Approval of Minutes

Publicity Coordinator
Kirsten Garland stepped down as Publicity Coordinator and Rob Lowery was nominated to finish out the year as Publicity Coordinator.
Employee of the Year (Guideline changes)
Three changes to the Employee of the Year guidelines were motioned and approved:
1. Awards are limited to permanent civil service staff who have worked at CWU for two years (changed from five years),
2. State from their supervisor describing their job duties and how they meet them, as well as a major accomplishments, innovations, achievements. (was stricken from the guidelines),
3. The Selection Committee may request a video tape interview of each candidate, to be done by someone other than committee (as the committee is to remain anonymous) (was added)

Campus Community Building Program Discussion and Spring Round‑up
The Spring Round-up gives teams participating in the Campus Community Building Program a chance to see how everyone has succeeded in their projects. The Spring Round-up is scheduled for 9:00 a.m., April 24, 2003, in the Group Center. All team members and their supervisors are invited to attend.
Campus Wide Memo Discussion
It was discussed to have a campus wide memo sent to encourage the supervisors to boost office moral. A suggestion was made to have the supervisors watch the "Paradigm Mastery" and "Fish Tape" videos available in the HR office. (See Training & Development section below for more information.)
Parking Advisory Board
If you have any parking related questions for the Parking Advisory Board please contact your Employee Council Representative. The next Parking Advisory Board Meeting will be held on April 15th.
Correspondence
The President's Address to Classified Staff will be on April 22, 2003 at 10:30 and 2:30.

The President's Office approved the Employee of the Month shirts for this year's winners.

HR ANNOUNCEMENTS
The annual service award program for classified and exempt staff, hosted by the Human Resources Office, will be held this year on Tuesday, May 20, from 1:15 p.m. to 4:30 p.m. This program honors those with 10, 15, 20, 25, 30, and 35 years' service at CWU. Those wishing to donate cookies, flowers, or handmade gifts are asked to call Colleen Rose in the Human Resources Office at 1205.
HR 2005
Human Resources is beginning small group information sessions for CWU civil service employees on the civil service system reform act of 2002 which takes effect July 2005.
The first series of small group sessions is being held spring quarter and will cover the basics of the legislation and work done to date. Then, about every 4 months, until July of 2005, Human Resources expects to offer other sessions, updating employees on the current status of these sweeping changes to the state's civil service system.
The legislation, passed last session, has three main components: new/revised rules and classification system; collective bargaining that includes wages and insurance benefit dollar amount; and fewer
restrictions on contracting out. The Department of Personnel in Olympia has the lead in the development and implementation of the new human resource system (rules). The Office of Financial Management in Olympia has primary responsibility for collective bargaining. The Department of General Administration in Olympia will write the rules for the contracting out process. For additional information, visit the HR 2005 web site at http://hr.dop.wa.gov/hrreform.
