Approval of Minutes
The minutes were amended with the change of Rob Lowery's name and Penny Anderson as April's Employee of the Month.
Campus Community Building Program
The award "Extra Special Over-the-Top Team of the Term Award," was given to the Commencement 2003 Committee. It was recommended that a photo of the award winning team be taken and put on the Campus Community Building Program Web Page.
The CCBP will start up again in September with the annual kick off. More information will be available later this summer. Discussion of the Summer 2003 award winning team will take place at the July meeting.
Selection of Employee of the Month
Penny Anderson, Anthropology Secretary Senior, was awarded Employee of the Month for April 2003.
Penny goes above and beyond the call of duty in everything she does. She is truly the have a heart secretary. If there is something she doesn't know she will go out of her way to find out. She uses her experience and contacts around the university to everyone's benefit, the downside of this being she often spends extra evening and weekend hours to complete her workload, because of commitment to go above and beyond. She is unusually patient and helpful in working with student employees, guiding them in the development of professional demeanor and work habits. Penny is a major factor in maintaining the department's strong sense of community and student-centeredness.
Employee of the Month for June was Cameron Clasen, Police Services.
Officer Clasen's effort to solve the numerous burglaries on Central's campus led to the discovery of more than $20,000 worth of stolen property from CWU, and led to the arrest of two suspects. While for most officers this case would have been concluded at that point, he knew of the impact the property loss had on the university community. Students without access to computers used to go to the SUB to finish assignments and couldn't because of the theft of laptops. The McNair Scholars Program was also impacted due to the theft of their computer monitors. As a result, Cameron worked closely with the Kittitas County Prosecuting Attorney's office to assure that all of the property being held as evidence was released as soon as possible so it could be put back into service. He has a great deal of passion for protecting our campus and desires to make a difference on our campus each day.

If you have strong concerns regarding any parking issues, please contact Crystal and/or Pedro. They will be glad to assist you in any way they can. Also, please notify them if you would like to attend any P.A.C. meeting. They will contact you when it has been scheduled.

Sheryl Grunden and Crystal Whitaker volunteered to put up the 2002-2003 Employee of the Month/Year bulletin board which is located outside the Human Resources Office on the first floor of Bouillon Hall.
It was discussed and agreed upon that the Employee of the Month pictures will go in the winner's personnel file in the Human Resources Office.
It was discussed and agreed to change the Employee of the Month 2003 award year to April 2003 to December 2003 and 2004 award year from January 2004 to December 2004.

The legislature passed a bill to increase both the employee and employer contribution rates for members of some retirement plans. Members of PERS 2 and LEOFF 2 will see a larger deduction from their checks beginning on July 25, 2003. Members of TRS 2 will see a larger
deduction from their checks beginning September 25, 2003. Members of PERS plans 1 and 3, and TRS 1 plans and 3 will not have a change in their contribution rates.
For PERS 2 members, the employee rate will increase from 0.65% to 1.18% of salary. For every $1,000 in salary, the deduction will increase from $6.50 to $11.80.
For LEOFF 2 members, the employee rate will increase from 4.39% to 5.05% of salary. For every $1,000 in salary, the deduction will increase from $43.90 to $50.50.
For TRS 2 members, the rate will increase from 0.15% to 1.39% of salary. For every $1,000 in salary, the deduction will increase from $1.50 to $13.90.

Shared Leave Donations
CWU employees may donate leave to a fellow employee who is severely ill or injured (or who is caring for a family member who is severely ill or injured) and who is off work and has exhausted all personal paid leave.
The following individuals are in need of shared leave:

You may donate annual (vacation) and sick leave in eight-hour blocks. A minimum balance of 80 hours of annual leave must be maintained, and excess annual leave (that over 240 hours) that will otherwise be lost may not be donated. No more than 6 days of sick leave may be given during a 12 month period and a minimum balance of 480 hours must be retained. The personal holiday may also be donated.

Requests to donate leave must be approved by your supervisor before forwarding to HR and are subject to approval by your department head and Human Resources.

Human Resources has scheduled two more information sessions on the changes coming in July 2005. Overview sessions on "Civil Service Reform Activity to Date" will be held on July 15, at 1:30 p.m. and again on July 30, at 8:30 a.m. The sessions are free and open to all civil service staff. Call the Training & Development Office at 2288 to register.
The intent of this 2-hour overview is to let CWU's civil service employees know where the reform process is at this point and attempt to answer any questions. We hope to offer update sessions about every four months.
Get a first-hand look and provide feedback on the new human resource system at a series of information sessions being held by the Department of Personnel throughout the state in August and September.
Virtually all aspects of the state's 43-year-old civil service system are being revamped and modernized as a result of the Personnel System Reform Act of 2002.
Proposed changes to everything from classification and salary structures to hiring, performance management, and layoff have been shaped in large part by input from thousands of state employees over the past year.
