The following guide describes the archival records housed at the Central Regional Branch from Douglas County Government and from select Municipal Governments located in Douglas County. Guide entries are arranged according to the administrative origin of the records they describe, beginning with offices from Douglas County Government and proceeding to offices from respective municipal governments. Researchers might note that not all government offices or municipalities are represented.

CE309 Douglas CountyRequest
Record Group: Douglas County Government
The Washington Territorial Legislature created Douglas County on November 28, 1883, and named it after Senator Stephen A. Douglas of Illinois. Located in central Washington with the Columbia River forming its western edge, the county is bounded on the east by the Grand Coulee and the Columbia Basin Irrigation District storage lakes. The county seat has been continuously located at Waterville. By the 1870's ranching became the county's major industry. The county is known for its wheat farming and orchards, while it also profits from hydroelectric power generated by five Columbia River dams.

Sub-group: Assessor
The office of County Assessor was created by the Territorial Assembly in 1854, and though abolished in some counties in 1925, was restored to all counties by the State Legislature in 1937. The Assessor's duties include the listing of a valuation on personal and real property for taxation purposes, and transmitting tax rolls to the County Treasurer after review by the Board of Equalization. Records kept by the Assessor include real and personal property tax rolls, open space applications, Board of Equalization minutes, and maps.

Record series: Standard Atlas
Dates: 1915-1915
Volume: 3 volumes
Standard Atlas of Douglas County compiled and published by George A. Ogle and Company, Chicago, Ill. The atlas was used by the Assessor as a reference tool in the process of real property tax assessment. Remaining sections of the incomplete record include a plat book, illustrations, and a directory. The plat book portion shows villages, cities, and townships, annotated with land owners' names and structures known to be located on the property. The plat book also shows land features such as rivers, lakes, roads, and canals. The illustrations include individuals, structures, and farm and ranch scenes from throughout the county. The directory section is titled "Patron's Reference Directory" and shows names of property owners, locations of real property or post office addresses, types of businesses or occupations in which the owners are engaged, and whether they were Civil War veterans.
Note: Comprised of three incomplete volumes of the same edition. Volumes are in fragile condition.

Field books are arranged by section, township, and range or by lot and block. Books show the name of the property owner, description of the real property, and the value of improvements. The books also contain maps showing the boundaries of property, owners name and other features such as roads, highways, railroads, and water ways.

Maps and descriptions give detail by quarter quarter section and include information on land use, farming practices, crops, railroads, roads, water courses, natural vegitation, and geographic features. May also include information on soil types and geographic formations. Includes the distance to markets for each township. No dates on the maps.

The County Auditor was made an elective official when Washington became a territory in 1854 and was assigned the duty of preserving public records concerning the acquisition or transfer of real and personal property, official bonds, land patents, mining claims, water rights, military discharges, and until recently articles of incorporation, vital statistics, and documents relating to livestock. The Auditor also preserves records of the Board of County Commissioners, and acts as supervisor of elections and registrar of voters.

Volume 2 is for general election results from 1906 to 1934. Volume 3 is for primary and general elections for 1912 to 1950 and includes some sample ballots. Volume 4 is for cities, towns, and special taxing districts from 1962 to 1977.

Incorporated in 1972, this record is made up of several series previously kept separately. Includes deeds used in the conveyance of real property, property liens between private parties and/or lending institutions affecting clear title transfer by the owner, and lis pendens which notify owners that action has been commenced which may affect their right to dispose of property. Records show instrument number and date, parties involved, property description, filing date, nature of action, and terms of instrument. This series includes auditor's file number 166975 to number 249384.

Sub-group: Superior Court Clerk
The State Constitution, which went into effect in 1889, made the County Clerk an elective official, and combined the Private and District Courts into a Superior Court for each county. The Clerk, as functionary of the Superior Court, records and preserves court records, which include criminal, civil, probate, and, in the past, naturalization records. The Clerk's duties also include the recording and filing of official bonds, certain licenses, and certificates.
