QUALIFICATIONS required for the position are as follows:
- Be a Central Washington University student, carrying no less than twelve (12) and no more than sixteen (16) credit hours per academic quarter (unless the Area Coordinator or his/her designee grants permission) for undergraduate students and nine (9) credit hours for graduate students.
- Must have a minimum of a 2.7 grade point average at the time of employment and maintain a quarterly GPA of at least 2.7 during the terms of the employment contract. GPAs will be checked a the time of application and quarterly throughout employment by the
Apartment Complex Coordinator
- Must live in a designated on-campus apartment upon commencement of employment and during term of employment.
- Must demonstrate a commitment to excellent customer service.
- Willingness to collaborate with other AMs and help in their areas when needed.
- Offer a variety of services and program to the students and families of the campus aparments. Previous experience in programming, apartment
management, student services, or related experience is helpful.
- Provide feedback to and accept direction from the ACC, AC, or their designees.
- May not be involved with student teaching, other fieldwork, or internships while under contract as apartment staff (unless permission is granted by the Area Coordinator or his/her designee).
- May accept no other employment while under contract as apartment staff (unless permission is granted by the Area Coordinator or his/her designee).
- Report directly to the ACC for management and operational aspects of the apartment complex.
- Maintain apartment complex security (walk through complex daily and report any unusual situations immediately, lock and unlock doors at prescribed times when necessary,
and maintainkey inventory for assigned complex).
- Be available to give directions and/or offer assistance to tenants and non-tenants at any time. Be considerate, kind,
understanding, and respectful.
- Work in conjunction with maintenance and custodial staffs to ensure the physical well-being of the apartment complex, keep a record of maintenance needs, and notify University Housing and New Student Programs (UH&NSP) of repairs needed.
- Work closely with the UH&NSP staff relating to operational matters. Maintain contact with the UH&NSP staff on a daily basis.
- Check-in and check-out tenants properly, maintain required paperwork, and turn-in all required forms and reports to UH&NSP in a timely manner.
- Responsible for all apartment keys and master keys issued. Responsible for the cost of re-keying if keys are either lost or not returned.
- Maintain inventory of furniture and equipment in the apartment complex. Report discrepancies immediately.
- Establish and maintain regular office hours one (1) hour each night Sunday through Thursday between 5pm and 9pm. Must be available as needed which includes but is not limited to weekends and heavy check-in/check-out periods.
- Establish and maintain regular availability hours three (3) hours each day Sunday through Saturday between 7am and 7pm. This is in addition to office hours. [These hours will only be utilized for check-ins; therefore, AMs will rarely work the entire three (3) hours each day.]
- Must be available to work the first Saturday and Sunday prior to each quarter, one week before school begins in September, two weeks after school ends in June, and during heavy check-in/check-out periods.
Heavy check-in/check-out periods include the weekend immediately after the end of a quarter and the weekend or two to three days prior to the beginning of a new quarter.
- Must serve on a rotating on-call duty schedule. This includes an equal share of weeknights and weekends during which a pager and/or cell phone, master keys, and apartment rosters must be carried while staying close to campus to cover concerns for all campus apartments. On-call duty begins at 4:45pm and ends at 8:15am. While on duty, AMs may NOT consume alcohol or other substances that could impair their ability to respond to routine or emergency situations. AMs must be able to transport themselves to all apartment complexes in a timely manner while on-call.
- Availability to work during University break periods. Personal leave during breaks must be submitted and approved by the ACC at least two weeks prior to the break period. Personal leave is not allowed the two weeks before and after the start of Fall Quarter as this time can be exceptionally busy.
- Fully participate, as designated by the ACC, in annual training as well as attend in-service training throughout the year.
- Inform the ACC of class schedule and office hours when established and whenever changes occur.
- Distribute or post informational flyers to tenants when necessary and in a timely manner.
- Conduct a quarterly complex informational meeting (or community meeting).
- Plan, conduct, and evaluate at least one active educational/social program each quarter.
- Plan, conduct, and evaluate one passive educational program each quarter (i.e. bulletin board displays, educational flyers, etc.).
- Write monthly articles for the "Apartment Advocate" Newsletter concerning issues effecting campus apartments.
- In the absence of a Laundry Room Attendant, AMs will maintain cleanliness of their apartment complex laundry room(s).
