The basic purpose of the Employee Council shall be to provide civil service employees with a forum for sharing timely information and facilitating employee recognition. The Employee Council of Civil Service Employees meeting in Barge Hall room 412 was called to order at 2:08 p.m., on February 19, 2004.
APPROVAL OF THE AGENDA/MINUTES - The February agenda and January minutes were not approved yet due to lack of a quorum in attendance. To view current and previous minutes, please visit: http://www.cwu.edu/~hr/minutes/index.html.
Selection of EMPLOYEE OF THE MONTH FOR FEBRUARY – No action was taken due to the lack of quorum in attendance. At the next meeting, there will be two Employees of the Month selected: one for February and one for March.
Civil Service Employee of the Month Nomination Forms can be found at the Human Resources website: http://www.cwu.edu/~hr/forms/EOTMnominate.doc. You can also call Human Resources at 1202 to obtain a nomination form. Anyone may nominate a civil service employee that has worked for Central Washington University for at least two years.
Parking Advisory Committee – Kevin Higgins, Police Services, gave us a presentation of the proposed changes to parking fees through FY 06/07. The proposed fees will be voted on by the CWU Board of Trustees. It has been several years since an increase in parking rates, and Kevin stresses that the increase is needed in order to maintain our parking lots. We were strongly urged to purchase our permits through payroll deduction, which allows us to use pre tax dollars. Using this method of payment saves us money, as we don’t pay taxes on that dollar amount. Jeff Goede and Crystal Whitaker are the classified staff representatives on the Parking Committee. Please feel free to call them or your employee council representative if you have additional comments or concerns on parking.
Campus Community Building Program
“The purpose of the program is to give members of the university community who are concerned about improving the university’s climate a positive way to direct their energy and an opportunity to connect with other university members who also want to take action to improve their community.” http://www.cwu.edu/~ccbp/

For the good of the order/new business
Employee of the Month Shirts – Kim Thomas will seek approval from President McIntyre to once again obtain funding to purchase the EOM shirts to be given at the annual appreciation awards program on May 4, 2004.
Good Judgment Policy - Rob Lowery and Lisa Stowe drafted a memo to the President regarding this issue. A copy was passed out for comments.
Adjournment/NEXT MEETING - The Employee Council meeting was adjourned at 3:42 p.m. The next Employee Council meeting is scheduled for Thursday, March 18, 2004, in Barge Hall, room 412.

ICSEW 2004 Biennial Training Conference
ICSEW 2004 Biennial Training Conference (May 17 - 19): The Governor’s “Interagency Committee of State Employed Women” invites you to attend their 2004 Conference in Ocean Shores, Washington. The conference is intended to assist state employed women build confidence, create possibilities, and arrive at reasonable solutions to the challenges they face in their personal and professional lives, and to provide a forum in which working women can explore ideas and adopt innovative techniques to help rise to new levels of responsibility, recognition, and reward.
Workshops include: Career and Individual Development, Varied Work Styles, Non-violent Communication, Stress Reduction, Kinesthetic Learning, Multicultural Education, and more!

If you have a dependent child age 20 through 23, please read this notice.
The eligibility rules for covering a dependent college-age child on your health insurance have changed. Previously, a 20-23 year old had to attend college on a full-time basis to be eligible for coverage on his or her parent’s insurance.
Beginning January 2004, the child must simply be enrolled in an accredited college or vocational school to be covered. There is no minimum number of credits the child must take. Coverage continues year-round for those who attend three of the four school quarters or two semesters. Coverage continues during the three-month period following graduation, provided the parent is covered at the same time and the dependent has not reached age 24.

"Internal Audit and Ethics Law" (March 9; 10 AM – noon): Topics covered will include the State Ethic Law related to gifts, outside compensation, email, Internet, computers, long distance, cell phones, fax and copy machines, facilities, supplies, food, business cards, travel, door prizes, and penalties for violations. Participants will be introduced to the Whistleblower Law with some examples, risk and internal controls, and areas vulnerable to misappropriation. The CWU Internal Auditor will answer questions about use of computers, playing games, surfing the net, and other areas of interest. Although these laws apply to all CWU employees, managers and supervisors have additional responsibility in this area, and are especially encouraged to attend. "Supervising Assertively" (April 7; 1:30 p.m. to 4:00 p.m.): For those supervisors and managers who want to get the most from their employees, learning to be more assertive is the key.
