APPROVAL OF MINUTES
Barbara Sisko pointed out that the names of Alternates to the Council
were included among the list of those absent from the last meeting, erroneously.
Alternates do not have to be present if the delegates are in attendance
so they shouldn’t be counted as absent if the delegate is present.
So noted, and the minutes were accepted as corrected.
A question was brought up as to whether the Council representatives from Facilities are restricted to their own alternate when they need someone to attend the meeting in their absence. It was determined that since Facilities has three alternates, those delegates can ask any one of the three to attend a meeting in their place.
Kari Taylor announced that Sandra Colson has resigned her position as a delegate to the Employee Council. Her alternate, Barbara Sisko, now becomes the delegate representing Instructional Support: Unit B. A new alternate will be drawn from the list of candidates for that unit. [Note: Carole Mellergaard will serve as alternate.]
PRESIDENT'S ADDRESS TO STAFF
Patti Minshull reported that the President's Office asked the Employee
Council to select the location for the President's Address. Sue Lombard
was chosen as the most appropriate to the occasion.
The address is scheduled for Monday, March 4, at 10:00 a.m. and again at 2:30 p.m. A sign language interpreter will be on hand for the afternoon session.
Everyone is encouraged to contact their delegate or alternate if they have specific topics they would like to hear the President speak to. There will be different opportunities for President McIntyre to address questions and concerns at the address. Staff are encouraged to ask questions or voice concerns at the address, submit written questions to Employee Council delegates or alternates prior to the address, or write down a question at the address for a member of Employee Council or Exempt Employees Association to read.
EMPLOYEE OF THE MONTH SHIRTS
Dorothy Tenney reported that the reception has been very positive to
the offer of an Employee of the Month shirt to past recipients of the award.
This is an ongoing project by the committee.
CWU employees are still welcome to purchase a denim shirt with the CWU Wildcat logo. The sizes seem to run a little large, so if you want to try one on first, contact the Foundation Office. The price of the shirt is $25, which includes a $4.00 donation to the Central Investment Fund, which supports scholarships.
SELECTION OF EMPLOYEE OF THE MONTH
Zippy Nickerson was selected as the Employee of the Month for December.
The following statements were taken from the nomination forms:
Zippy is meticulous in her work as Supervision and Head of Circulation. She maintains a very high level of rapport with her staff through kindness and attention to detail. Zippy is a dedicated employee who takes pride in her work. She always does more than her share of the work. She often takes the initiative to get things started and picks up the slack when things are going slowly. She continues to upgrade her skills and knowledge. Her information is always thorough and comprehensive, and her facts are always accurate.
Zippy is extremely conscientious and works very diligently and professionally to make sure that all units are informed to policies and procedures that affect our students. She is fair-minded and listens well. Zippy positively impacts everyone that comes in contact with her by just being herself: a talented, knowledgeable, supportive, conscientious, thoughtful, professional, hard working employee. Zippy sets a positive example for us all to follow.
Zippy has worked for Central Washington University for more than 25
years. She is responsible for immeasurable contributions to the Library.
She is the type of employee that anyone would be happy to work with.
FOR THE GOOD OF THE ORDER
Employee of the Year Selection
Having received complaints about the balloting process by which Employee
of the Year is selected, Kari recommended that the process be reviewed
and possibly altered. Nancy Bradshaw, Leona Lindvig, and Dorothy
Tenney agreed to participate on the ad-hoc committee established to review
the procedures for selection of Employee of the Year. This committee
will research different distinction award programs and report back at the
next meeting. Employee Council members are encouraged to contact
Nancy, Leona, or Dorothy if they have suggestions for the Employee of the
Year program.
Ground Zero
Dorothy Tenney presented a letter received from Angela Bianco, of AMEC
Earth and Environmental. The letter was sent in response to a campaign
to collect money at CWU and in Ellensburg, to purchase supplies sent to
Ground Zero in NYC to help with the relief effort. Ed Snyder headed
up the project and the supplies were obviously very much appreciated.
Greetings from Ground Zero:Just writing to say that we received your generous donation to the WTC effort here in NYC. The weather has started to turn cold, the wind has set in and the intermittent rain is a sign that snow is on its way. I want you to know that your helmet liners could not have come at a better time.
As part of the safety crew here in the AMEC sector. (NE Quadrant: Tower I, WFC 3 and Customs House), I have the pleasure of seeing that the workers on the 7PM - 7AM shift get these small luxuries. They also act as a little honey for the pill of respirators, safety glasses and earplugs that I need them to wear.
