COUNCIL MINUTES
The minutes of the September 20, 2001, meeting were approved as written.
Introductions were made of all members, as there were a number of new members
in attendance.
ELECTION OF SECRETARY
Kerry Slaughter was elected to serve as Secretary for the coming year.
POLICY FOR CIVILITY IN THE WORKPLACE
Dale Hubbard, President of Local 300, was on hand to inform the council
of a proposal that is in the works by the Local Union 330, to create a
policy that speaks to civility in the workplace. Dale emphasized that in
the United States there are laws covering harassment, prejudice, etc.,
but nothing that speaks directly to this particular issue of conduct within
the workplace. He plans to take this proposal, also, to the Exempt
Employees organization, the Faculty Senate, and the Faculty Union to gain
support for the policy. He stated that ultimately he plans to take
the need to write a policy covering this issue to the Board of Trustees,
and if approved, to form a committee to write the policy. The intent
is for the policy to cover all levels of the university.
Dennis Defa, Assistant Director of Human Resources, talked briefly about the focus groups that have been organized within Facilities Management. He is the facilitator for the focus groups. He explained that the purpose of the focus groups is to address issues and improve communications between employees and management in Facilities Management. Facilities Management is currently the only department on campus that has implemented these focus groups, but they could eventually be used campus-wide as needed.
PRESIDENT'S ADDRESS TO CLASSIFIED STAFF
President McIntyre plans to make the State of the University address
an annual event, which will typically be in October each year. She is also
interested in conducting the address to classified staff, but would like
to include administrative exempt employees as well. Tina Klampher
and Patty Minshull graciously agreed to serve on the committee to work
with representatives from the Exempt Employees Association to plan and
organize this event.
REVIEW OF STATEMENT OF PURPOSE AND OPERATIONS
The executive board of the Employee Council met recently with Rich
Corona and Ona Youmans to re-visit the Statement of Purpose and Operations
for the Employee Council. University and Union management had agreed to
an extension, which expires on November 10, 2001, to attempt to resolve
the Union’s issue regarding Employee Council. The Union is now proposing
that one union member, selected by the union, be allowed release time to
attend the monthly Employee Council meeting as a non-voting observer.
A few wording changes were made to the proposal and the document was accepted
by Employee Council as amended. If approved by university and union
management, the revised Statement of Purpose and Operations will be posted
on the Employee Council homepage.
NOMINATION FOR AD-HOC TASK FORCE FOR OMBUDS OFFICE
Central now has an ombudsperson on board. Ms. Donna Kramer has
assumed this new position and wishes to work with representatives from
the four employee groups on campus, Faculty Senate, Exempt Employees Association,
Washington Federation of State Employees—Local 330, and the Employee Council,
to develop guidelines for the office function and a job description for
the ombudsperson. Each group has been asked to submit names of two
individuals who would be willing to participate in an ad hoc task force
to help establish the functions and responsibilities for this position.
Nancy Bradshaw agreed to serve and Rob Lowery, University Relations, was
suggested as the second candidate.
VOLUNTEER FOR COMMITTEE UPDATES
A list of current university committees/committee members is available
on the CWU homepage under the President's Office. A list of classified
staff members who are willing to serve on committees needs to be kept current
so that it can be accessed if there are vacancies on committees.
According to Ona Youmans, Colleen Rose in Human Resources has annually
solicited volunteers for vacancies on committees, kept a list of those
interested, and sent the names on to the committees when vacancies occurred.
In view of the fact that Colleen Rose is already taking care of this, there
was no need to select another volunteer. Thank you, Colleen, for your outstanding
support of the Employee Council.
SELECTION OF EMPLOYEE OF THE MONTH
The vice chair of the Employee Council serves as the chair of the Employee
of the Month committee, so Marilyn Thompson will step down following the
October meeting and hand the reins to Dorothy Tenney who is the new vice
president. The Employee of the Month for October is Donna Basteyns,
Secretary Senior for Campus Life. Donna’s colleagues state this about
her; “Donna is not just professionally cordial but friendly and helpful
to students and staff alike. She has worked for CWU for the past
29+ years. During that time she worked in the Registrar's Office;
she was the department secretary in Music for 18 years; and most recently,
she has worked in the Campus Life Department for six years. The work
she does for Campus Life is exemplary. She manages to keep up with
all of the various paperwork needed by many programs coordinated by student
government leaders and administrators. She is especially helpful
in assisting students to navigate the institutional paper stream to accomplish
their objectives. Her sense of humor is terrific. She is very
easy to be around. She gets along well with a great variety of people.
She contributes a very strong work ethic. I believe CWU is fortunate
to employ her.” Congratulations to Donna.

