The minutes were approved as written.
Campus Community Building Program
It was determined which group would be the first recipient of our community team building project. The award "Extra Special Over- the - Top Team of the Term Award," was given to the Commencement 2003 Committee. The members received the traveling trophy, certificates, a balloon bouquet, and include Tracy Schwindt - chair, Osman Alawiye, Dusty Brady, Leland Chapman, Scott Drummond, Jay Forsyth, Jen Gray, Linda Hoff, Sharon Hull, Robert Lowery, Pamela Mahre, Tina Morefield, Mari Hubbard, Judy Miller, Phil Tolin, Rosco Tolman and Gloria Wilson.
Thanks, guys, for all you do for our campus community!
Selection of Employee of the Month
Employee of the month for May was Jim Thomson, Engineering Tech, Psychology. Jim is a long time employee and has gone above and beyond the call of duty. Thanks, Jim, for all of your great efforts.
Employee of The Year Update
The employee of the year for 2003 was announced at the appreciation awards program on May 20, 2003. The winner is Teryl Payne, Program Support Supervisor at the Lynnwood Center. Congratulations, Teryl, for all you do.
Parking Advisory Committee
The committee approved no overnight parking in Lot H15 (East of Black Hall), the change of Lot X12 (North/West of Tomlinson Stadium & Lot C1 (West of the Getz-Short Apartments) to discount lots and the change of Lot N19 (North of the Bassetties complex and South of the New Music Building) to a regular lot, all effective September 2003.
The committee approved the requirement of the residents of Alford Montgomery, Carmody Munro, Kennedy, and Green at Student Village to purchase Central Washington University parking permits to use Lot T22, Lot U22 and Lot V22 effective September 2003.
The committee approved the change of Staff Lot L8 (near the Science Building) to allow overnight parking effective June 1, 2003.
The next meeting has not yet been scheduled. Please e-mail Crystal or Pedro your comments and concerns regarding any parking related issues.
For the good of the order/new business
Final arrangements of the appreciation awards were made. It was then discussed that the election of officers for Employee Council would be done after the new members were elected spring quarter from the areas where terms are expiring. The areas that will be holding elections are Business Support, Information Technology Services, Facilities Management both groups, Financial Services, Instructional Support Unit B, Student Affairs & Enrollment Management, and the University Centers.

The meeting was adjourned at 3:22 p.m. The next meeting of the Employee Council will be June 19, 2003, at 2:00 p.m., in Barge Hall Room 412.

HR 2005
Human Resources has conducted several small group information sessions for CWU civil service employees on the civil service reform act of 2002, which takes effect July 2005. The summer schedule of these on-campus sessions will be sent out mid-June. All interested employees are invited to attend. The following is a HR 2005 update for state employees from the Department of Personnel in Olympia.
The Department of Personnel (DOP) is moving ahead quickly with design work for the state's new human resource system. This is one component of the Personnel System Reform Act of 2002, which also included collective bargaining and competitive contracting.
DOP began the design process by asking customers - managers, employees, and human resource professionals - about their needs and preferences. This was done through surveys, focus groups, the Web, and information and feedback sessions held throughout the state. (CWU's Human Resources Office sent out a survey to Central's employees.) Five interagency concept teams took that feedback - along with research DOP conducted of all 50 states, three countries, the federal government, universities, and a number of private firms - and distilled it into conceptual design options for Washington's new HR system.
The concept teams presented recommendations to DOP for further analysis and refinement. After careful review, DOP brought forth those options which were most viable and met the intent of the legislation.
Throughout May and the first part of June, DOP has presented these design options to more than 34 agency management teams, the Governor's cabinet, the small agency cabinet, elected officials, and other interested parties.
In addition, DOP is just wrapping up a series of very lively and informative focus groups of HR professionals, general government employees, and higher education employees. The slide shows used for these presentations, along with the comprehensive document upon which they were based, are available on the HR 2005 website at http://hr.dop.wa.gov/hrreform. The website also includes a feedback forum for you to provide input on the design concepts. (CWU's Human Resources Office will use this Department of Personnel PowerPoint presentation in its on-campus information sessions this summer.)
DOP is committed to providing state employees with the information you need to understand, prepare for, and help shape the significant changes that are coming to state government. Towards this end, DOP is preparing to launch a major communications effort, including electronic messages, print publications, web site updates, and a series of state employee information and feedback sessions that will begin July 29 and extend through September. Currently these 50+ open sessions are scheduled for places throughout the state, from Bellingham to Vancouver and Seattle to Spokane. Additional information will be coming out in the next few weeks.
