The basic purpose of the Employee Council shall be to provide civil service employees with a forum for sharing timely information and facilitating employee recognition. The Employee Council of Civil Service Employees meeting in Barge Hall room 412 was called to order at 2:08 p.m., on December 18, 2003.
APPROVAL OF THE AGENDA/MINUTES –There was some discussion about specific wording for the employee of the month for November. Ona will look into the questions. Selection of EMPLOYEE OF THE MONTH FOR DECEMBER – Greg Kummer, Publications Director, University Relations.
“Greg has worked for Central since 1977 and is, without question, one of the capable staffers that make this University exceptional. Greg has worked under four Presidents and four University Advancement directors and has been one of the constants in the office. Greg is a proofreader and managing editor of “Central Today” and “University Bulletin.” He has overseen the recent improvements of both publications, complimenting the University’s image and branding efforts. If one wants quality and credibility infused into University communications, one only has to turn to Greg to ensure those standards.”
“Greg is our quality control guy and I’m certain that without him this school’s image wouldn’t be as strong as it is today. Greg’s interest and commitment in promotion the University is almost without peer. He’s also serves as an adjunct professor and is a great teacher. I don’t believe there’s a person on this campus who has an ill feeling toward Greg.”

Campus Community Building Program

The Extra Special Over The Top Team of The Term Award summer winners of the Employee Council CCBP project goes to the Networks and Operations division of the Department of Information Technology Services. It was discussed that any member of council that wishes to add some group to our pool for the next selection needs to do so prior to the next meeting. Please email Crystal Whitaker with your additions.
Parking Advisory Committee
The meeting minutes from November 20, 2003, were distributed for members to read. There was some concern that the employee council’s statement in regard to the parking increase was not heard due to our representatives not being in attendance at the meeting. Crystal will draft a letter to the parking committee letting them know that the council is opposed to such an increase. Also we are concerned about students parking in staff lots and not being ticketed.

Civil Service Employee of the Month Nomination Forms can be found at the Human Resources website: http://www.cwu.edu/~hr/forms/EOTMnominate.doc. You can also call Human Resources at 1202 to obtain a nomination form. Anyone may nominate a civil service employee that has worked for Central Washington University for at least two years.
Dorothy explained the new procedure for the selection of Employee of the Year. Kim had some concerns in regard to the benefit that state employees get with ATT Wireless and why it can’t be advertised as such. Lisa brought forth a recommendation from one of her constituents that it would be a good project for the council to host a holiday party for civil service employees. It was recommended that the idea be forwarded to Linda Garcia as a project that a team could do for the Campus Community Building Program, since the council has already entertained a project of their own.
Adjournment/NEXT MEETING - The Employee Council meeting was adjourned at 2:37 p.m. The next Employee Council meeting is scheduled for Thursday, January 15, 2004, in Barge Hall, room 412.

Civil Service Reform Information Sessions:
During 2003, Human Resources presented a series of informational sessions to familiarize civil service employees with "HR 2005," wide-spread civil service reform mandated by our state legislature to be effective in July, 2005. HR is now beginning a second series of presentations, including the latest information to date on civil service rules reform, collective bargaining, classification/compensation and contracting out.

The most recent draft of the new classification structure is now available on the HR 2005 Web site. This draft shows a list of the proposed occupational categories and levels, where existing job classes would fit within the new structure, and the proposed salary range that would be assigned to each level. The individual class specifications for each category and level will be rolled out for discussion over the course of 2004. Each group will be posted on the HR 2005 Web site along with a feedback form. The feedback period will be approximately two weeks. Competitive Contracting
The Department of Personnel's (DOP) draft rules for Employee Business Units (for competitive contracting) were posted December 17. This is the first group of the new civil service rules to be published for public input. The remaining rules will be rolled out over the course of the next six months. Each month, a new group of rules, covering a specific subject matter, will be posted on the HR 2005 Web site.
