President Gaudino congratulated Mike Jackson on his recent award. The American Association of Physics Teachers honored Professor Jackson with the Robert Resnick Award for Excellence in Undergraduate Physics Training. The award is for outstanding work in teaching, research, and community outreach. Congrats Mike!
Marji Morgan gave kudos to CWU’s Orchestra for their wonderful performance at the Washington Music Educators Conference in Portland, OR.
President Gaudino also congratulated Melody Madlem on her new position as Director of Strategic Planning and on her upcoming wedding.
I. Action Items
1. Approval of UPAC Minutes from February 20, 2013
Motion to approve the UPAC Minutes from February 20, 2013 as presented by Sherer Holter. Seconded by Matt Cziske. No further discussion. Motion carried.
2. University Policies & Procedures to Recommend for Approval
A. CWUR 1-70-190 Workplace Violence Procedure – Sherer Holter
Updates to the Workplace Violence Procedure include several title changes and making the procedure more generic. UPAC members endorsed the changes to CWUR 1-70-190 Workplace Violence Procedure.
B. CWUP 2-10-110 Legislative Representation Policy – Sherer Holter
Changes to the Legislative Representation Policy are to clarify that the department of public affairs is the university’s official liaison with local, state, and federal elected officials. UPAC members endorsed the changes to CWUP 2-10-110 Legislative Representation Policy.
C. CWUP 2-35-040 Reasonable Accommodation of Persons with Disability Policy – Sherer Holter
Updates to the Reasonable Accommodation of Persons with Disability Policy include: consolidating three separate parts of policy into a broader statement applicable to various groups (students, employees, and members of the general public), deleting restatements of federal and state law, and deleting procedures. UPAC members endorsed the changes to CWUP 2-35-040 Reasonable Accommodation of Persons with Disability Policy.
D. CWUP 2-40-200 Use of State Funds for Entertainment, Public Relations, University Promotion and Recruitment Policy – Sherer Holter
Changes to the Use of State Funds for Entertainment, Public Relations, University Promotion and Recruitment Policy begin with a change in the policy name. It is now the Use of State Funds for Light Refreshments and Meals. In addition, the policy clarifies when state funds can be used for light refreshments and meals. Basically, state funds can be used when there is a business related meeting occurring. Alcohol may not be purchased with state funds – only foundation funds. References to OFM’s State Administrative & Accounting Manual (SAAM) have been added to this policy as well. UPAC members endorsed the changes to CWUP 2-40-200 Use of State Funds for Light Refreshments and Meals.
E. CWUP 8-40-010 Waiver of Mandatory Student Fees Policy & CWUR 4-20-010 Waiver of Mandatory Student Fees Procedure – Sarah Swager
Dean Swager explained that the addition of a policy and a procedure for the Waiver of Mandatory Student Fees was simply done to put into writing a practice that has been followed for years. It was clarified that this new policy and procedure are completely separate from tuition waivers. UPAC members endorsed CWUP 8-40-010 Waiver of Mandatory Student Fees Policy and CWUR 4-20-010 Waiver of Mandatory Student Fees Procedure.
