ISCP Business Meeting Minutes (August 19, 2003)

The business meeting was held in the Aros Congress Center (Vasteras, Sweden), with the attendance of Honorary President Chung-ying Cheng, President Torbjorn Loden, Executive Director Vincent Shen, Secretary Chenyang Li, Treasurer Xinyan Jiang, and members present at the 13th International Conference on Chinese Philosophy. The meeting was chaired by Vincent Shen. 

Agenda Items included the following:

  IV. Announcement of the 14th ICCP

  V. Recommendation for Wuhan University as the sponsor of the 15th ICCP

  VI. Recommendation of Prof. Karyn Lai as candidate of next ISCP president and Prof. Gu Qiyong as candidate of the next ISCP vice-president.

 

I. Executive Director Shen’s report

Shen opened his remarks by thanking the sponsor to have allotted this time for the business meeting of ISCP and introduced other ISCP executive committee members present at the meeting, Torbjorn Loden, Chenyang Li, and Xinyan Jiang.

On behalf of the executive committee, Shen congratulated Prof. Loden and his team, particularly Dr. Youqin Shen, for having organized a wonderful conference. In order to express the organization’s gratitude to Prof. Loden for his excellent leadership and his successful organization of the 13th ICCP, Director Shen in the name of ISCP presented a plaque for Loden’s dedicated service to ISCP. Shen also expressed gratitude to ISCP’s immediate past president Prof. Keli Fang for his wonderful leadership in his term as ISCP’s president and also for his excellent organization of the 12th ICCP in Beijing. In the name of ISCP, Shen presented a plaque for Fang’s dedicated service to ISCP. The organization have also prepared a plaque for Prof. Lik-kuen Tong, former ISCP executive director and another for Prof. Kwan-sae Lee, former ISCP secretary/treasurer. Since they could not make it to the conference, the plaques will be mailed to them. Shen announced the executive committee’s wish to institutionalize this offering of plaques in memory of dedicated service done by ISCP stepping/stepped down leaders and officers in the future.

Shen then moved to report to members some of work done during the period of 2001-2003 after he started to function as ISCP’s executive director.

1. Revision of ISCP Constitution. According to the decision made at the last business meeting in Beijing, ISCP has proceeded constitutionally to revise some articles in ISCP constitution.  Since January 15, 2002, the following revised articles of ISCP Constitution has become effective:

(1). ARTICLE  IV, SECTION 7:  DUTIES OF THE SECRETARY AND THE

TREASURER

The Secretary of the Society shall keep the minutes of all officially convened meetings. He/she shall see to it that all notices are duly given in accordance with the provisions of this Constitution. He/she shall keep a membership roll which shall be current at all times. He/she shall, in general, perform all duties incidental to the office of the Secretary and such other duties as may from time to time be assigned to that office by the Chair of the Executive Committee.

The Treasurer shall be responsible for the custody of all funds belonging to the Society. He/she shall disburse funds only in accordance with the provisions of this Constitution and the rules established by the Executive Committee, and he/she shall make a full written annual financial report to the Society.

Deputy Secretary and Secretary Assistants may be appointed by the Executive Committee to assist the Secretary should the need arise.

(2). ARTICLE IV, SECTION 8:  DUTIES OF THE EXECUTIVE DIRECTOR

[Add the following text to the original text concerning the Executive Director]

Two deputy executive directors, one from the region of North America, another from the region of China, shall be appointed for a renewable five year term by the Chair of the Executive Committee in consultation with the current officers.  It shall be the duty of these two deputy executive directors to assist in their respective region the executive director and to perform there all the duties of the executive director either on his/her behalf or during his/her absence. 

(3). ARTICLE VII: BOARD OF ADVISORS AND BOARD OF SPONSORS

(A) BOARD OF ADVISORS

There shall be a Board of Advisors consisting of all past presidents, selected past officers of the Society, and other experienced individuals invited by the Executive Director on behalf of the Society during his/her term of office.

2. Election of Chenyang Li as new ISCP secretary, and Xinyan Jiang as ISCP treasurer and designation of Chenyang Li as deputy executive director in charge of North America ISCP affairs and Chen Lai as deputy executive director in charge of China ISCP affaires, according to the revised articles of ISCP constitution. 

