I. Action Items

1. Approval of UPAC Minutes from March 7, 2012
Motion to approve the UPAC Minutes from March 7, 2012 as presented by Sherer Holter.  Seconded by Kirk Johnson.  No further discussion.  Motion carried.

II. University Policies to Recommend for Approval

1. Summary of Alcohol and Other Drugs – Policy & Procedure Changes

2. CWUP 2-40-030 Alcohol and Other Drugs – Sherer Holter
Sherer explained that she and Jim met with Richard DeShields, Gail Farmer, Mike Luvera, Jack Bishop, and Ethan Bergman to discuss the Alcohol and Other Drugs policy and procedure.  A statement was added that explains expectations at university-sponsored functions and reiterates that the university does not condone misuse or over indulgence of alcohol at university events.  UPAC members endorsed the changes to the Alcohol and Other Drugs policy.

3. CWUP 2-40-040 Animals in Research and Testing – Sherer Holter
Minor revisions were made to the policy.  UPAC members endorsed the changes to the Animals in Research and Testing policy.

4. Summary of Deletions

5. Deletion of CWUP 2-40-090 Drug Free Workplace – Sherer Holter
This item is included in CWUP 2-40-030 so the duplication is being deleted.  UPAC members endorsed the deletion.

6. Deletion of CWUP 3-0 President’s Division – Sherer Holter
The information in this policy is an organizational roster – not a policy.  UPAC members endorsed the deletion.

7. Deletion of CWUP 5-10 Provost/Senior Vice President for Academic Affairs – Sherer Holter
The information in this policy is basically a position description – not a policy.  UPAC members endorsed the deletion.

8. Deletion of CWUP 5-20 Reporting to the Provost/Senior Vice President for Academic Affairs – Sherer Holter
The information in this policy is an organizational roster – not a policy.  UPAC members endorsed the deletion.

9. Deletion of CWUP 5-30 Provost’s Council – Sherer Holter
The information in this policy is the description and membership of Provost’s Council – not a policy.  UPAC members endorsed the deletion.

III. University Procedures Reviewed

1. CWUR 1-60-010 Serving Alcoholic Beverages – Sherer Holter
This procedure replaces 4-20-005.6 and sets the guidelines in compliance with Washington state laws and regulations – no more restrictive, no less restrictive.  It is governed by policy CWUP 2-40-030.  The procedure recommends online alcohol server training, but it is not required.  The requirements for either a banquet permit or a special occasion license are clearly defined and an online form has been created for submitting the required information.  UPAC members endorsed the changes to the Serving Alcoholic Beverages procedure.

2. Deletion of CWUR 2-10-010 Academic Calendar (No back up for this item.  It was a link in the policies manual) – Sherer Holter
This was a link to the academic calendar – not a procedure.  UPAC members endorsed the deletion.

IV. Departmental Policies/Procedures Reviewed
No departmental policies/procedures to review at this time.           

Other Announcements

Linda Schactler reported that the special legislative session is set to conclude on April 10.

John Swiney reported that spring quarter numbers are up about 10 percent, so this year is in the bank.

Matt Cziske reminded folks that Wildcat Day is Saturday, April 14.  This is the annual open house for all newly admitted students for fall 2012.  At this point, some students are still thinking through their university choices, so this is really the day for CWU to shine.

Jim Huckabay suggested that some type of one page document be developed that summarizes where we are compared to the other universities with regard to admission index, diversity, reinvesting, etc.  This could serve as a reminder to folks of how good we really are.
