President's Advisory Council - May 7, 2008

Dr. Quirk will preside today - Dr. McIntyre is attending the Governor's P-20 Council Meeting in Olympia.

Dr. Quirk introduced Ellen Hall and explained that today is her first day on campus as the Interim Vice President for University Relations. Dr. Hall thanked the group for a warm welcome and added that she is happy to be here.

  1. Action Items

    1. Approval of PAC Minutes from April 16, 2008
      Motion to approve the PAC minutes from April 16, 2008 as presented by Dr. Street. Seconded by Ms. Underwood. No further discussion. Motion carried.
    2. Alcohol and Other Drug Policy - Gail Farmer and Lynne Harrison
      Dr. Tullos stated that the group has seen this policy several times and it is now before the group for final approval. Motion to approve the Alcohol and Other Drug Policy by Mr. Corona. Seconded by Dr. Morgan. Ms. Farmer reported that after the last meeting she and Lynne Harrison met with Kim Loranz, Assistant Attorney General, to discuss the issues that came up. She added that Human Resources staff reviewed the document as well. The document has been through all levels of approval. No further discussion. Motion carried. Dr. Snedeker stated that it would be good to let the university community know about this new policy. Ms. Farmer and Ms. Harrison will work with Public Relations & Marketing to distribute the information campus wide.
    3. Designation for College of Business - Dr. Quirk
      Dr. Quirk reported that he received additional information from Dean Savoian clarifying the need to change COB to CB. Motion to approve the designation as presented by Dr. Watson. Seconded by Ms. Underwood. No further discussion. Motion carried.

  2. Discussion Items

    1. Travel Policy - Dr. Street
      Dr. Street reported that the CWU Travel Policy has gone through several iterations. Dr. Street summarized several of the major points and the group reviewed and discussed the policy in detail. The group agreed that since there are still many issues with the policy, it will be shared with division staff again. Please submit concerns or feedback to Dr. Street as soon as possible.

  3. For the Good of the Order

    Shelly Johnson, Director, Budget Planning:

    Ms. Johnson reported that today is the deadline to have the supplemental budget items submitted online. A Capital Budget forum has been schedule on June 3 in Olympia. Rich Corona, Shelly Johnson, and Bill Vertrees recently participated in a conference call to discuss ESHB 3329. This bill gave OFM money to contract with a consultant to help with scoring capital projects.

    Emily Washines, Chair, Diversity Council:

    Ms. Washines reported that the Annual State of Diversity Address was Monday, May 5. It was well attended. The Diversity Council is looking to partner with a group in Yakima to host the "Undoing Racism" program in the fall. The McNair program needs nominations. Please encourage folks to apply.

    Jeff Snedeker, Chair, Faculty Senate:

    Dr. Snedeker reported that the second to the last Faculty Senate meeting is today. The Senate is currently looking at the distinguished professor guidelines. A draft of a dispute resolution process is circulating right now. This document would be used for issues that fall outside of the collective bargaining agreement. The Senate is participating in the NWCCU accreditation process, and it's going well. Patsy Callaghan, Program Director for General Education, has started submitting proposals and is meeting with folks to discuss these proposals. She's doing a wonderful job leading this process.

    Katie Underwood, ASCWU BOD President:

    Ms. Underwood reminded that group that the Spring Quarter Fireside Chat is on Monday, May 12 at 8:00 p.m. in the SURC Pit. The Annual Club Madness Day is coming up. This is a day when all of the clubs get together and do relay races and other activities to win prizes. Student Appreciation Day is May 22. There are a number of activities planned for the day at Nicholson Pavilion Fields. The event kicks off with a free concert and BBQ at 4:30 p.m., followed by several outdoor events. The bonfire will be lit at 6:30 and the fireworks show will start around 9:30 p.m. The ASCWU elections were held last Friday. Both initiatives on the ballot failed.

    Judy Miller, Board Secretary:

    Ms. Miller distributed the University Flag Lowering Policy for review and discussion. The flag at the flag pavilion has been designated as the official flag for CWU that will be lowered to half-mast when requests come from the Governor's Office. Mr. Corona will draft some proposed language for the conference center area where a flag now resides. This item will come back to PAC soon. Information regarding peaceful protests was also distributed as an information only item.