3. With the effort of Chenyang Li and Xinyan Jiang, a new ISCP directory with email addresses has been established. The old ISCP directory was without emails addresses. Now, thanks to their huge effort, the new one with email addresses is much useful and efficient in an electronic age. This new directory is now updated annually.

4. With the effort Xinyan Jiang, Chenyang Li, Chen Lai and the assistance of John Pan, we have established of a group server list. There are rules to follow in using this group server.

5. With the effort of Chenyang Li, we have now an ISCP Website.

6. Several APA panels were organized by ISCP.

 

II. Secretary Chenyang Li’s Report

Li began by thanking Xinyan Jiang for her help in various capacities for the work of the office of the secretary.

1. An official ISCP website has been established. Its address is http://www.cwu.edu/~iscp/. The site includes important information about the organization, such as its history, constitution (both in English and in Chinese), officers, events, membership and dues information, member’s news, and useful links. Li urged members to use our website.

2. The Executive Committee has appointed or reappointed ISCP Area Representatives. In the capacity as Deputy Executive Director for North America, Li has appointed ISCP Organizational Liaisons to other professional organizations such as the American Philosophical Association and the American Academy of Religion. Both representative/liaison name lists and their contact information can be found on our website.

3. With the work of our organizational liaisons, ISCP has been organizing regular panels at the American Philosophical Association meetings. Information about these activities can be found on our website. Li urged members to contact our liaisons for respective activities and participate in these activities.

4. Li deferred to Xinyan Jiang for more information of the ISCP Server List as she has been instrumental in its establishment.

 

III. Treasurer Xinyang Jiang’s Report

1. Jiang reported that she has successfully transferred the ISCP bank account from former treasurer Lee to her place. ISCP is financially sound. Expenses have been kept at minimum. Detailed accounting information will be forthcoming in our next newsletter.

2. Jiang urged members to pay their dues. In an effort to make due-payment easier, the executive committee has adopted a scheme of multi-year memberships. In addition to our regular one-year membership due (currently at $20), now members can pay their dues for three years ($50) or ten years ($150) at discounts. The Dues Information and Form can be downloaded from our website.   

3. Jiang urged members to send in their email addresses or change of address information so that the ISCP email list can be kept update.

4. Jiang acknowledged member John Pang for his assistance in establishing and maintaining the ISCP Listserver. She asked members to use the function only for professional and organization related matters.

 

IV. Announcement of the 14th ICCP

On behalf of the executive committee, Vincent Shen announced that the 14th International Conference on Chinese Philosophy will be held at the University of New South Wales, Sydney, Australia, from 16th - 21st July, 2005. The conference theme is “Chinese Philosophy and Human Development in the 21st Century.”

 

V.Recommendation for Wuhan University as the sponsor of the 15th ICCP

Shen invited Professor Wu Genyou, Chairman of the Chinese Philosophy Department of Wuhan University, to address members at the meeting. Speaking on behalf of the Philosophy College of Wuhan University and its Dean Guo Qiyong, Wu expressed their sincerely wish to host the 15th conference. He said that his institution has hosted numerous national and international conferences and would do their utmost to organize the 15th ISCP conference. Professor Ouyang Kang, Director of the Institute of Philosophy and Assistant to the president of Central China University of Science and Technology, expressed their support for their neighboring Wuhan University’s undertaking. Shen announced that, based on Professor Wu’s report and previously solicited input from general membership, the executive committee recommended that the 15th International Conference on Chinese Philosophy be held in Wuhan, China in 2007. The recommendation was unanimously accepted by the general assembly.

VI. Recommendation of Professor Karyn Lai as candidate of next ISCP president and Professor Guo Qiyong as candidate of the next ISCP vice-president

On behalf of the executive committee, Shen recommended ISCP vice president Karyn Lai as candidate of next ISCP president and Guo Qiyong, dean of the Philosophy Institute of Wuhan University, as candidate of the next ISCP vice-president. His recommendations were seconded and supported by the general assembly. Both appointments will be voted on through official ballots as required by ISCP constitution 

With the successful accomplishment of the business meeting agenda, Shen announced the business meeting to adjourn.
