The minutes were approved as amended. Tamara Morrell's name was corrected in the
Employee of the Month section.
Employee Council is participating in the Campus Community Building Program this year.
The council as a whole is one team. The project the council adopted is to publicly
recognize teams or groups who perform outstanding service. At its January meeting,
the council presented nominations for potential groups or teams to be recognized.
The council members were asked to present the secretary with their top three nominations
before the next meeting. After further discussion, it was decided that the council would
discuss the type of recognition or award to be presented to the recipients. Details of
this program have not yet been established.

Jeff Knackstedt, Information Technology Systems Specialist III for Computing and
Telecommunication Services, was elected as the Employee of the Month for December 2002.
The following statements were taken from the nomination forms:
Jeff is one of just two full time employees charged with keeping the hundreds of Macintosh
Computers on campus running at peak efficiency. He takes the myriad of problems presented to
him on a daily basis in stride. He returns calls for help promptly, and makes service calls
promptly. He is unparalleled at multi-tasking, working on one computer while diagnosing a
problem on the phone and directing a student worker fixing another problem at the same time.
He needs to be cloned! Jeff is simply one of the best employees CWU has.
Supervisor Comments: Jeff has developed new procedures for delivering updates and patches
to the Mac labs that is extremely effective and cuts down the time to accomplish this by 90%.
The depth of his computer knowledge is truly impressive. Not uncommon to resolve over 200
problems in a monthly period. His work is extremely high quality. He is one of the most efficient
and productive technicians on campus. I receive a minimum of 10 calls a month complimenting Jeff
on the good work he provides to the campus. Jeff commits much of his off-duty time to teaching the
young people in Ellensburg bicycle safety.
Rebecca "Becky" Gubser, Budget Analyst for the Provost Office, was elected as the Employee of
the Month for January 2003. The following statements were taken from the nomination forms:
Becky lends support to every department in Academic Affairs. When staff members struggled to learn
PeopleSoft, she stepped up to the plate and created an elaborate, easy-to-follow, step-by-step manual
for the end user. She has outstanding customer service. Her efforts are 150% to see that needs are met.
She is always very pleasant to work with and has an upbeat attitude. Becky displays pride in her job
and commitment to CWU in everything she does. She is one that can always be relied on. She says she
will do something, she does. Becky is an outstanding member of our staff and for her the standard is
"Above and Beyond" the call. She gives nothing less than an exemplary effort and her upbeat attitude
makes her great to have as a co-worker.
Supervisor Comments: Becky is an outstanding budget analyst. She has no degree, and only minimal
clerical support, yet does a more thorough and efficient job of managing a complex budget of twice
the size as one from my previous position that had a 3-member team lead by a Masters degree. She
has become the lead person in implementing the transition to PeopleSoft financial systems in Academic
Affairs. She meets deadlines and completes reports well before they are due. Her work is always high
quality and virtually without error. She regularly works with staff in academic departments. She is
constantly improving the efficiency and effectiveness of fiscal management. She is a truly exemplary
employee who has made and continues to make tremendous contributions to efficiency, effectiveness and
civility in Academic Affairs.

Part of the Executive Board meet with Dr. McIntyre to discuss the 6/24/02, Making Way
for Service memo. The memo asked the council to engage in a conversation about "The expectations
of your organization for its members to provide service to the university and community,
including if or how you measure that service; impediments to service; ways to equalize
involvement in service among your members; ways to reward involvement in service among
your members; and ways to perform service and still carry out our primary responsibilities
effectively."
The Employee Council identified the following problems and solutions:
Problems that keep staff from volunteering:
- Their supervisors will not allow them time away from the office.
- They are just too busy with their job to get involved.
- They are not sure of the expectations and don't want to risk over involvement.
- Who will pay for the time spent away from the office?
- They have other commitments (such as children).
- Not enough communication and advertisement.
Suggestions for more involvement:
- Detailed information given for each committee. Including time, date, location,
how often they will meet, and all expectations.
Executive Board Members also informed the President that Employee Council has decided
to become members of this year's Campus Community Building Program. Working as a team,
Council opes that its involvement will encourage others to get involved.
The Council was asked to appoint two members to serve on the Parking Advisory Board.
Pedro Garcia and Crystal Whitaker volunteered to serve. The purpose of the Parking Advisory
Board is to advise the Director of Public Safety and Police Services on matters related to
parking. The Advisory Board is responsible for recommending operational actions that further
the achievement of the strategic goals and objectives of the parking operations. Members
include representatives from the Parking Appeals Board, ASCWU, Parking Enforcement,
Faculty Senate, Parking Administration, Residence Hall Association, Exempt Employees
Association, and City of Ellensburg. The Ex-Officio representation includes the Police
Chief or Designee, Facilities Management, and President of the ASCWU.
The Council was informed that Chief Rittereiser was assigned to develop a new Security
Task Force. For more information, please read the

article in the Observer online.
It was asked that the Employee Council Minutes be more detailed and the Employee of
the Month section shortened.
The meeting was adjourned at 3:40 p.m. The next meeting of the Employee Council will be
Thursday, February 20, 2003, at 2:00 p.m., in Barge Hall, room 412. Meetings for the remainder
of year are: March 20, April 17, May 15, June 19, July 17, and August 21.

The Department of Personnel (Olympia) has created a publication to disseminate
current information about civil service reform, collective bargaining, and
contracting out.
The 4-page document contains: Information on the process of system design,
Summary of survey results - respondents' views on reform, Research data on
trends and best practices in modern HR systems, and Frequently Asked Questions.
It also provides contact information for those wishing to learn more about civil
service reform before it becomes effective in July 2005. The document was distributed
to civil service and exempt employees via email on January 31. Download the

CWU employees may donate leave to a fellow employee who is severely ill or
injured (or who is caring for a family member who is severely ill or injured)
and who is off work and has exhausted all personal paid leave.
The following individual is in need of shared leave: Ellen Cope (Dining
Services).
You may donate annual (vacation) and sick leave in eight-hour blocks. A minimum balance
of 80 hours of annual leave must be maintained, and excess annual leave (that over 240 hours)
that will otherwise be lost may not be donated. No more than 6 days of sick leave may be
given during a 12 month period and a minimum balance of 480 hours must be retained. The
personal holiday may also be donated.
The shared leave donation form can be downloaded from the HR forms section of the

HR office by calling 1202. Requests to donate leave must be approved by your supervisor
before forwarding to HR and are subject to approval by your department head and Human
Resources.

Could your job have legal implications for you outside of work hours, and off
campus? How does the State Ethic Law affect you? Learn about ethical
conduct and legal consequences at "Internal Audit and Ethics Law"
presented by Margaret Smith on March 10 from 2:00 p.m. to 4:00 p.m.
Topics covered will include the State Ethic Law related to gifts, outside
compensation, email, Internet, computers, long distance, cell phones, fax and
copy machines, facilities, supplies, food, business cards, travel, door prizes,
and penalties for violations. Participants will be introduced to the
Whistleblower Law with some examples, Risk and Internal Controls and areas
vulnerable to misappropriation. Margaret will answer questions about use
of computers, playing games, surfing the net, and other areas of interest.
There have been some recent changes in the law, so this is new material even for
those who have attended prior sessions regularly. Managers and supervisors
have responsibility in this area, and are especially encouraged to attend.
This session is free of charge, and open to any interested CWU employee.

only $110 per year. Take as many as 799 available training courses, available through
subscription, any time of day or night. While it is possible to login from work or
home, any work time used for e-learning must be approved by your supervisor in advance.
