COUNCIL MINUTES
The minutes of the July 19 meeting were read and amended.  Leona Lindvig was not present at the last meeting.

CWU WILDCAT SHIRTS FOR EMPLOYEES
Have you seen a CWU employee walking around wearing a denim shirt with a red wildcat logo embroidered on the front and wondered where you might get one?  The CWU Employee Council discussed making this shirt available for purchase by all CWU employees.  More information will be available in next month’s meeting minutes.

EMPLOYEE COUNCIL MEETING CALENDAR AND MEMBERS
Ona Youmans distributed a copy of the Employee Council meeting calendar and members.  The Library Room 153 will be used when all members are in attendance, otherwise, regular meetings will take place in Black Hall Room 228-19 (Dean’s Conference Room).  These rooms have both audio and video connections with the SeaTac and Yakima centers so that Kathleen McDaniel, Employee Council delegate for the University Centers and Janet Goodwin, alternate for University Centers can be a part of the meetings.  Ona also pointed out that the CWU campus directory has the phone number for Human Resources listed for Employee Council as well as the name and phone number of the current Employee Council Chair, Kariann Taylor.

HUMAN RESOURCE NEWS

Current Hot Topics
The Human Resources web site now has a Current Hot Topics page that employees should periodically read.  It contains the latest news about employment, benefits, state news, etc.  The current hot topics are of special interest to anyone who is in the Information Technology classification.  There is a link to a form that ALL employees with this classification must fill out in order for Human Resources to properly reallocate their position to the new classifications.  The URL for the Current Hot Topics page is http://www.cwu.edu/~hr/hrnews.html.

Emergency Procedures
Another important web page that all employees should look at is one that tells you what to do in case of emergencies.  The topics covered are fire, medical, criminal activity, earthquake, bomb threat, electrical failure, and chemical emergencies.  This would be a good page to bookmark.  Print a hard copy to keep handy in case of an emergency that effects the power and/or computers.  The URL for this site is http://www.cwu.edu/emergency/

Benefits Fair
Benefits open enrollment is from October 22 through November 30.  There will be a few changes in the medical and dental plans for 2002.  The annual employee Benefits Fair will be held in the SUB, 10:00 am to 2:00 p.m., Wednesday, October 31.  There will be a meeting for retirees from 12:30 to 1:30 p.m., in the SUB Yakama Room.

The Health Care Authority will be mailing information to your home address.  If you have moved recently, please make sure your address has been updated through the Human Resource Office.  For employees residing outside Kittitas County, the Health Care Authority mailer will have a list of benefits fairs to be held in your area.  Please plan to attend one of these fairs.

Shared Leave:  Calculation
When an employee donates leave (annual, sick, or personal holiday) under the Shared Leave program, the leave usually does not transfer hour for hour.  Using a formula provided by OFM (Office of Financial Management), the donated hours are turned into a dollar figure based on the donor’s salary rate.  That dollar figure is then divided by the salary rate of the individual to receive the Shared Leave to determine the number of Shared Leave hours available to the recipient.  So, if the donor’s salary rate is significantly higher than the receiving employee, the donated time will convert to more hours of Shared Leave for the recipient than the hours given up by the donor.  This, of course, works in reverse if the employee using Shared Leave has a higher salary than the donating employee.

Shared Leave: Donation
CWU employees may donate leave to a fellow employee who is severely ill or injured or has a family member who is severely ill or injured.  "Severely" is defined as serious or extreme and/or life threatening.  Recipients must be off work and have used all their paid leave to be eligible.  Employees who wish to receive shared leave must notify Human Resources and submit a doctor's certificate.

The following individual is in need of shared leave:  Charles Schlund (Facilities Management).

Individuals interested in donating leave should request a Shared Leave donation form from Human Resources.  Copies may also be downloaded from the HR Forms section of the Human Resources home page:  www.cwu.edu/~hr/hrforms.htm#Other.  Requests must be approved by your supervisor before forwarding the form to Human Resources.  Donated leave is also subject to approval by your department head and Human Resources.

