Shelly Voshall announced that she will be unable to attend Employee Council for the rest of her term and suggested that Pedro Garcia, Alternate, be moved up to delegate for Residential Services and that she take his alternate position.  The council approved this recommendation.

COUNCIL MINUTES
The minutes of the March 15 meeting were read and amended.  The minutes regarding the Synthesizing Committee Updates were amended to change the second sentence in this section to read, "After all of their hard work and numerous meetings, they came up with six sub goals to the six areas of emphasis now referred to as goals for the university."  Nancy Bradshaw pointed out that the Board of Trustees gave the six areas of emphasis to the synthesizing committee to work with.

CONDUCT OF MEETINGS
Kari Taylor, Chair of Employee Council, recommended that we give the Employee Council meetings more structure.  After discussion the Council decided to consider a modified version of Roberts Rules of Order.

PROPOSAL FROM LOCAL 330 PRESIDENT
Kari Taylor distributed a copy of a letter from Union President, Dale Hubbard.  Dale proposed that Employee Council remain intact but be co-chaired by the elected council chair and the president of Local 330.  The Council agreed that, although a working cooperation between the two groups is needed and desired, the Union and the Employee Council play very different roles in the University and voted against the co-chair suggestion.  The Council approved Kari Taylor's alternate proposal that the executive committees of each group consider meeting on a regular basis to discuss mutual non-representation issues.

ELECTRONIC FUNDS TRANSFER
Darcee Hansen, Payroll Supervisor, and Joe Antonich, Director of Financial Services, met with Employee Council to discuss Electronic Funds Transfer.  EFT has been available since the mid-1980's.  According to Joe Antonich, EFT is more cost effective than distributing checks.  Distributing the check vouchers directly to the departments is also more cost effective.  About 80% of the employees now have EFT.  The on-line reporting of pay, which will take the place of the printed vouchers, will probably not happen for one to two years.  At that time employees will be able to print their own vouchers off the web.

STAFF SERVICE AWARD PROGRAM
The Employee Council’s invitation to the Exempt Employee Association to have a joint program for appreciation awards was accepted so both classified and exempt staff will be honored at this year’s program.  Ona Youmans recommended that the solicitation of door prizes for the employee appreciation awards be limited to CWU personnel unless someone from outside the University wishes to donate.  Staff Service Award Program will be held on May 24, in the Lombard room, at 1:30 p.m.

EMPLOYEE OF THE MONTH
James Lees, TV/Video Equipment Operator at SeaTac center, was voted as employee of the month for March, 2001.  His coworkers say, "James is the only support for computing and distance education at the SeaTac center.  He maintains a very excellent rapport with faculty, staff and students and is always available for help and to offer assistance.  James is cross-trained to handle distance education and computing problems.  No one else at the center can do what he is skilled to do and this calls for an enormous amount of patience and timely effort."  Congratulations, James.  This is the last Employee of the Month for the 2000-2001 year.  The Employee of the Year will be selected by a classified staff vote in May.  Good luck to all of this year's Employee of the Month winners.

STRATEGIC PLANNING UPDATE
The Strategic Plan is finished.  It is to be presented to the Board of Trustees in May.

FOR THE GOOD OF THE ORDER
Ginger Linnell is on a sub-committee for reviewing standard six of the NASC board of review in preparation for their re-visit in fall 2001.  NASC is the Northwest Association of Schools and Colleges and is the body that grants the university accreditation.  NASC visited Central in October 1999.  This is their recommendation in standard six, Governance and Administration:  "We recommend that the Board, administration, faculty, staff, and students undertake a major commitment to revitalize and strengthen governance and administration at Central.  The troubles at Central should strengthen the resolve of all the interested groups to learn individually and collectively from the recent breakdown.  A successful search for a new chief executive is an immediate task.  Reliable and open channels of communication must be constructed and faculty, students, and staff should be supported in their participatory role.  At the same time, the governance system should enhance strong president leadership, a critical component in a healthy governance system."  When the NASC team revisits Central in the fall, we need to show proof that we have made improvement in communication among all University personnel.

SHARED LEAVE
CWU employees may donate leave to a fellow employee who is severely ill or injured or has a family member who is severely ill or injured.  "Severely" is defined as serious or extreme and/or life threatening.  Recipients must be off work and have used all their paid leave to be eligible.  Employees who wish to receive shared leave must notify Human Resources and submit a doctor's certificate.

The following individual is in need of shared leave:  Charles Schlund (Facilities Management).

Individuals interested in donating leave should request a Shared Leave donation form from Human Resources.  Copies may also be downloaded from the HR Forms section of the Human Resources home page: www.cwu.edu/~hr/hrforms.html#Other.  Requests must be approved by your supervisor before forwarding the form to Human Resources. Donated leave is also subject to approval by your department head and Human Resources.

Annual leave may be donated in eight-hour blocks.  Employees who wish to donate annual leave must retain at least ten days (80 hours) of vacation leave and cannot donate excess leave (that over 30 days or 240 hours) that he/she would otherwise lose at the beginning of the leave anniversary month.

Sick leave may also be donated in eight-hour blocks.  The donating employee must retain a minimum of 480 hours sick leave balance after the transfer.  No more than six days of sick leave may be transferred during any twelve-month period.  An employee’s personal holiday may also be donated.  Please call Human Resources (963-1202), if you need a shared leave donation form.

TRAINING & DEVELOPMENT
Attn: Managers and Supervisors.
On May 22 at 3:00 p.m., Chief Steve Rittereiser will be sharing some basic information about potential interaction with Public Safety and Police Services as a manager/supervisor.  In addition, he will be presenting information on "Managing High Risk Situations.”  This portion of the presentation will help in understanding and dealing with everything from verbal conflict to violence in the workplace.  Some of the most difficult challenges faced by managers and supervisors will be addressed.  Please join us for this dynamic presentation.  Call 2288 to register.

Attn: Leave Record-Keepers
On June 7 at 2:00 p.m., there will be one more opportunity to attend the Leave Record-Keeper workshop.  This is not a computer class, but rather instruction on how and what records to maintain, legal issues, what to do in unusual situations, how to keep Payroll happy, and other useful information.  Learn what’s new, and what changes to expect in the near future.  We’ve gathered together a panel of experts to answer your questions on almost any topic involving leave record-keeping.  Call 2288 to register.
