James Madison, Alexander Hamilton, and John Jay began a series of articles in New York newspapers to convince New Yorkers to ratify the constitution. These essays were later called the Federalist Papers. The intent was to lure both Virginia and New York into ratifying the Constitution because they were the two largest states and necessary to run the business of the United States government.