- Adhere to the Code of Ethical Standards established by and for Central Washington University.
- Uphold and maintain all University Housing and New Student Programs policies and advise the ACC or his/her designee of any and all violations.
- Assume a proactive role in handling and reporting situations that present a threat to the welfare of tenants, guests, or the physical condition of the apartment complex or University property in general.
- Participate in a job-training program and attend in-service training sessions throughout the year. Upon commencement of employment, the AM will go through a training sessions.
- Attend and participate in required AM meetings and meetings with the ACC.
- Other projects, duties, and tasks as required and assigned by the ACC or his/her designee.
- Appointment is for the 2006-2007 fiscal year (July 1, 2006 - June 30, 2007), contingent on satisfactory performance as evaluated by the ACC.
- AM responsibilities take precedence over all extracurricular activities.
- The AM can expect to spend an estimated nineteen (19) productive and involved hours per week, although this time can vary depending on the time of the year and the circumstances.

Community Programmers support programming and community development within a Living Learning Community. Community Programmers participate in the LLC Advisory Board and collaborate with faculty, professional staff,
resident assistants, and LLC participants to facilitate LLC activities. Community Programmers live within the LLC and report to the Residence Hall Coordinator or other Professional Staff Member (LLC Coordinator) that administers the specific LLC.
- Work in conjunction with residence hall staff to develop positive relationships with students in the LLC.
- Facilitate at least one community developer for the LLC a week (approximately 10 per quarter).
- Coordinate at least three programs a month for the LLC along with the advisory board, resident assistant and faculty (approximately 7 per quarter).
- Work with Resident Assistants and LLC Coordinator to assess needs of residents and facilitate programming in those areas.
- Recruit and mentor residents to serve on the LLC advisory board.
- Create a monthly LLC newsletter and distribute to faculty, residence hall staff, LLC members, and University Housing personnel.
- Participate in hall staff training two weeks before the beginning of the academic year.
- Participate in weekly staff team meetings in their designated area.
- Attend bi-weekly one-on-one meeting with LLC Coordinator.
- Participate in monthly LLC advisory board meeting with faculty, LLC Coordinator, Resident Assistants and student representatives.
- Participate in department and university-wide academic initiatives and special projects.
- Be available to attend area wide and all staff in-services every Wednesday from 3 - 5PM. Classes and other time commitments cannot be scheduled during this time.
- Be available and accessible in the LLC community; spend no more than nine nights away from the residence hall in a quarter.
- Confront and report all hall judicial policy infractions and respond in an emergency situation.
- Follow all University and Housing policies as outlined in the Residential and Dining services guide and the student code and abide by all Federal, State, and local laws.
- Community Programmers must have lived as a student in a College or University residence hall a minimum of one academic year prior to assuming the position and at least one quarter in a CWU residence hall.
- Community Programmers must be in good judicial standing and maintain a 2.7 GPA throughout their employment.
- Community Programmers devote a minimum of 14 hours a week to their duties and are only permitted other on-campus employment of 5 hours with the discretion of their supervisor. Exceptions to this must be made in writing to University Housing and New Student Programs.
- Community Programmers must maintain full-time student status at CWU (12 credits or more) during employment and may only enroll in an academic load over 18 credits with the approval of the Associate Director of University Housing and New Student Programs or designee.
- Community Programmers may not enroll in student teaching, full-time internships, hold RHA or ASCWU BOD executive positions, or participate in varsity or club sport during the term of their contract without express permission of the Associate Director of University Housing and New Student Programs or designee.
- Community Programmer must live in designated Living Learning Community during employment.
- Past participation in a Living Learning Community.
- Interest and past involvement in the academic area of the LLC.
- Experience in program coordination.

Residence halls at Central Washington University are important to the University's desire to provide a learning environment for students. Skills and insights learned through the group living situation are as equally important as learning in the classroom setting. Therefore, fellow residence hall staff, and the Office of Residence Living and Housing Services in order to implement programs and services that will meet student needs in residence halls while maximizing opportunities for individual growth and development.
