President's Advisory Council - April 2, 2008

Dr. Quirk will preside. Dr. McIntyre is in Washington, DC this week for a conference, legislative meetings, and donor visits.

  1. Action Items

    1. Approval of PAC Minutes from 3.05.08
      Motion to approve the PAC minutes from 3.5.08 as presented by Mr. Corona. Seconded by Ms. Underwood. No further discussion. Motion carried.
  2. Discussion Items

    1. Alcohol Policy - Gail Farmer and Lynne HarrisonMs.
      Farmer gave a summary of the changes and why they were made. She indicated that this policy is reviewed on a yearly basis and distributed to the university community annually. Students receive a copy of the policy every time they register for classes. In reviewing the document this time, it became apparent that there was a need to make sure there was not a double standard between faculty and staff and student requirements for receptions and holiday parties being held on campus. This entire section was revised. PAC members offered feedback. The document will be revised slightly and will come back for final approval on May 7, 2008.
  3. For the Good of the Order

    Judy Miller, Board Secretary:

    Ms. Miller distributed the Student Conduct Code on behalf of Jack Baker, Student Affairs and Enrollment Management. PAC members were asked to review the document and send feedback to Ms. Miller as soon as possible. The code will come back April 16, 2008 for final approval. Agenda items for the May 2, 2008 Board of Trustees meeting are due to Ms. Miller by April 17.

    Marji Morgan, Dean, College of Arts & Humanities:

    Dr. Morgan reported that all of the deans participated in a collective bargaining training yesterday. It was very helpful and informative. The deans are all working on faculty evaluations, and all of the colleges are involved in faculty searches. Dr. Morgan thanked Dr. McIntyre and Dr. Quirk for opening searches in high demand areas.

    David Heath, Chair, Employee Council:

    Mr. Health reported that the Annual Employee Appreciation Awards are April 22, 2008 at 1:30 p.m. in the SURC Ballroom. The Annual President's Address to Classified Staff is April 25, 2008. The next Employee of the Month award will be given Monday, April 14 at CWU-Lynnwood. Dr. McIntyre and several of the Employee Council members will travel to Lynnwood for the award presentation.

    Becky Watson, Director, Public Relations & Marketing:

    Dr. Watson reported that Public Relations and Marketing is looking for human-interest stories about students who are graduating. If you have suggestions or would like to propose an idea, please contact Dr. Watson as soon as possible.

    Katie Underwood, ASCWU BOD President:

    Ms. Underwood reported that election filing ends at 4:00 p.m. today, and the election campaign kickoffs tomorrow. Applications for the student trustee and the Higher Education Coordinating Board (HECB) student position are currently being solicited. The childcare bill passed in the legislature last week.

    Jeff Snedeker, Chair, Faculty Senate:

    Dr. Snedeker reported that Faculty Senate committees enjoyed time off during spring break, but are now gearing up to complete their final charges for the year. Dr. Snedeker mentioned that a question regarding bike paths on campus recently came forward to Senate. Mr. Corona reported that the entire transportation plan is currently being reviewed and bicycle traffic issues will be discussed.

    Kathleen Barlow, Chair, ADCO:

    Dr. Barlow reported that ADCO meets Monday, April 7, 2008. The group will discuss the Fall Department Chairs training with Pam Zupan. In addition, they will discuss non-tenure track issues.

    Shelly Johnson, Director, Budget Planning:

    Ms. Johnson reported that a 10-page document was distributed yesterday summarizing the bills that Governor Gregoire vetoed recently.

    Kevin Kimball, AVP for Business & Financial Affairs:

    No report.

    Tim McGuire, FMS Manager:

    Mr. McGuire reported that the CWU chart of accounts will be updated soon to improve internal control, reporting, and efficiency of the financial system structure. He gave a brief summary of the project and asked for the group to send feedback to him as soon as possible. The goal is to have the updated chart fully functional by July 1, 2008. The university community will be updated regularly on progress of the project.

    Sherer Holter, AVP for Human Resources:

    Carmen Rahm, AVP for Information Technology Services:

    Mr. Rahm reminded the group about the major IT services outages on April 5 and 12. Notifications have been distributed several ways. If you have questions or would like an update on the outages, you can call x2992 anytime.

  4. Executive Reports

    Provost/Senior Vice President for Academic Affairs:

    Dr. Quirk reported that an institutional report will be sent to the PESB review team today, and the Site visit has been scheduled for April 19-22, 2008. Dr. Quirk added that Connie Lambert and Jim DePaepe have done a great job pulling things together with advisory assistance from Libby Street and Tracy Pellett. Research was recently conducted to see which classes had major bottlenecks. Communication, English, Humanities, Philosophy, Family and Consumer Sciences, Math, Psychology, and Sociology all fell into this category. The deans added several sections of these classes this quarter and this effort helped FTE numbers considerably. This information will be used to strategically place faculty in high demand areas next year.

    Vice President for Business and Financial Affairs & University Relations:

    Mr. Corona reported that the public meeting regarding deconstruction of Courson and Muzzall Halls was held last week. It went well. He added that a majority of this deconstruction will occur in June. Dean Hall is progressing nicely. The new residence hall, Student Village South, is also progressing with a proposed opening of September 2009. Governor Gregoire signed the budget. However, we are still waiting on the capital budget. Central Connections will come out at the end of the month, and it’s a very nicely done piece. Public Relations and Marketing is working on a piece to highlight the high demand areas. There will be two candidates for the Interim Vice President for University Relations on campus next week. They will meet with University Relations staff, Cabinet members, and Dr. McIntyre. The Annual Kittitas Valley Community Hospital Magical Evening will be held on campus April 19. The District Rotary Conference will be held on campus this month as well, April 24-26.

    Vice President for Student Affairs & Enrollment Management:

    Mr. Champagne reported for Dr. Tullos. He stated that anyone who would like to receive the weekly updated enrollment numbers just needs to let Dr. Tullos know. Carmen Rahm added that ITS could set up a list serve for folks who want to receive this data. Mr. Champagne will check with Dr. Tullos on the list serve idea. Enrollment numbers were reviewed and discussed. Recruitment is currently a major focus in Student Affairs and Enrollment Management.

    Chief Planning Officer:

    Ms. Sleigh-Layman reported for Dr. Street. She reminded the group that the next two events in the Performing Arts and Presidential Speaker Series are this week: Ken Burns on April 8 in the SURC Ballroom at 7:30 p.m. and Sweet Honey in the Rock on April 12 in the Music Building Concert Hall at 7:00 p.m. NWCCU accreditation process continues with a goal to having a first draft of the report completed by the end of this quarter.
