forms you will need to fill out (I-9, W-4, etc.) We will then provide you proof of authorization to work on campus that you can show to your new employer showing that you have completed all your paperwork so you can begin working. This process can take up to 45 minutes, so it must be scheduled in advance.

    When your new social security card arrives, you need to come back to the OISP so we can get a copy of your social security card. At this time, you will need to go back into Glacier and provide your social security number so all your forms will reprint with your new social security number on them. You will then re-sign all new paperwork from Glacier with your social security card number on it. OISP will then turn in your new paperwork.

    Please remember, after you have completed your Glacier paperwork, if you move, change your telephone number or make any changes in your visa status, you will need to go in and update your Glacier paperwork. Come in to our office and we will assist you (if needed) and you can print out your paperwork, sign and we will turn your updated information into payroll. Also, your Glacier paperwork has to be updated every year, so plan on coming in at least a year, December or January of each year you are at Central to update your file.

  • What to do when your department would like to sponsor an employee (permanent residency)?
    Department Duties

    Review the Sponsorship Cost Breakdown (PDF) document to determine the cost to your department.

    Review the Special Handling Memo and submit the following documents to HR:

    • Proof of a print or on-line ad placed in a national professional journal. Submit an invoice indicating the time period was for 30 calendar days.
    • Written recruitment report/recommendation from the search committee to the appointing authority.
    • Recruitment posting sources
    • Copies of all candidate resumes
    • Written statement attesting to the aliens education and professional qualifications (why they were considered the best qualified)
    • Offer Letter to the candidate
    • Recruitment Report that includes a matrix of all applicants
