The William Owen Dugmore Psychology Scholarship

The William Owen Dugmore Psychology Scholarship is now available for student applications through Scholarship Central until April 1.

Dr. Dugmore served as a Professor within the Department of Psychology and as a counselor at Central Washington University for over 45 years. He was invested in CWU students and the CWU community at large. He left several endowments to the university.

The purpose of The William Owen Dugmore Psychology Scholarship is to “provide financial support for students majoring in psychology.” The criteria for this scholarship include: 1.) the student be accepted into the Psychology program, 2.) have a 3.0 or higher GPA, and 3.) have need as determined by the FAFSA or WASFA application.

Dr. Dugmore and his legacy: For more than 45 years, William Owen Dugmore served as a psychology professor and counselor at Central Washington University. He earned degrees in biology and psychology and had a life-long interest in the arts and humanities. 

From teaching classes in relationships and personal development to his work as a counselor, Dugmore always kept current on the pressure and struggles students encountered and sought to help them overcome those challenges.

“Dr. Dugmore treated everyone he met, especially his students, as though they each were simply perfect the way they were,” recalled Melissa Anderson, counselor at CWU Student Medical and Counseling Clinic. “No one was a ‘developing student’, ‘coming into their own’, or ‘someone with potential.’ He believed they were already successful and fascinating just as they were.”

“He taught large lecture courses and always sought to create an open and accepting atmosphere where students could safely explore their identities and values,” she continued. “The students in his classes often felt very connected to him and to each other.”

Dugmore valued his time at Central, both as a counselor and professor, and gave back to the university by educating and counseling students for several decades. He decided he wanted to give back beyond that, creating several endowments in his name to benefit areas at CWU that were most significant to him. The three endowments are as follows:

  • The William Owen Dugmore Endowed Psychology Scholarship
  • The William Owen Dugmore Counseling Center Endowment
  • The William Owen Dugmore Endowed Music Scholarship

The William Owen Dugmore Endowed Music Scholarship, established in 2007, supports students pursuing a degree in music. He once said that without music, he felt his life would have no rain for its roots.

“As a young boy, Owen discovered his passion for opera, which as you can imagine, set him distinctly apart from his junior high classmates. His love of books, music and teaching was eclipsed only by his compassion for, and interest in, people,” Anderson reminisced.

While Dugmore took violin lessons for 10 years before becoming only a listener, he later said that he continued to find in music what he found nowhere else: an opening to another world that makes this one better.

The 2023-2024 general application has CLOSED.

2023-24 award notices will be sent in June 2023.

The 2024-25 application will open October 1, 2023.

Warren and Elizabeth Street Psychology Scholarship

The Warren and Elizabeth Street Psychology Scholarship is now available for student applications through Scholarship Central until March 1.

The Street Scholarships were created by two CWU emeriti professors, Warren and Elizabeth Street. Mr. Street retired in 2008 from the Department of Psychology. Mrs. Street retired in 2012, also from the department of psychology. After receiving his doctorate in 1967, Mr. Street, then 24, came to Central Washington State College. In addition to his long teaching career, he also served as acting dean of the School of Social and Behavioral Sciences, interim director of academic computing, acting associate dean of graduate studies, associate dean of the College of Sciences, and both associate chair and chair of the Department of Psychology. Among his many accomplishments, Mr. Street was instrumental in founding the CWU Douglas Honors College, serving as its first director.

Mrs. Street joined the CWU Department of Education faculty in 1979 and then moved to the Department of Psychology in 1983. During the 1994-95 academic year, Mrs. Street served on the US Senate Education Committee staff of Senator Edward Kennedy as an American Association for the Advancement of Science-American Psychological Association Congressional Science Fellow. From 1999-2010, she served full time as assistant to the president of the university and was a member of the president's cabinet through three presidential tenures, all the while teaching at least one class per year. In 2010, she returned to full time teaching in the psychology department.
