President´s Cabinet

Wednesday, March 12, 2008
8:30 a.m. - Barge 314 (President´s Office)

Present: Jerilyn McIntyre, Wayne Quirk, Rich Corona, Libby Street, Jack Baker

Guests: Sherer Holter, Staci Sleigh-Layman

I. At 8:30 a.m.: Staci Sleigh-Layman regarding the Affirmative Action Plan

Ms. Sleigh-Layman joined the group to discuss CWU´s Affirmative Action Plan. She described the procedures for dissemination of the policy and the responsibility for implementation of the program. Affirmative Action programs were reviewed and discussed. Cabinet members will review the document further and send feedback to Ms. Sleigh-Layman as soon as possible.

II. Discussion Items

1. Budget discussion
Cabinet members discussed several budget scenarios, since the legislature has not passed the budget bill yet. According to Ann Anderson we might have word on the budget later today. She will contact cabinet members as soon as she has more details.

2. Cabinet members´ Evening of Recognition honorees
Dr. McIntyre reminded cabinet members to send their Evening of Recognition honorees in to the CEL office as soon as possible. Dr. Street will follow up with Jesse Nelson to see which categories still need to be submitted.

3. Policy on final exams
Dr. McIntyre asked Dr. Quirk to follow up with Jeff Snedeker on the policy regarding final exams. It appears that some professors are still offering final exams early. It was suggested that an email be distributed a few weeks prior to finals reminding folks that finals are to be given during finals week. Dr. Quirk will follow up on this issue.

4. Channel 15 Operating Guidelines and Policies
Dr. McIntyre explained that David Kaufman submitted the Channel 15 Operating Guidelines and Policies for Cabinet review. Cabinet members were asked to review the document and this will come back to a future meeting for further discussion.

5. External Diversity Council - Dr. Street
Dr. Street reminded cabinet members that the External Diversity Council will meet April 18, 2008 at CWU-Des Moines from 10:00 a.m. to 2:00 p.m. Possible agenda items include: a presentation on undocumented students by John Swiney, information regarding the immigration debate by Dr. Tullos or Mr. Champagne, a report from the Deans on what they do regarding diversity on campus, and a follow up report on the spring break trips.

6. Outside Work Activity form - Dr. Street
Dr. Street brought the Report of Outside Work Activity form back for further discussion. Dr. Quirk suggested that Dennis Defa work with Sherer Holter on the issues with this form. This item will be tabled until Mr. Defa and Ms. Holter have had time to iron out the issues. It will come back to Cabinet at a later date.

7. Board of Trustees update - Dr. Street
Dr. McIntyre reported that the Board of Trustees will hold a special telephonic meeting on April 9, 2008 to discuss "who our students are and what programs are in demand?" Cabinet members will be notified as soon as details are finalized.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Quirk reported that "Operation 9100" begins today. Searches will begin immediately for fall faculty hires and recruitment efforts will intensify. Policies Manual issues are being ironed out between the Provost´s office and the Faculty Senate office. Several updates should be ready for the deans to review by the end of the month.

Vice President for Student Affairs & Enrollment Management:
No report.

Vice President for Business & Financial Affairs & University Relations:
Mr. Corona reported that the high-rise communication planning group met yesterday. Planning for the deconstruction of Courson and Muzzall Halls is going very well. Joe Antonich has been hired to do a review of internal control processes. Mr. Corona will meet with Mark Pearson tomorrow to discuss details of the next Foundation Board meeting. The Alumni Board meets April 12, 2008.

Chief Planning Officer:
Dr. Street reported that the travel policy group has been meeting regularly and will have a policy ready for President´s Advisory Council to review soon. The publicity group met recently to discuss strategies for promoting new, high demand programs and courses on campus and at the centers. The group has developed three phases of publicity. Cabinet members were asked to review the document and send feedback to Dr. Street as soon as possible.

President:
Dr. McIntyre announced that Shenyang Li has received an ACE (American Council on Education) Fellowship. Candidates for the Interim Vice President for University Relations position will be on campus April 7, 2008 to meet with University Relations staff, Cabinet members and Dr. McIntyre. It was announced today that this is Representative Helen Summers´ last legislative session.

IV. Progress Reports

1. Accreditation
Dr. Quirk reported that the PESB visit would be April 19-22, 2008. Libby Street, Warren Street, and Phil Backland attended Provost´s council yesterday and gave an update on NWCCU accreditation. Dr. Quirk added that the discussion was very helpful to the deans.

2. Enrollment Planning
Dr. Quirk reported that "Operation 9100" is underway as of today.

V. At 11:30 a.m.: Ann Anderson (by phone) regarding a legislative update

Ms. Anderson is busy with end of session meetings today. No report. She will update cabinet members on legislative issues later today or tomorrow by email.

VI. Cabinet reports on community events and meetings attended

Dr. McIntyre: CWU Football Banquet, Board of Trustees dinner and meeting, Rotary Board, Economic Development Group Executive Summit planning meeting, CWU Basketball games

Dr. Quirk: CWU Football Banquet, Board of Trustees meetings, Yakima River Clean Up, CWU Basketball games, Hells Canyon Field school

Mr. Corona: Scholarship dinner, Ellensburg Downtown Association meeting, meeting with Ted Barkley, Board of Trustees meetings

Mr. Baker: S&A Fee Committee meeting