With respect to the Cleanup, the progress over the last three months is unbelievable. Overall, the pile is now a 4-story deep pit, with only three more stories to go. Work is steady and they are still making recoveries. The only building, slated for demolition, that is still standing is the Customs House. She's a tough one; they've tried for days to bring her down: cutting structural steel to weaken it and using harmonics, steel cables and four separate grapplers/excavators to snap it off its base. Interestingly, the resilience of the building imparts some pleasure to those working to bring it down: 'made tough; made in America', they say.
On a personal note, I am out here from our Kirkland, WA office and seeing supplies sent from Washington State was quite a treat.

Public Service Recognition Week
Public Service Recognition Week is May 6-14, 2002. The Extra
Mile Award has been established to recognize state employees who surpass
the expectations for exemplary service. The nominees must be state
employees, but can be an individual or a group. Anyone who has a
candidate in mind is encouraged to submit a nomination. Ona offered
to distribute the application forms widely, giving everyone an opportunity
to make a nomination. A nomination form may be downloaded from the

Auto Insurance
On February 20, 2002, Liberty Mutual Insurance will be on campus to
talk to employees currently covered by Nationwide Auto Insurance. Liberty
Mutual is replacing Nationwide as the provider for CWU employees.
Representatives will be on campus in the Yakama Room, in the SUB, on Wednesday,
February 20 from 9am to 5pm. No appointment is necessary, simply stop by
or e-mail WA.State@libertymutual.com to set a specific appointment.
Employee Appreciation Award Ceremony
May 1st has been designated as the date for the annual Employee Appreciation
Award Ceremony recognizing employees with 10, 15, 20, 25, 30 and 35 years
of service at Central. Members of the Employee Council have traditionally
been responsible for supplying flowers and soliciting gifts for the occasion.
In the past, CWU employees have been generous in donating services or gifts
for the event. Please let Ona or Colleen know of anyone who might
have a service to offer or a gift to contribute. The Council would
again like to make the presentation of the Employee of the Year award at
the Appreciation Award Ceremony.
Campus Committee Vacancies
These committees have civil service representative positions.
The meeting and time requirements on these committees vary; some meet only
as the need arises. A diverse representation on all these committees
is needed. If you know someone who might be a good candidate, ask
him or her if they would be willing to serve. You can volunteer to
serve yourself, or nominate someone (with their approval), and then contact
Colleen Rose (1205) or your employee council delegate. A list of
interested civil service employees will be compiled by the Human Resources
Office and the names considered and referred by Employee Council as vacancies
occur.
Campus Safety and Health Committee: The committee provides the Occupational Safety Officer (OSO) with supportive assistance in the development of University-wide safety and health policies and procedures [per WAC 296-24-045]. Also provides assistance to the OSO in identifying unsafe conditions and practices, including recommendations to the OSO for improving accident prevention procedures. Call Ron Munson at 2255 for information.
Campus Site and Development Committee: Provides a continuing program for development of campus facilities, advises on the assignment and utilization of space within campus buildings, and recommends policies for parking lot development and operations. Call Carole Griffin at 2318 for information.
Classified Staff Grievance Committee: Hears grievances from classified civil service employees with permanent status in relation to misapplication of the provisions of the State Higher Education Law, Higher Education Personnel Board rules, compensation plans or personnel policies and procedures. Call Ona Youmans at 2477 for information.
Equal Opportunity Committee: The committee advises the President on policy development. Call Nancy Howard at 2206 for information.
Equal Opportunity Grievance Committee: Reviews complaints and findings of the Affirmative Action Director and determines whether or not the facts warrant a hearing. Call Nancy Howard at 2206 for information.
Parking Violation Appeals Board: Reviews written and verbal information with regard to a parking violation and decides to either uphold the ticket, dismiss the ticket or reduce the fine. Call Steve Rittereiser at 2959 for information.
Retirement & Insurance Committee: Reviews policies and programs of retirement and insurance. Call Wendy Rittereiser at 2279 for information.
If you are interested in serving on one of the above committees,
please let Colleen Rose in the Human Resource Office (1205) know so your
name can be added to the appropriate list of those wishing to be considered
for appointment.
TRAINING AND DEVELOPMENT
If you are looking for low cost training solutions, try the Training
and Development library. We have videos, audiocassettes, and books,
on such topics as communication, career development, efficiency, human
relations, management and supervision, leadership, public speaking, and
more. While CWU employees are always encouraged to check out materials
for personal use, we want to remind managers and supervisors that we have
a number of training sets which are intended to be viewed in groups.
How about showing one at a department staff meeting? It could stimulate
a good discussion!
