President´s Cabinet

Wednesday, August 13, 2008
8:30 a.m. - President´s Office

Present: Jerilyn McIntyre, Wayne Quirk, Rich Corona, Charlotte Tullos, Ellen Hall, Libby Street

Guests: Shelly Johnson, Bill Vertrees

I. At 9:00 a.m.: Shelly Johnson and Bill Vertrees regarding the Capital Budget

Mr. Vertrees distributed CWU´s preliminary Capital Budget request, the Minor Works Program, and the 10-Year Capital Plan for review and discussion. The Capital Budget request is due this Friday, so Cabinet members were asked to get feedback to Mr. Vertrees as soon as possible. The draft will go to print tomorrow morning.

II. Discussion Items

1. Enrollment Planning
Dr. Street distributed the most recent matrix on activities related to enrollment planning. The group provided updates. Dr. Hall reported that Becky Watson will come to Cabinet next week to present the current advertising/marketing pieces that are being used. Dr. Tullos reported that Tracy Terrell and Tracy Pellett will be talking this week, so she will have more information on courses next week.

2. Memo from Governor Gregoire regarding State Agency Spending
Mr. Corona reported that Human Resources has prepared a list of searches already in process and ones that have been stopped. This will be important data to have summarized since the Governor´s Office will be tracking this. Exceptions will be run through Dr. McIntyre prior to moving forward. Out of state travel will be looked at on an individual basis and will be approved or not according to the governor´s guidelines. Criteria for travel, hiring, and personal service contracts will be developed and shared with Cabinet members at the retreat on Monday.

3. Capital prioritization process
Dr. McIntyre gave a summary of the capital prioritization process. The review panel is still up in the air. Terry Teale hopes to have this issue resolved this week.

4. Organizational operations protocols
Dr. McIntyre asked Cabinet members to remind their employees that Cabinet is not the policy approving body. Approval items need to go through President´s Advisory Council.

5. Washington Campus Compact Contacts Form
Ms. Dawson will contact Washington Campus Compact to find out who our current contacts are. Cabinet members agreed that Dr. McIntyre and Lorinda Anderson should remain CWU´s main contacts.

6. Information from Global Washington Education Advisory Committee
Dr. McIntyre explained that she received a letter from the Global Washington Education Advisory Committee. This group is involved in a statewide initiative to increase global knowledge and awareness among students in Washington´s higher education institutions. The group is that higher education institutions will endorse their global learning goals by signing a petition. Cabinet members agreed that Dr. Quirk should research the initiative and share the information with academic affairs council before a decision is made.

7. President´s Higher Education Community Service Honor Roll for 2008
Dr. McIntyre explained that she received an invitation to apply for the President´s Higher Education Community Service Honor Roll for 2008. The Honor Roll annually recognizes institutions of higher education for their commitment and achievement in community service. It increased public awareness of the contributions that colleges and their students make to local communities and the nation as a whole. Cabinet members agreed that this was a good thing to do. Dr. Tullos will follow up on this and submit CWU´s application.

8. AASCU/NASULGC Voluntary System of Accountability (VSA) Project
Dr. McIntyre received a memo from AASCU regarding AASCU´s/NASULGC´s Voluntary System of Accountability (VSA) Project. They are asking four-year colleges and universities to pledge to participate in the VSA. Dr. Quirk will have Dr. Pellett research this project to see if it would be worthwhile to do. Dr. Quirk will report back on this later.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Quirk reported that Fall Faculty Day is September 22. The theme of the day is "Scholarship." Dr. McIntyre will welcome the group. New Faculty Orientation is September 18. We have approximately 80 new faculty coming in this fall. The department chairs´ in service day is coming up as well.

Vice President for Business and Financial Affairs:
Mr. Corona distributed information regarding "Central is Cycling" as an information item. A State of the Auxiliaries meeting was held yesterday in the SURC. It went really well.

Vice President for University Relations:
Dr. Hall reported that the audit of the foundation is complete. A report will be available soon. Dr. Hall, Steve Rittereiser, and Becky Watson will be meeting with staff from the Daily Record later this week to discuss recent articles. NWCCU Standard 7 is close to completion. The goal is to have university relation´s planning matrix to Dr. Street in the next couple of days. Dr. Hall attended the Alumni Board Retreat this past weekend. The meeting was very informative.

Vice President for Student Affairs and Enrollment Management:
Dr. Tullos reported that Student Affairs and Enrollment Management staff have completed Standard 3. Linda Kuk, organizational consultant, was on campus last week and spent two days with SAEM folks. The meeting went really well. A new financial aid counselor was recently hired. Dr. Tullos met with Highline Community College administration recently to discuss CWU´s student service contracts.

Chief Planning Officer:
Dr. Street gave an update on plans that have been received to date. She reminded folks to get information to her as soon as possible. Everything needs to be on line for the mock visit. The agenda for the Native American Indian Advisory Council meeting was distributed for review and discussion. The most recent version of CWU´s Draft Performance Agreement was distributed for review and discussion. The document is due September 1.

President:
Dr. McIntyre reminded cabinet members that they will soon be receiving requests to complete their performance evaluations. The Economic Development Board Group will be changing board representation as of October 31, 2008. We will need to think about CWU´s representative on this board.

IV. Progress Reports

1. Accreditation
Dr. McIntyre asked if an accreditation matrix could be developed and shared at the Cabinet Retreat next week. Dr. Quirk will have Dr. Pellett prepare this document for Monday´s retreat.