The Resident Advisor is in a unique position: they are a paraprofessional member of the Student Affairs staff and a full-time student at the University. As such, the Resident Advisor is a vital link in communication between students and various campus agencies. Therefore, the Resident Advisor must make a strong effort to establish a strong rapport with his/her living group and to model responsible student behavior within state laws, University policies and residence hall guidelines.
Applicants must have a genuine interest in the welfare of residence hall students, basic skills in individual and group counseling and advisement, and the necessary time to devote to these responsibilities.
To be effective, a staff member must be willing to devote a minimum of 17 hours a week to his/her duties. Therefore, the Resident Advisors are not permitted outside employment. Academic loads more than 17 credits must be approved by the current staff team supervisor prior to registration. Applicants are expected to limit their extracurricular activities to avoid any conflict of interest with the Resident Advisor position.
This Residence Hall Staff member may not enroll in student teaching, a full-time internship, or participate in varsity or club sports during the term of this contract. without express permission of the Director of Residence Living or designee.
Resident Advisors may be enrolled in any academic discipline; however, all staff members must be in good academic standing with the University and maintain at least a 2.25 cumulative grade point average. Prior to employment, one must successfully complete an American Red Cross "first-aid" and "CPR" course and maintain current first-aid certification.
The specific responsibilities can be classified as FUNCTIONS performed by the Resident Advisor:
A "sense of community" occurs when the members of a living area respect each other's needs and rights. The Resident Advisor (RA) role is to actively aid and advise residents in developing individual responsibility, self-regulation, personal growth, and social awareness. An RA needs to develop personal relationships to individually support social awareness. The RA is an educator actively reaching out to students, facilitating learning, challenging assumptions, and taking risks. To facilitate community development the RA must:
- Know all students in their assigned area; become acquainted with each person at the beginning of the year and facilitate the entrance of new students moving in throughout the year. Become acquainted with each student in the residence hall during that student's first quarter in the hall.
- Maintain ongoing relationships with as many residents as possible.
- Act as a mediator in roommate problems and disputes, consulting with Central Office staff.
- Provide the opportunity for informal gatherings of students in their assigned area to discuss common concerns or group problems in a fair and consistent manner (e.g. facilitate social and ath1etic/recreational programs).
- Encourage the development of a community that values individual differences and respects the rights and opinions of all residents (e.g. facilitate educational, community service, and cultural programs). Confront inappropriate behavior, which does not support such differences.
- Give persons feedback on how their behavior impacts others.
- Educate residents on the concept of "Responsible Freedom" (see handout available in Residence Living).
This function includes:
- Being continuously available to any student in your assigned area for discussion of personal, social or academic problems.
- Recognizing the RA role as being a paraprofessional counselor position, making student referrals to the appropriate University staff member.
- Maintaining a confidential relationship with the resident, recognizing their rights to privacy.
- Render "first-aid" to students or their guests in medical emergencies and take charge in the case of an emergency or disturbance in the hall, first making certain that the necessary emergency assistance has been requested.
As a member of a "staff team" the RA must:
- Be available as scheduled for Hall Duty, completing duty "rounds" in the hall and those tasks outlined in the Duty Day Checklist.
- Keep fellow staff members and the Office of Residence Living informed of floor/area and hall activities concerns and incidents.
- Support and work closely with fellow staff members in the residence halls (see Section IV).
- Be an active member of the Student Affairs staff by working closely with other Student Affairs staff members (Counseling, Financial Aid, etc.).
The RA facilitates the physical operation of the hall through:
- Reporting the condition of student's rooms prior to and following their occupancy.
- Checking students in and out of rooms and coordinating all Housing Office APPROVED moves within the system.
- Promptly reporting routine and emergency maintenance needs which exist in their area of responsibility.
- Work in conjunction with the maintenance and custodial staff to ensure the physical well being of the building and its facilities, involving these staff in hall and staff team meetings.
- Attempting to identify persons responsible for damage in the hall so such persons can be accountable for their behavior.
- Spending not more than nine days (overnight, 24 hour periods) away from your residence hall during a quarter. These absences from the hall must be coordinated and approved by the Building Manager and the Area Coordinator of the hall to ensure adequate staff coverage during your absence. No more than three days may be taken at any one time, and these times may not fall during opening or closing periods.
- Sharing in the hall staffing responsibilities for some portion of the Thanksgiving and Spring break so the hall will be minimally staffed.
