Description of Duties: Analyzes new product parts lists to provide cost and lead time estimates. Analyzes domestic and NCL markets to locate savings on NOA products and spare parts. Reviews purchase requests. Prepares requests for bids and selects bid lists to obtain proposals on commodities or assigned projects. Maintains development and sourcing records. Analyzes bids to recommend or determine awards. Obtains quotations. Negotiates purchases. Reviews market information, makes marketing and requirements studies, submits recommendations for future purchases under contracts or other means. Develops awards and administers contracts. Administers assigned contracts regarding deliveries, quantities, value, quality, vendor performance and related issues.

Summary of Requirements: Excellent written, verbal, and interpersonal skills. Solid knowledge of purchasing law. Negotiation skills. Market research skills. PC skills (WordPerfect and Excel preferred). Excellent written, verbal and interpersonal skills to procure products and services and interact with NOA personnel and vendors. Knowledge of NOA products preferred. Three to five years' purchasing experience.

Education: Undergraduate degree in business or a related field, or equivalent. Certified Purchasing Manager (C.P.M.) designation preferred.