Annual leave may be donated in eight-hour blocks.  Employees who wish to donate annual leave must retain at least ten days (80 hours) of vacation leave and cannot donate excess leave (that over 30 days or 240 hours) that he/she would otherwise lose at the beginning of the leave anniversary month.  Sick leave may also be donated in eight-hour blocks.  The donating employee must retain a minimum of 480 hours sick leave balance after the transfer.  No more than six days of sick leave may be transferred during any twelve-month period.  An employee’s personal holiday may also be donated.  Please call Human Resources (963-1202), if you need a shared leave donation form.

PERS 2 and PERS 3 Information
PERS 2 members will have from March 1, 2002 until August 31, 2002, to elect to change to PERS 3 or remain in PERS 2.  Employees will have the opportunity to attend a series of three informational workshops during their work time to learn about the differences between the plans.  In addition, written information about the plans will be mailed from the Department of Retirement Systems to employees at their home address.

CAMPUS COMMUNITY KICK-OFF BBQ
The Campus Community Kick-Off BBQ presented by CWU Dining Services will be held September 18, 2001, 11:00 am to 2:00 pm, on the Bouillon Hall lawn.  Cost is $5.00 per person.

EMPLOYEE OF THE MONTH FOR JUNE AND JULY
The Employee of the Month for June is Duane Garlock.  Duane works for Facilities Management as an Electrician Supervisor.  This is what was said about Duane: "Duane has always gone out of his way to help people with any problems they take to him.  He is able to work with all departments and complete projects satisfactorily.  Duane has a very strong need to see that everything is in the best interest of CWU and all the people who are employed here.  Duane is willing to work long hours to complete a job.  He does an excellent job in supervising his crew and interacting with other crews."

The employee chosen for the month of July is Robert Lowery.  Rob is employed by University Relations as an Information Specialist III.  Comments regarding Rob are, "I've been most impressed with Rob's willingness to go above and beyond the call.  Along with writing press releases, Rob writes feature articles for Central Today, broadcasts men's basketball and foot ball games (voice of the Wildcats), serves as announcer at various events, and will do voice messaging for anyone who asks.  Rob's booming voice is well recognized and appreciated throughout campus.  Rob's cooperative nature is contagious.  The staff in this office gets along well and that is due, in great part, to Rob and his demeanor and example."

REVISION FOR STATEMENT OF PURPOSE AND OPERATIONS
Nancy Bradshaw and Dorothy Tenney presented a draft version of the revised Statement of Purpose and Operations for the Employee Council.  The draft was discussed and some changes were made.  Wording for the number of delegates was changed to make it clearer.  The Council voted to hold elections of the new executive committee in June who would take office September 1. Previously new officers have been elected in September.  That change will take place next year as the executive council for the coming year will be elected this September.  New officers this year will take office beginning with the October meeting.  Other changes specified the duties of the officers in more detail.  The Council voted to adopt the Statement of Purpose and Operations with the changes made at this meeting.  The newest copy of the Employee Council Statement of Purpose and Operations is available on the Employee Council website, http://www.cwu.edu/~hr/EOTM/EOTM.html .

FOR THE GOOD OF THE ORDER
The rules governing payroll for state employees prevent others, including a husband or wife, from picking up the employee’s paycheck even if they have a note from the employee.  If you cannot pick up your paycheck, you can make arrangements to have the check sent to your house.  And, you can have your check deposited electronically so you never have to worry about picking up your paycheck.  Call 1202 for the forms needed to have your check deposited electronically.

TRAINING AND DEVELOPMENT
Professional Development for Women:  A conference for professional women interested in improving their productivity, effectiveness, business skills and morale in a down economy.  It will be held at the Seattle Marriott Hotel Sea-Tac Airport on November 13.  Cost is $195 per person, or $175 each for three or more.  For more information, or to register, go to http://odce.clemson.edu/Women.html .  You may also call Training and Development at 963-2288, or email at hutchinl@cwu.edu.

Simplifying Supervision:  Dave Smith, from “Employee Advisory Services” (EAS), will be presenting “Simplifying Supervision”, a four-hour workshop on October 10, at 1:00 p.m.  Dave is experienced with a large variety of supervisory issues, and will share knowledge, skills, and resources, which have the potential to make your job easier.  Sponsored by the Human Resources Training and Development Office, “Simplifying Supervision” is offered at no charge to CWU employees.  New supervisors, and those who’ve not attended past sessions, are strongly encouraged to attend.  You may register by calling the Training Office at 963-2288, or sending email to hutchinl@cwu.edu.
