Francis is a lawyer, specializing in criminal and civil law and procedure, family law, and correctional law.

At CWU, she is responsible for the first of the ethnic graduations. The Black Graduation in 2006. She is responsible for opening the first Muslim Prayer rooms in Hertz. She organized the 2020 Teach IN/OUT in response to the BLM protest and uprising around the country after the death of George Floyd. Professor Divine is the director of the Ellensburg Bail Fund it provides cash bail for marginalized people and college students charged with crimes who are unable to afford bail and find themselves incarcerated while awaiting routine court appearances for minor offenses in Kittitas County.  She also mentors a group of young women in the Department of Children Youth Service in Washington.
