COUNCIL MINUTES
The minutes of the April 27 meeting were read and approved as sent.  Karen Simmons informed the council that she should not be listed as absent because she has informed the council that she will not be able to attend any more meetings.

NASC GOVERNANCE AND ADMINISTRATION
Ginger Linnell gave an overview of what the NASC Governance and Administration sub committee has done to date.  Ways to show that civil service employees have been included in the discussion, planning and governance on campus were discussed.  Suggestions were made that the committee look at the make-up of various committees on campus including:
Evaluation of Candidates for President, Provost and
      Vice Presidents
Synthesizing Committee
Discussion of proposed Quality of Life building
Search Committees

RESTRUCTURING OF EMPLOYEE COUNCIL GROUPS
Colleen Rose presented a document that shows the new divisions of staff employees and lists the delegates and alternatives for those that are currently serving.  The several reorganizations on campus necessitated the restructuring of the council and has created some new divisions, which will need to elect delegates and alternates.  A list of civil service staff members and their new divisions was discussed and the council determined that, except for a few individuals who were listed in the wrong area and will be corrected, the list was accurately divided.  The council voted to accept the list, with corrections, for the make-up of next year's council.  Elections of new delegates and alternates will occur in June.

Kari Taylor introduced a different model of employee councils from the University of Washington called the President's Staff Forum.  She suggested that we take a look at their format to see if some ideas that they use could be incorporated by Central.  The council decided that since it is so late in the year, that this should be saved for next year's council.

EMPLOYEE OF THE YEAR
Ona Youmans reported on the progress of the balloting for Employee of the Year.  Only those ballots with comments about the employee were considered.  There were a few ballots that had comments about the candidate, but there was no candidate checked.  Since the comments were pretty generalized, the council determined that they should not be counted unless it was clear which candidate the vote was for.  With only one day left to vote, the balloting was very light.

EMPLOYEE APPRECIATION AWARDS
Ona Youmans reminded those that have volunteered to bring cookies, flowers or gifts to contact Jan Powell at 1209.  The theme for this year’s awards program is the CWU Team.  This is the first year that exempt employees will be participating as honorees.  The Employees of the Month for this last year are also to be honored.  The Employee of the Year will be announced at the ceremony.

EMPLOYEE OF THE MONTH
The employee of the month for April is Lisa Stowe, secretary in the Chemistry department. Lisa Stowe is always looking for the extra something she can do that will help the students get the most out of the Chemistry Department, and help the faculty and staff accomplish their goals.  Lisa is able to juggle many tasks at once and has a great sense of humor as she does it.  She does an excellent job and is a pleasure to be around.  She makes work more fun -- she has a positive impact on everyone around her.  She is especially good with students; she can be firm and yet pleasant.  Lisa is an excellent secretary in addition to being a fun person with whom to work.

FOR THE GOOD OF THE ORDER
Kari Taylor distributed copies of the letter that she sent to Dale Hubbard in response to his proposed changes to Employee Council (see minutes from 4/27/01).  She stated that the Employee Council strongly supports an improved working relationship between the Union and Employee Council to provide better support for all classified staff at Central Washington University.  The one area of concern was that Employee Council be co-chaired by the Union president and the chair elect of Employee Council.  The Employee Council feels that the two groups have very specific purposes.  As defined in the Employee Council's Statement of Purpose and Operations:  "The basic purpose of the Employee Council shall be to provide civil service employees with a means of receiving timely information and a forum for contributing ideas to the decision-making process in matters affecting their working environment, benefit plans and the functioning of the university.  However, the Employee Council does not perform the functions of organized labor."   The letter also states that the Council would support regular monthly or quarterly meetings by the executive committees of Employee Council and the Union to discuss mutual non-representation issues.

SHARED LEAVE
CWU employees may donate leave to a fellow employee who is severely ill or injured or has a family member who is severely ill or injured.  "Severely" is defined as serious or extreme and/or life threatening.  Recipients must be off work and have used all their paid leave to be eligible.  Employees who wish to receive shared leave must notify Human Resources and submit a doctor's certificate.

The following individual is in need of shared leave:  Charles Schlund (Facilities Management).

Individuals interested in donating leave should request a Shared Leave donation form from Human Resources.  Copies may also be downloaded from the HR Forms section of the Human Resources home page: www.cwu.edu/~hr/hrforms.html#other.  Requests must be approved by your supervisor before forwarding the form to Human Resources. Donated leave is also subject to approval by your department head and Human Resources.

Annual leave may be donated in eight-hour blocks.  Employees who wish to donate annual leave must retain at least ten days (80 hours) of vacation leave and cannot donate excess leave (that over 30 days or 240 hours) that he/she would otherwise lose at the beginning of the leave anniversary month.

Sick leave may also be donated in eight-hour blocks.  The donating employee must retain a minimum of 480 hours sick leave balance after the transfer.  No more than six days of sick leave may be transferred during any twelve-month period.  An employee’s personal holiday may also be donated.  Please call Human Resources (963-1202), if you need a shared leave donation form.
