Guide entries are arranged according to the administrative origin of the records they describe, beginning with offices from Douglas County Government and proceeding to offices from respective municipal governments. Researchers might note that not all government offices or municipalities are represented.

| The Washington Territorial Legislature created Douglas County on November 28, 1883, and named it after Senator Stephen A. Douglas of Illinois. Located in central Washington with the Columbia River forming its western edge, the county is bounded on the east by the Grand Coulee and the Columbia Basin Irrigation District storage lakes. The county seat has been continuously located at Waterville. By the 1870's ranching became the county's major industry. The county is known for its wheat farming and orchards, while it also profits from hydroelectric power generated by five Columbia River dams. | |||

| The office of County Assessor was created by the Territorial Assembly in 1854, and though abolished in some counties in 1925, was restored to all counties by the State Legislature in 1937. The Assessor's duties include the listing of a valuation on personal and real property for taxation purposes, and transmitting tax rolls to the County Treasurer after review by the Board of Equalization. Records kept by the Assessor include real and personal property tax rolls, open space applications, Board of Equalization minutes, and maps. | |||

| Standard Atlas of Douglas County compiled and published by George A. Ogle and Company, Chicago, Ill. The atlas was used by the Assessor as a reference tool in the process of real property tax assessment. Remaining sections of the incomplete record include a plat book, illustrations, and a directory. The plat book portion shows villages, cities, and townships, annotated with land owners' names and structures known to be located on the property. The plat book also shows land features such as rivers, lakes, roads, and canals. The illustrations include individuals, structures, and farm and ranch scenes from throughout the county. The directory section is titled "Patron's Reference Directory" and shows names of property owners, locations of real property or post office addresses, types of businesses or occupations in which the owners are engaged, and whether they were Civil War veterans. | |||

| The County Auditor was made an elective official when Washington became a territory in 1854 and was assigned the duty of preserving public records concerning the acquisition or transfer of real and personal property, official bonds, land patents, mining claims, water rights, military discharges, and until recently articles of incorporation, vital statistics, and documents relating to livestock. The Auditor also preserves records of the Board of County Commissioners, and acts as supervisor of elections and registrar of voters. | |||
