Selection of EMPLOYEE OF THE MONTH FOR JANUARY – LARRY BERGMAN, Database Administrator, Information Technology Services - Applications.
As a database analyst, Larry is in one of the most vital and complex positions in my organization. Yet, I think one could use the term "self-made man" for him. He started working for Central as an entry-level programmer but has built his expertise to the highest level. Several years back, when our group needed someone to take on additional duties in the D-B-A (database analysis) area, Larry agreed to help out. In order to be successful, he had to go through a grueling series of training sessions after which he was basically thrown into the fire. With little experience and limited resources to fall back on, Larry excelled. He is one of the people in our shop that always has something positive to say. He is always quick to respond to customer needs and he does it with a smile. Larry always has a "can-do" attitude no matter how swamped he might be in reality. And, when there is a problem, Larry will jump in and do all he can to ensure that it is resolved. There is never a doubt that he will fulfill any and every responsibility. It's really difficult to put into words just how dedicated Larry is. We see this constantly and too often take it for granted. Congratulations, Larry!

You can also call Human Resources at 1202 to obtain a nomination form. Anyone may nominate a civil service employee that has worked for Central Washington University for at least two years.
Campus Community Building Program

HR 2005 Information
Please take some time to read the January 2004 issue of the Washington Works newsletter, “In the Works.” This newsletter, which is published by Washington Works, provides current information about the changes taking place as a result of the Personnel System Reform Act of 2002. The newsletter can be accessed at the Washington Works Web site, http://washingtonworks.wa.gov.
Civil Service Reform Information Sessions
During 2003, Human Resources presented a series of informational sessions to familiarize civil service employees with "HR 2005," wide-spread civil service reform mandated by our state legislature to be effective in July, 2005. HR is now beginning a second series of presentations, including the latest information to date on civil service rules reform, collective bargaining, classification/compensation and contracting out.

· March 1 (Mon.) - 2:00 p.m. to 5:00 p.m.
· March 5 (Fri.) - Noon to 3:00 p.m.

Civil Service Reform includes revision of our current classification system. The draft of the classification and compensation rules are available at http://hr.dop.wa.gov/hrreform/rules.htm.
One goal of civil service reform is to consolidate more than 2,400 job classes into fewer, broader classes.
The initial plan was to implement all of the classification changes on July 1, 2005, the same date that all other changes become effective. This timeline now is being revised to give agencies and employees more time for a smoother transition.
As the full magnitude of the coming changes has become clearer, agency managers and human resource staff have expressed concern about the logistics and timing for implementing all of the HR 2005 components at the same time. The classification system is the one component with flexibility to be implemented in phases rather than all at once.
In response, the State Department of Personnel and the State Labor Relations Office are developing a revised timeline for transitioning to new, consolidated job classes. Some consolidation will be done before July 2005. Further consolidation and transition to the new occupational categories will take place in stages starting after July 2005. The timeline for transition is still being determined.
The revised timeline will allow managers and human resource staff to better support agencies and their employees during the transition to the new system. It also will minimize the cost impact to the state, by stretching it out over time.
Both the State Department of Personnel and the State Labor Relations Office are committed to the shared goal of streamlining the civil service system to allow better management of state government. The State Department of Personnel will continue to listen and respond to feedback on the job classification proposal, but the schedule for posting the draft job specifications and the comment periods will be revised.
The CWU Human Resources Office will continue to send draft class specifications to CWU employees as their particular class is being worked on.