- Being available prior to the official opening of the residence hall each quarter to assist the Building Manager in preparing the building for opening. In addition, being available until the official closing time of the building to assist students with checkout procedures.
- Performing other responsibilities assigned by the Building Manager of your hall, or the Offices of Residence Living/Housing Services.
- Submitting all required forms and reports in a timely fashion.
- Keeping hall entry doors locked at all times except during move-in and out days at the beginning and end of quarters, and with exception to special hall events where entry doors are monitored by staff.
- Distributing U.S. and campus mail prior to 7:00 p.m. each day.
To benefit from staff training the RA must:
- Successfully complete Psychology 299 offered each Spring Quarter.
- Obtain a valid First Aid/CPR card prior to the start of the current academic year through a Red Cross approved training program.
- Arrive on the campus approximately two weeks prior to Preview Week for the Resident Advisor training.
- Attend weekly staff meetings with other RA's and their Building Manager to discuss hall problems or concerns, and to exchange information.
- Attend all staff meetings and in-service training programs with Central Office Staff during the academic year. (In-service training occurs on Wednesdays, 3:00 pm to 5:00 pm and classes or other commitments must not be scheduled during this time.)
In performing the above functions and duties of an RA, it is expected a person in this position will:
- Continuously provide feedback to and accept direction from the Director of Residence Living, Area Coordinator, the Director of Housing Services and/or their designees.
- Expect to receive positive feedback and constructive criticism from the Area Supervisor, the Director of Residence Living and Housing Services, and/or their designees, and from the Manager/RA's and residents of the building in which the RA works/lives.
- Establish goals (personal, professional, academic, programming) as a staff team member and with your Hall Manager.

DIVISION OF THE UNIVERSITY: Student Affairs and Enrollment Management
APPOINTMENT: This is a full-time, ten-month residential live-in appointment, exempt from Washington State Civil Service.
JOB SUMMARY: Conduct the daily operation of 1-6 residence halls. Assist the Area Coordinator/Assistant Director in the coordination of community standards, administrative, maintenance, and programming responsibilities for a residential community. Directly supervise a student staff of 4-16, consisting of Residence Hall Managers and Resident Assistants (RAs). Participate in student behavioral interventions; provide on-call coverage; facilitate residence hall programming efforts; support student leadership development; and assist with student staff selection, training and evaluation. Respond independently to residence hall emergency situations and coordinate departmental responses.
SUPERVISORY RELATIONSHIPS : The Residence Hall Coordinator reports to the Area Coordinator/Assistant Director in their designated area of campus. Work is performed under the supervision and guidance of the Area Coordinator/Assistant Director, with proper attention to residential policies and procedures and University regulations, and in collaboration with residential staff, custodial and maintenance staff, police services and other University personnel. The Residence Hall Coordinator supervises a paid student staff.
- Provide counseling, mediation, problem solving, and referral of individuals or groups of students regarding personal concerns, academic needs, or Residence Hall policies.
- Provide support and guidance to residence hall staff who are intervening in behavioral incidents and conducting student behavioral interventions directly.
- Respond to medical, safety and security emergencies and to students in personal crisis as needed. Serve as departmental representative in these situations and exercise independent judgment with response.
- Authorized to interpret University Policy in determining educational sanctions for policy and behavioral infractions that best meet student needs, University needs, and contractual obligations to the University.
- Review hall/area incident reports, follow-up with students involved in documented incidents, determine various levels of behavioral sanctions and enter incident report data into computer records. Seek consultation regarding behavior interventions and refer high-level incidents to Area Coordinator/Assistant Director.
- Provide direct supervision of residence hall student staff. Assist in the selection, training and evaluation of residence hall staff.
- For assigned campus area, direct processes of resident room inventories, check-ins/outs, single room assignments and building opening and closing. Responsible for check-in and check-out procedures, as well as room transfers in assigned area of campus.
- Work directly with students, faculty, hall staff, and various other University and community resources to meet the educational and developmental needs of residence hall students.
- Assist the Area Coordinator/Assistant Director in developing and maintaining positive working relationships between residence hall staff, custodians and Facilities Management staff in meeting the physical needs of the residence hall students.
- Complete all reports, including programming, incident and end of quarter reports, as directed by the Area Coordinator/Assistant Director of designated area.