    Becky Watson, Director, Public Relations and Marketing:

    Dr. Watson reported that Rich Villacrees has been selected as this year's Civil Service Employee of the Year. He will receive his award at Honors Convocation. The Seattle Times ran a front-page article profiling Steve Wagner and his research on a virus that frogs are getting. The softball story is currently the main focus of Public Relations and marketing. They are working with Athletics and the President's Office staff on responding to the emails and personal notes that are coming in about the story. The three softball players will be on Ellen DeGeneres today at 4:00. The two CWU students will be honored at the Athletic Hall of Fame banquet on Saturday. It was suggested that they also be recognized at Honors Convocation or Commencement. Dr. Quirk stated that he will discuss this with Dr. McIntyre.

    David Heath, Chair, Employee Council:

    Mr. Heath reported that the Annual President's Address to Classified Staff was held April 25 and it went well.

    Kim Dawson, Administrative Operations Coordinator:

    Ms. Dawson reported that the Presidential Search Web page is live as of this morning. She asked folks to check out the web site to review the schedule for the upcoming forums. The committee encourages the university community to participate in this important process.

    Marji Morgan, Dean, College of Arts and Humanities:

    Dr. Morgan reported that there are many searches going on in all of the colleges. The search for the Dean of the College of the Sciences is a focus right now. A second candidate is on campus today. Dr. Morgan thanked Dr. Tullos and Career Services staff for assisting the Art faculty in their first ever Arts Career Day. The event was yesterday and was very successful. Dr. Morgan added that the Presidential Search Committee encourages everyone to attend the forums next week and submit feedback through the online form. The committee would like this process to be very inclusive.

    Jan Bowers, Incoming Chair, ADCO:

    Dr. Bowers reported for Dr. Barlow. ADCO is currently working on the chairs' training for fall quarter.

  4. Executive Reports

    Provost/Senior Vice President for Academic Affairs:

    Dr. Quirk reported that he will be attended ICAO at CWU-Des Moines later this week. The provosts will be discussing performance agreements and the HECB Capacity Study. A number of searches are underway in Academic Affairs: Dean of the College of the Sciences, Dean of Graduate Studies and Research, and the Director of the Center for the Teacher Scholar. CWU received a letter from the State Auditor's office last week. A response has been crafted and will be mailed to Brian Sonntag from Judy Yu. Questions regarding this issue need to be directed to Dr. Quirk or Dr. Watson.

    Vice President for Business & Financial Affairs:

    Mr. Corona reported that financing the new residence hall is underway. Business and Financial Affairs is completing the preliminary report that will be sent to the investors later this week. Bids will open on May 20, 2008. If bids go well, we will try to schedule a bond sale either May 27 or 28, 2008. The new residence hall is scheduled to be open by Fall of 2009. CWU's Spanish web site is up and running. Approximately 70 pages have been translated. Business and Financial Affairs recently added an EBAY type option to the Surplus web page. It allows folks to bid for items like you do on EBAY. Adding this new option should augment our surplus sales. The Business and Financial Affairs' accreditation web site is shaping up. Kathryn Ruth, executive intern, developed the page and presented it to the other interns on Monday. She did a great job.

    Vice President for University Relations:

    Dr. Hall reported that she is glad to be here. She thanked the group for the warm welcome and added that she is looking forward to getting on board.

    Vice President for Student Affairs & Enrollment Management:

    Dr. Tullos reported that Parents and Family Weekend is this weekend, May 9-11, 2008. The spring football game is this weekend as well. There are many events and activities planned for the weekend, including a Mother's Day Jazz Brunch featuring CWU's own Vocal Jazz II ensemble. For additional details regarding this weekend's events please see the Campus Life website. Freshmen applications are up from this time last year. Transfers are down slightly, but we are closing the gap. Accreditation efforts are coming together very well. Dr. Tullos stated that Leslie Webb is doing a wonderful job leading this process. Student Affairs staff are working on guidelines for bringing speakers or groups to campus. These guidelines will come to PAC soon for discussion.

    Chief Planning Officer:

    Dr. Street reported that the History Book has arrived and is available for sale at the Wildcat Shop beginning today. The photography is stunning. Glen Bach did a wonderful job. Dr. Street is currently working on performance agreements, the Washington State Quality Award, and the NWCCU accreditation process. The Athletic Hall of Fame banquet is Saturday, May 10. David Lygre will be honored. The search for the Director of the Office for Equal Opportunity is underway. A gala for Dr. McIntyre and her husband has been set for Saturday, November 8. In addition, there will be a reception on campus on November 6 and a reception at one of the university centers on October 22. Stay tuned for more details.
