Approval of Agenda

The agenda was amended to add discussion of whether the Vice-Chair had to be a delegate to Employee Council or if an alternate could serve in that capacity. The suggestions from Ed Snyder were moved to the beginning of the meeting.

 

Approval of Minutes

The minutes for June were approved as written.

 

Discussion of Vice-Chair Position

A discussion was held regarding whether the Vice-Chair of Employee Council could be an alternate to Employee Council. The main point of the discussion was that allowing an alternate to serve as an officer would generate more involvement by alternates. Rob Lowery moved and Dorothy Tenney seconded a motion to allow an alternate to serve as Vice-Chair. The motion passed.

 

Employee of the Year Suggestions from Ed Snyder

Ed Snyder, as a past Employee of the Year presented suggestions on the awards and recognition. The first suggestion was for an Employee of the Year shirt or jacket. This would give recognition above the Employee of the Month shirts currently presented. Rob Lowery said he would ask Kim Thomas to check into the costs associated with this.

 

The second suggestion was that rather than a campus parking permit, that a parking spot nearest the Employee of the Year’s work be posted with a sign that the spot is reserved for that individual. Discussion followed regarding the benefits of each of these alternatives. A parking permit would allow the employee to park in any lot nearest to where they had a need to be for the day whereas a posted spot would be most convenient when the employee was at their usual work area. A posted spot would also be a more visible recognition of the honor. Pedro Garcia will present the idea of the posted parking spot to the Parking Advisory Committee.

 

New Member Discussion and Officer Election

After some discussion regarding having split elections, no motion was made to change current procedures. Dorothy Tenney moved and Pedro Garcia seconded a motion to prepare a list of nominations today. The ballots for election will have the nominations as well as a place for a write-in vote.

and Sheryl Grunden completed a beautiful new display honoring the Employee of the Month/Year winners for the 2002-2003 year. Nominations for the “Extra Special Over-the-Top Team of the Term Award” were made. Each Employee Council member present was asked to list three nominations with Crystal Whitaker to tabulate the results.

Tobacco Free Environment

It has been proposed that academic buildings be designated as Tobacco Free. This would mean that chewing tobacco would not be allowed in academic buildings

Shared Leave Donations

CWU employees may donate leave to a fellow employee who is severely ill or injured (or who is caring for a family member who is severely ill or injured) and who is off work and has exhausted all personal paid leave.

 

The following individuals are in need of shared leave:

Teresa Rominger - College of Education and Professional Studies

 

You may donate annual (vacation) and sick leave in eight-hour blocks.  A minimum balance of 80 hours of annual leave must be maintained, and excess annual leave (that over 240 hours) that will otherwise be lost may not be donated.  No more than 6 days of sick leave may be given during a 12 month period and a minimum balance of 480 hours must be retained.  The personal holiday may also be donated.

 

The shared leave donation form can be downloaded from the HR forms section of the Human Resources home page:  or requested from the HR office by calling 1202.  Requests to donate leave must be approved by your supervisor before forwarding to HR and are subject to approval by your department head and Human Resources.

 

 

TRAINING & DEVELOPMENT

 

Civil Service Reform Information Sessions Offered

By CWU HR Office

Human Resources has scheduled two more information sessions on the changes coming in July 2005.  Overview sessions on "Civil Service Reform Activity to Date" will be held on July 15, at 1:30 p.m. and again on July 30, at 8:30 a.m. The sessions are free and open to all civil service staff. Call the Training & Development Office at 2288 to register.

 

The intent of this 2-hour overview is to let CWU's civil service employees know where the reform process is at this point and attempt to answer any questions.  We hope to offer update sessions about every four months.

 

By State Department of Personnel

Get a first-hand look and provide feedback on the new human resource system at a series of information sessions being held by the Department of Personnel throughout the state in August and September.

 

Virtually all aspects of the state's 43-year-old civil service system are being revamped and modernized as a result of the Personnel System Reform Act of 2002.

 

Proposed changes to everything from classification and salary structures to hiring, performance management, and layoff have been shaped in large part by input from thousands of state employees over the past year.

If you want to take courses but are challenged by time, distance, and cost, an e-Learning subscription can help.  For only $110, a one-year subscription will give you access to nearly 800 courses.  Available 24 hrs a day, seven days a week, learn at your own pace.   (Subscriptions ordered today will end on June 30, 2004.)

BENEFITS FAIR

The CWU Benefit Fair is October 29th in the Sub Pit from 10:00 a.m. until 3:00 p.m. only.

 

HEALTH INSURANCE

The state has finalized the selection of health insurance plan carriers and employee contribution rates for 2004. 

* The monthly employee premium for Uniform Medical will decrease.  The monthly employee premium for each of the managed care plans will increase. 

* The office visit co-pay for managed care plans will remain $10. 

* The Premera Plan and the Community Health Plan will no longer be available.  Members of those plans will need to select a new plan.

* There will be a pilot "Uniform Neighborhood" plan offered next year, open only to the first 5,000 people who live in King, Pierce and Snohomish counties who enroll via the web.

* Open enrollment will be October 20 - November 30.

Health Insurance Plans and Rates:

The state has announced the 2004 rates for employee health insurance premiums.  The cost for Uniform Medical in decreasing, while the cost for all of the managed care plans is increasing.  See the rates below. 

 

The office co-pay for managed care plan will remain $10 for next year. 

 

Premera and Community Health Plans will no longer be available to state employees.  Participants in those plans will need to choose a new plan during open enrollment.  There are now three plans available in Kittitas County.  See the chart below.

 

There will be a pilot "Uniform Neighborhood" plan offered next year in King, Pierce and Snohomish counties only.

 

Open enrollment this year will be October 20 - November 30.  The benefits fair will be in SUB on October 29 from 10:00 to 3:00
