Facilities Planning and Construction

The planning and construction offices consist of architects, engineers, project coordinators and support staff. The mission of these offices is to provide the highest possible value improvements to CWU facilities in order to further the overall University goal to provide a student-centered, attractive, humane place to teach, study, live, and work.

The planning and construction offices are responsible for:

Facility Planning

Capital Planning:

  • Further develop guidelines for preparation and processing of Capital Budget Submittals.
  • Work with our customers in the development of their Capital Budget Submittals to ensure that the process is a proactive experience.
  • Analyze, organize, and document the overall capital budget process to better communicate expectations and rationale to our constituents and customers.
  • Develop historical databases on CWU capital project costs and schedules for reference in new project development.

Programming:

  • Develop programming standards and guidelines.
  • Work jointly with the University Academic Facilities Planning Officer to aid our customers in the preparation of their project programs.

Consultation:

  • Provide technical expertise in architecture, engineering, planning, and construction management relative to CWU capital and non-capital improvement projects.
  • Provide technical expertise in engineering and systems operation relative to the effective and efficient operation and maintenance of University facilities and utility systems.

Project Leadership

Design and Construction:

  • Manage the progress of major projects through the key phases of programming/pre-design, design, procurement, construction, commissioning, and warranty.
  • Manage consultants and contractors to ensure the highest quality end product, fairness to all parties involved, and compliance with the laws and regulations of Washington State.
  • Provide interior design consultation to aid the purchasing department in the procurement of furniture, furnishings, and accessories.
  • Develop and maintain technical design standards and guidelines, and provide review and approval of projects.
  • Develop and manage project budgets.
  • Provide and administer all contracts related to major projects.
  • Coordinate dispute resolution process.
  • Conduct code reviews and provide code interpretations.

Resource Management

Human Resources:

  • Employ and effectively utilize professional expertise sufficient to provide excellence in facilities planning, design, construction, commissioning, and plant engineering.

Physical Resources:

  • Exercise technical oversight of University operated physical plants, and assist in interactions with associated serving utilities and service providers.
  • Monitor the readiness for use, physical condition, and life cycle management of the physical plant facilities.

Financial Resources

  • Develop, manage, and maintain control over the project budgets assigned.
  • Generate income sufficient to finance the operation of engineering and architecture offices and related positions.
  • Manage the annual budget of engineering and architecture offices to operate within assigned resources.

Learning and Application

  • Maintain a high level of expertise through staff training and development.
  • Endeavor to initiate policies which promote direct and indirect staff involvement in technical associations or groups.
  • Stay abreast of the current state of the art capital project management and plant engineering issues and events.
