President's Advisory Council

Wednesday, May 2, 2007

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street, Rebecca Bowers, Jeffrey Dippmann, Dave Heath, Becky Watson, Leslie Webb, Judy Miller, Mark Lundgren, Jadon Berry

I. At 8:30 a.m.: Steve Rittereiser regarding an update on Public Safety

Chief Rittereiser began by giving some background on emergency preparedness. He added that as CWU's chief of police, incident management coordinator, and emergency commander, he feels pretty comfortable with CWU's emergency plan. However, when there is an emergency, it's always good to re-evaluate your plan. CWU has had a plan since 1999. It was updated in 2001 and again in 2006. The plan is on-line at http://www.cwu.edu/~police. It's an all-hazards response. It doesn’t matter what kind of incident occurs. Our plan is designed to handle all types of situations. The plan is flexible. On the national scene, emergency plans are more preventative and anticipatory. We are trying to move CWU's plan in this direction. Law enforcement is striving for communication redundancy. At Dr. McIntyre's request, the emergency management task force is being reestablished. The technology piece is the main area that will be reviewed by the group. The task force will also look at our emergency response plan. The task force will be getting together soon.

II. Action Items

1. Approval of PAC Minutes from 4.18.07
Motion to approve the PAC minutes from 4.18.07 as presented by Mr. Corona. Seconded by Dr. Street. No further discussion. Motion carried.

III. For the Good of the Order

Judy Miller, Board Secretary:
Ms. Miller distributed the Special Faculty resolution (Part 1.8.1.2 of the CWU Policies Manual) for review and discussion. She added that the changes are basically editorial due to the fact that the Faculty Code of Personnel no longer exists. Dr. Street moved to approve the policy with one minor editorial revision. Seconded by Mr. Corona. No further discussion. Motion carried. Human Resources recently revised the Family and Medical Leave Act Policy. It is being distributed today for a first review. Ms. Holter described the proposed adjustments. Dr. Bowers moved to add domestic partner to the stringer of people listed in section 2-2.53.2.1. Seconded by Mr. Berry. No further discussion. Motion carried. This item will come back to PAC on May 16 for final approval. The Board of Trustees meeting is this Friday, May 4.

Jeffrey Dippmann, Chair, Faculty Senate:
Dr. Dippmann reported that the assessment of academic administrators is complete. He hopes to have feedback compiled by next week. In the interest of shared governance, the senate executive committee has charged the evaluation and assessment committees to propose an annual evaluation of the Faculty Senate. Dr. Dippmann and other executive committee members will give a presentation to the Board of Trustees on Friday at 8:30 a.m. CWU's Distinguished Professors will be announced at the Board of Trustees meeting Friday afternoon.

Rebecca Bowers, Dean, College of Education and Professional Studies:
Dr. Bowers reported that the deans will meet with Rod Younker next week to discuss bargaining issues. The NCATE reviewers arrive Friday, May 4 and will be here through Wednesday, May 9. They feel very good about the upcoming review. For more information about the visit, check out the CEPS web page. The entire exhibit and report can be found there.

Dave Heath, Interim Chair, Employee Council:
Mr. Heath reported that Kevin Higgins, Captain/Operations Commander, Public Safety and Police Services, will report on parking issues at the next employee council meeting.

Becky Watson, Director, Public Relations and Marketing:
Dr. Watson reported that she will participate in a tabletop exercise with the Kittitas County Public Health group next week. A representative from Public Safety and Police Services will attend as well. Highline Community College conducted a forum on emergency preparedness. Dr. Watson attended the forum. She added that Highline is basically in the beginning stages of their planning. They are hiring a consultant to review their procedures and hope to have a full plan in place by the end of the summer. Public Relations and Marketing is currently negotiating with Special Olympics on the possibility of holding a basketball jamboree January 13, 2008 in Nicholson Pavilion. They will be coordinating with departments on campus and the community on this event.

Kim Dawson, Administrative Operations Coordinator:

Sherer Holter, AVP for Human Resources:
Ms. Holter reported that the training curriculum is out and posted on the Human Resources web site. The 2006 CUPA information is located there as well.

Mark Lundgren, Director, Institutional Research:
No report.

Jadon Berry, ASCWU BOD President:
Mr. Berry reported that ASCWU BOD elections are Thursday, May 3. The spring quarter Fireside Chat is Monday, May 14 @ 8:00 p.m. in the SURC Pit. There are 10 finalists for the Student Commencement Speaker. The committee will hear the proposed speeches next week. A one-year anniversary event was held for the Student Union and Recreation Center Building last week. Interviews are underway for the student Board of Trustees position.