- Facilitate staff meetings on an individual, residence hall staff, and area level, including ongoing staff development.
- Advise residence hall staff in use of hall activity accounts, applying University and State revenue and expenditure guidelines.
- Regularly consult with the Office of University Housing and New Student Programs as to appropriateness of budget expenditures and student revenue generating activities.
- Interpret and apply University and Residence Hall policies.
- Develop and maintain residence hall communities that value and support diversity, multiculturalism, and inclusiveness.
- Serve in a duty rotation that serves as immediate contact and responder for University Police, Facilities Management Department, and other University personnel in regards to University Housing policy/procedures.
- Assist in the development, implementation and evaluation of living learning programs, act as a liaison for student staff and appropriate University faculty and staff participants.
- Coordinate area and hall-wide residence hall student development programs. Facilitate diverse activities that value and promote multicultural issues.
- Represent the Office of University Housing and New Student Programs on campus-wide committees as assigned.
- Present program-related workshops as needed.
- Assist in operations of special functions within the Office of University Housing and New Student Programs. These operations include fitness center, computer labs, tutoring centers, help desks, etc.
- Participate in academic initiatives including living learning communities and faculty friends programs.
- Support student staff and residents in their academic success. This includes support of the student retention committee and academic recovery programs.
- Actively encourage faculty involvement in residence halls.

The Residence Hall Manager is in a unique position: a paraprofessional member of the University Housing and New Student Programs staff and a full-student at the University. In this role, the Residence Hall Manager is a vital link in communication between residence hall students and various university agencies. The Residence Hall Manager must make a strong effort to be a responsible role model and to establish rapport between himself/herself and fellow staff team members as well as with his/her assigned living community.
The Residence Hall Manager position includes the responsibilities and duties listed below.
- Getting acquainted with each student in the residence hall.
- Being readily available to any student in the residence hall for discussion concerning personal, social, or academic problems.
- Making individual referrals to the appropriate University staff members when in the best interest of the student.
- Acting as a mediator in roommate problems and disputes, consulting with Central Office staff.
- Supporting and facilitating the creation of a group-centered, self-governed residence hall community through the Community Living Agreement and ongoing community evaluation.
- Provide the opportunity for informal gatherings of students in their assigned area to discuss common concerns or group problems in a fair and consistent manner (e.g. facilitate social and ath1etic/recreational programs).
- Educating students to the concept of community living and abiding by standards set within the Community Living Agreement
- Working with residents and staff on a continuous basis to facilitate a balanced programming effort. The Residence Hall Manager is responsible for program development and planning within their assigned hall. This includes specific responsibilities to the living learning community of the assigned building.
- Working with any faculty mentors in creating informal and formal interactions with faculty.
- Encourage the development of a community that values individual differences and respects the rights and opinions of all residents (e.g. facilitate educational, community service, and cultural programs). Confront inappropriate behavior, which does not support such differences.
- Ensure All-Hall meetings occur at the beginning of each quarter and throughout the year as needed.
- Act as the primary advisor to the Residence Hall Council in assigned hall(s). Work with Residence Hall Association in setting up elections and meeting schedule for executive officers.
- Work with Area Coordinator and/or Residence Hall Coordinator to develop a strong staff team (4-6 staff) through positive role modeling, support and an open and honest approach to conflict resolution.
- Coordinate the activities of the staff team and evenly delegate duties in a mutually satisfying manner to all staff members.
- Facilitate leadership of weekly staff team meetings. Develop agenda for the meeting to share with staff team members and Area Coordinator/Residence Hall Coordinator.
- Facilitate team development of quarterly team program plan.
- Facilitate quarterly closing and opening tasks with your team. This includes check-in/check-outs, beginning of quarter hall meetings, new bulletin boards each quarter, duty schedules, etc.
- Coordinate hall equipment check-out process with staff team. Process must include receiving identification from any individual borrowing equipment.
- Facilitate key roster reviews and communicate concerns or review findings with Area Coordinator/Residence Hall Coordinator.
- Instruct team on tasks assigned by Residence Hall Coordinator, Area Coordinator, Assistant Director, or Director.
- Be available as scheduled for hall duty, completing duty rounds in the hall and those tasks associated with duty.
