Educators who work with multilingual learners of English[1] support their learning in general education classes PreK-12. Multilingual learners comprise 12% of all K-12 learners in Washington State schools and represent 96 language groups. This add-on license teaches foundational concepts of helping multilingual learners of English to learn academic content at grade level while acquiring social and academic language.

- Meet new Washington State ELL/MLL Endorsement requirements (WA House Bill 1541 (RCW 28A.180.040). The ELL/MLL Endorsement coursework is required effective Sept 2019 for all educators teaching ELLs in Washington State to comply with (WA House Bill 1541 (RCW 28A.180.040).
Endorsement Overview
The ELL/MLL endorsement for certified teachers is comprised of the following courses that total 24 credits. All courses are offered through Canvas, the university learning management system. Most courses do not have a synchronous online meeting, but some may have optional online synchronous meetings. One or two courses require you to work with a multilingual learner. This student may be in your current K-12 class, or you might find someone to work with outside of your school.

- EDBL 512: Foundations of Bilingual Education (3 credits)
- EDBL 521 Design, Communication, and Leadership Language Programs (3 credits)
- EDBL 532 Second Language Acquisition/ Bilingual First Language Acquisition (3 credits)
- EDBL 533 Linguistics for Educators (3 credits)
- EDBL 538 Oracy for Multilingual Learners (3 credits)
- EDBL 539 Assessment of Multilingual Learners’ Language Proficiency (3 credits)
- EDBL 540 Biliteracy for Linguistically Diverse Learners (3 credits)
- EDBL 552 Language and Content Integrated Learning for Linguistically Diverse Students (3 credits)
Endorsement Application Procedure
Please click on the links below to enroll in the ELL Endorsement. Two of the links will have a $40.00 application fee for a total of $80.00.
Please complete the two steps in order, so that you apply first with the Admissions Office and obtain your username, student identification number, and email address. After you have completed the first step, then take the next step to apply with the Office of Teacher Certification. The Office of Teacher Certification will ensure you complete the coursework and WEST-E in English Language Learner and assist you in your application for your add-on license to the State of Washington.
Step 1: Office of Teacher Certification, Endorsement-Only Application
This form enrolls you in the teacher certification endorsement system. It is used to monitor your progress and to report your completion to the state certification office. There is a $40.00 application fee due with the application.

Step 2: CWU Office of Registrar, Non-matriculated application
This form is for admission to Central Washington University as a non-matriculated student. This implies that you are not seeking a degree from CWU at this time. If you are planning to use these courses for a graduate degree at CWU, please contact your graduate advisor and you will be directed in how to apply as a matriculated student. $40.00 Application fee payable with tuition.