The Alumni Association is purchasing a U.S. flag to be flown at the Flag Pavilion outside the Library. The pole is already on order and the flag will be lighted.
HUMAN RESOURCES ANNOUNCEMENTS
The annual Benefits Fair set for Wednesday, October 31, from 10:00 - 2:00 p.m., in the SUB Pit. Everyone is encouraged to come in costume! There is a meeting for retirees from 12:30 to 1:30 p.m. The Annual Open Enrollment is October 22 to November 30. The effective date of changes made in Open Enrollment is January 1, 2002. If you did not receive an Open Enrollment Booklet, please notify Eileen at 963-1267.
The Community Building Project is in preliminary stages, and everyone is encouraged to take part. Teams consisting of faculty, staff, and student members will identify an area of interest, selected from the campus goals established earlier this year. They will then work as a team to carry out a plan to accomplish the goal they set. The kick-off for this project is set for Wednesday, November 28. If you did not receive a brochure, and want one, call Lynn at 2288.

Training Opportunities
Attention Managers and Supervisors: The Manager and Supervisor
Program for 2001/2002 has begun. Learn about important university
policies and procedures as they pertain to your position here at CWU.
Various departments will be giving presentations throughout the year, explaining
how to maneuver the seemingly endless red tape, locate resources, save
time, and keep yourself and your employees out of hot water. This
series of presentations is highly recommended for managers and supervisors
who are new to CWU, department secretaries and administrative assistants,
and anyone in a position of authority who has not attended this series

CAMPUS COMMITTEES
If you are interested in serving on one of the following campus committees,
please call or send your name to Colleen Rose (1205). A list of interested
civil service employees will be compiled and the names referred to the
ex-officio/chair of each committee as vacancies occur.
CAMPUS SAFETY AND HEALTH COMMITTEE
Purpose: The committee provides the occupational safety
officer (OSO) with supportive assistance in the development of university-wide
safety and health policies and procedures (per WAC 296-24-045). Also
provides assistance to the OSO in identifying unsafe conditions and practices,
including recommendations to the OSO for improving accident prevention
procedures. For more information about this committee, call

CAMPUS SITE AND DEVELOPMENT AND MASTER PLANNING COMMITTEE
Purpose: Provides a continuing program for development
of campus facilities, advises on the assignment and utilization of space
within campus buildings, and recommends policies for parking lot development
and operations.

CLASSIFIED STAFF GRIEVANCE COMMITTEE
Purpose: Hears grievances from classified civil service
employees with permanent status in relation to misapplication of the
provisions of the State Higher Education Law, Washington
Personnel Resources Board rules, compensation plans or
policies and procedures. (Members appointed by the President
and serve 2 years, August-August.)

EQUAL OPPORTUNITY COMMITTEE
Purpose: The committee advises the President on policy
development.

EQUAL OPPORTUNITY GRIEVANCE COMMITTEE
Purpose: Reviews complaints and investigative reports
of the director of the office for equal opportunity and determines whether
or not the facts warrant a proceeding.

PARKING VIOLATION APPEALS BOARD
Purpose: Reviews written and verbal information with
regard to a parking violation and decides to either uphold the ticket,
dismiss the ticket, or reduce the fine.

RETIREMENT & INSURANCE COMMITTEE
Purpose: Reviews policies and programs of retirement
and insurance.