- As the primary communication link with the residents in the hall, the manager is responsible for keeping fellow staff and the Office of Residence Life and New Student Programs informed of events or activities in the residence hall. In this same capacity, the manager is responsible for representing the University to the students in the hall.
- Support and work closely with fellow staff members in the residence halls.
- Work closely with the Housing Office to coordinate hall assignments, room assignments, etc.
- Coordinate activities and programs that involve faculty, including any assigned faculty mentor.
- As a member of the Residence Life and New Student Programs Staff, the manager is expected to work closely with other Student Affairs staff members (Counseling, Financial Aid, etc.) in facilitating student assistance.
- Work in conjunction with the maintenance and custodial staff to ensure the physical well being of the building and its facilities.
- Establish a rapport with campus police officers and with the hall custodians, regularly inviting both to staff and hall meetings.
- Conduct bimonth1y one-on-one meetings with staff members within living unit (minimally).
- Assist the Area Coordinator/Residence Hall Coordinator in evaluating student staff, making recommendations for corrective action procedures and recognition.
- Set a good example personally, socially and academically, in all University and community establishments (particularly in regard to alcohol use).
- Interpret, support, and document violations of University policies, hall policies and state laws
- Enlist the support of the student residents in the enforcement of University policies, hall policies and state laws.
- Coordinate the activities of the Resident Assistant staff to report conditions of all student rooms prior to and following their occupancy conditions of all student rooms prior to and following their occupancy. Develop an inventory and condition report with hall custodians of all common use area in your hall prior to the official opening day in the fall and at the end of each year.
- Check students in and out of rooms and coordinate all system approved moves within the hall. Maintain, at all times, an accurate roster of occupants and keep Housing Services informed of roster changes.
- Report routine and emergency maintenance needs that exist in the assigned area of responsibility.
- Attempt to identify those persons responsible for damage in the hall and attempt to get such persons to take responsibility for the results of their actions.
- Spend not more than nine days (overnight, 24 hours periods) away from the residence hall during a quarter. - Submitting all required forms and reports in a timely fashion.
- Attend all staff meetings and in-service training programs with Central Office Staff during the academic year. (In-service training occurs on Wednesdays, 3:00 pm - 5:00 pm and classes or other commitments must not be scheduled during this time.)
- Perform other responsibilities as assigned by the Office of Residence Life and New Student Programs.
- Attend each All-Staff meeting with other Resident Assistants and Residence Hall Managers to discuss hall problems or concerns, and to exchange information.
- Attend any Residence Hall Manager staff meetings.
- Take charge in the case of an emergency or disturbance in the hall.
- Keep hall entry doors locked at all times except during move-in and out days at the beginning and end of quarters, and with exception to special hall events where entry doors are monitored by staff.
- Ensure that U.S. and campus mail is distributed prior to 7:00 pm (including distribution on duty days).
- Return early for Residence Hall Manager Training at the beginning of each quarter.

- Must be a full-time student (undergradate-12 credits, graduate-9 credits) at Central Washington University and enrolled throughout time of employment.
- Must have had at least one year of residence life, live-in working experience (Resident Assistant experience)
- Must have experience working on a staff team and developing programs for students.
- Must have successfully completed the Psychology 275 "Community in the Residence Halls" Course
- Must have a cumulative GPA of 2.75 upon start date of contract
- Cannot have outside employment or be an executive member of any club or organization
- Be available to work 19 hours/week, which includes weekend responsibilities
- Be at ALL Residence Hall opening and closing activities, assist with Resident Assistant Training, and attend Residence Hall Manager Training.
- Must have sensitivity to multicultural issues and have participated in the development and/or implementation of diversity awareness programs.

- Residence Hall Manager will be considered the "point person" for the assigned residence hall. Area Coordinators/Residence Hall Coordinators will provide Residence Hall Managers with expectations and tasks that must be carried out in a timely manner.
- Residence Hall Manager will be completely accountable for the assigned residence hall, which includes all duties as assigned in this position description.

Duties include but are not limited to answering phones, typing forms, produce weekly newsletter, receive hall staff, students, and clients in a professional manner. Use copy machine, computer, filing and word processing work, produce professional looking documents on the computer using Print Shop, WordPerfect, and PageMaker.
