MinutesPresident´s CabinetWednesday, April 8, 2009 Present: Jim Gaudino, Wayne Quirk, Bill Vertrees, Ellen Hall, Libby Street Guests: Sherer Holter, Staci Sleigh-Layman, Kirk Eslinger I. At 8:30 a.m.: Staci Sleigh-Layman regarding CWU´s Affirmative Action Plan Ms. Sleigh-Layman began by explaining that we do an affirmative action plan because it´s required by the State of Washington and federal regulations. It has been 26 years since we´ve been audited here at CWU. The University of Washington is currently going through an audit by the Office of Federal Contract Compliance (OFCCP). They basically look for a good faith effort with regard to affirmative action. Dr. Gaudino signed CWU´s latest policy statement on January 5, 2009. The group then reviewed and discussed several areas of the plan. Ms. Sleigh-Layman mentioned that due to the current budget situation, it is anticipated that minimal recruitment and hiring activity will occur during the 2009-2010 affirmative action reporting period, so CWU will focus on some other internally focused issues for the year. Those issues include: reviewing policies and procedures related to recruitment and hiring, data collection, assessment, and improved communication, and education and training. Dr. Gaudino suggested that we develop an internal "grow your own" program somewhat like what ACE, Bryn Mawr, and Harvard Management Programs do. Ms. Holter added that Human Resources has started doing entrance and exit interviews of employees, so we will have some good data from that soon. Human Resources is also instituting a mentoring program for employees. It was suggested that Staci Sleigh-Layman, Sherer Holter, and Kirk Eslinger present the affirmative action information to the Board of Trustees at the summer retreat. Mr. Vertrees suggested that upper management reinstate the appointing and contracting authority training that used to be held once a year when Dr. Nelson was president. That training was very beneficial. The group agreed that this was a good idea. II. Discussion Items 1. Budget planning 2. Enrollment planning III. Executive Reports No executive reports. IV. At 11:00 a.m.: Ann Anderson (phone call) - legislative update Ms. Anderson joined the group by phone to give an update on legislative issues. She explained that the government relations officers have been working with Terry Teale to draft bullet points about the budget issues to include in a letter that will be hand delivered to legislators later this week. Ms. Anderson then shared information on the capital budget with the group. Things look pretty good for CWU. Seven CWU student-athletes were honored in Olympia on Monday by the Washington State House of Representatives for their outstanding achievements. The students toured several areas of the capitol, had many photos taken with representatives, and were given certificates for their achievements. Ms. Anderson added that the students did a great job and made some great contacts with legislators. It was a good day. The ROTC Proclamation is next Friday, April 17 in Olympia. V.
