Welcome to Ellensburg Community Television (ECTV), where you are the producer of entertaining, thought-provoking, and informative television programming.

Whatever your interest is, it is fair game for community access television. Community producers create programs in the categories of History, Sports, Talk Shows, Music, Drama, Comedy, Public Forums, Municipal/City Council, Government, Religion, Food, How-To, Public Service Announcements, Hiking, Camping, Water Skiing, etc.

ECTV is here to assist you with voicing your ideas and opinions through the medium of television. However, you must take the first step -- signing up for our Basic Producers Workshop.

About ECTV

Ellensburg Community Television, (ECTV) was created on April 2nd, 1984 by the Ellensburg City Council.

ECTV is a branch of the City of Ellensburg, but is administrated by Multimedia Technology and Instructional Support. Thus, ECTV facilities are located in the library, on the campus of CWU. This co-ownership is beneficial to ECTV and CWU for many reasons. ECTV is able to access services from CWU's technicians and engineers and both entities can access and share equipment.

The Ellensburg Cable Commission acts as the governing body for ECTV. The Cable Commission consists of five members appointed by the City Council. This body reviews and approves/disapproves equipment purchases as well as all operating procedures.

Partial funding for ECTV is made possible through Charter Cable Television. A fee of 5% is passed on to customers. Money from your monthly cable bill goes to help fund ECTV, therefore, all city residents may use this facility at no cost. County residents may also take advantage of ECTV for a small monthly fee.

With money from this franchise fee, ECTV purchases cameras, video recorders, portable lights, microphones, video tape, etc., and hires producers coordinators to assist community producers. Once a person becomes a licensed community producer, he or she is able to utilize ECTV production equipment to create his or her own video programs for ECTV.

Community Access

The overall purpose of community access television is to provide an opportunity for community members to express their ideas and opinions through the medium of television. Community producers are trained to effectively use our equipment to create and produce their own programming, which is then aired on Ellensburg Community Television, Cable Channel 2.

Ellensburg Community Television is a direct product of the 1st Amendment of the Constitution of the United States. It is your right to have access to the media.

ECTV is also a member of the national Alliance for Community Media, whose purpose is to advance democratic ideals by ensuring that people have access to electronic media and by promoting effective communication through community uses of media. Since 1976, the Alliance has worked to open telecommunications media to the diverse voices that contribute to a healthy democracy.

How to Get Started

To access production equipment, one must first become a community producer. To become a producer, an individual may sign up for one of our FREE Basic Producer Workshops. These workshops are held monthly -- on a Monday evening.

The Basic Producer Workshop provides instruction on how to operate cameras, tripods, light kits, microphones, and provides a general education of video taping, framing, and production techniques. After one records his or her own footage, the Basic Producer Workshop concludes by instructing the individual how to edit the raw footage into a finished video with graphics, music, and narration added.

After the workshop is completed, you are set! A community producer may check out equipment form the Media Circulation Desk, located on the first floor of the CWU Library. All equipment needed is provided there--with the exception of video tapes, which are checked out in ECTV's main office. The main office is conveniently located on the second floor of the CWU Library.

If you start to feel overwhelmed with your video productions, don't worry! You are not alone! Give us a call at the main office @963-3288, and we will provide you with the names and phone numbers of other community producers who are capable of assisting you with your production. If you are looking for a real team experience, you may also choose to be part of another production.

ECTV Office Location

Ellensburg Community Television, (ECTV) offers many services and support to the producer in his or her quest to create a community television program. The ECTV administrative office is located on the second floor of the Central Washington University Library Building. We share an office with the Multimedia Technology and Instructional Support, located in room 290. The ECTV office is located on the first floor of the CWU library, beside Media Circulation. Call the ECTV administrative office to get more information about ECTV, or request ECTV coverage of a community event. Administrative office hours are: 8-12am and 1-5pm, Monday through Friday. 963-1221

Elizabeth, 19 years old, is a sophomore at CWU and was born and raised in Ellensburg. She has been the Assistant Production Coordinator at Channel Two for 1.5 years. Her major is Anthropology.

Equipment Checkout:

To check out video cameras and equipment, call ahead to the Media Circulation Desk, or the ECTV office. Both are located on the first floor of the CWU Library. If you are a licensed producer, your name will appear in the Producer Directory. ID is required at the time of equipment check-out. Next come to our office to check out the video tapes you will need.