Melody Madlem, Chair Elect, Faculty Senate:
No report.

Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that the HR/SAEM upgrade is on track and on budget. ITS staff will be on call all weekend to support the NCATE accreditation review. The Technology Fee Committee met Monday night will be distributing $50-75K in technology grants.

IV. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that the distinguished professors will be introduced at the Board of Trustees meeting on Friday. In addition, they will be invited to speak at Honors Convocation and at Fall Faculty Day. The Worst Hard Time was selected for the One Book, One Campus project. Academic Affairs is in the process of selecting a student to speak at Honors Convocation. Tenure and promotion files are currently being reviewed. Dr. Beath and Dr. Soltz attended the Northwest Academic Forum last week. Internet course exchange was a major topic of discussion

2. Vice President for Business & Financial Affairs
Mr. Corona reported that the Ellensburg School District approved their spring break to coincide with CWU's. There will be a Cinco de Mayo dinner tomorrow night in the SURC. The joint Ellensburg City Council and Cabinet meeting has been scheduled for June 1 at 3:00 p.m.

3. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that Family Weekend is coming up May 11-13. The Harlem Gospel Choir will kickoff the weekend events. Freshmen confirmation numbers are up 52 from this time last year. We are close to closing freshmen admissions for Fall 07.

4. Vice President for University Relations
Dr. Baker reported that Development and Alumni recently held two very successful events: The David Wain Coon Center for Excellence and Leadership naming ceremony and a Washington, DC alumni event. The Foundation Board meets next Friday, May 11 in Seattle. Development will host an art dedication and an Alumni event at CWU-Wenatchee Center on May 23.

5. Chief Planning Officer
Dr. Street reported that she attended the Higher Education Coordinating Board (HECB) Advisory Council meeting for Dr. McIntyre last week. The HECB is beginning their cyclic master plan. The alumni tracking task force has one more group to meet with and then they will report back to Cabinet. Secretary of State, Sam Reed, will be here for College Civics Week again this year. The Bobbie McFerrin event was excellent. Cabinet members are currently reviewing applications for executive intern positions.

6. President
No report. Dr. McIntyre had to leave to host the Industry Education Council meeting in the SURC.

Dr. Soltz will preside at Cabinet. Dr. McIntyre is hosting the Industry Education Council meeting in SURC 301 today from 10:30-1:30.

I. Action Items

1. Approval of Cabinet minutes from 4.11.07 and 4.18.07
Motion to approve the Cabinet minutes from 4.11.07 and 4.18.07 as presented by Mr. Corona. Seconded by Dr. Tullos. No further discussion. Motion carried.

II. Discussion Items

1. Emergency phone tree reminder - Dr. Street Dr. Street reminded the group to make sure that their phone trees are up-to-date and available for all to use.

2. Update on Ann Daley’s visit/June 5 – Dr. Street Ann Daley, the Executive Director of the Higher Education Coordinating Board (HECB), will visit CWU on June 5. She will meet with Dr. McIntyre, have lunch with Cabinet members, and tour the campus. Ms. Dawson will work on arrangements for lunch and Mr. Corona will arrange for the campus tour.

3. Update on Rob McKenna visit/May 30 The agenda for the McKenna visit was reviewed and discussed.

4. Budget planning The group reviewed and discussed budget documents that Shelly Johnson will present to the Board of Trustees on Friday.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
No report. Dr. Soltz had to leave to join Dr. McIntyre and the Industry Education Council for lunch.

Vice President for Business & Financial Affairs:
Mr. Corona distributed a sample of the new travel reimbursement check advice that has been developed. A line has been added to the advice so that a trip indicator can be listed. This should help explain to employees who travel extensively what the check is for. Strategies for the minor works projects were reviewed and discussed. There are tree finalists for the director of dining services position. Mr. Corona hopes to have the search wrapped up soon.

Vice President for SAEM:
Dr. Tullos reported that the enrollment numbers look good. The Evening of Recognition is May 15. Johnson Sweeney has been hired as the AVP for Enrollment Management.

Vice President for University Relations:
Dr. Baker reported that he recently attended the annual CASE conference. It was a good conference. Conversations focused on funding and fees.

Chief Planning Officer:
Dr. Street reported that Headstart has asked to meet with folks from CWU regarding the possibility of a location on campus for their agency. Please email Dr. Street and let her know who should attend from each division.

IV. At 11:30 a.m.: Ann Anderson to give a legislative update

Ann Anderson gave an update on the budget. She indicated that she has been working with Shelly Johnson and Dr. Street on all of the issues. The Governor should sign the budget by May 15.

V. Progress Reports

1. Climate Commitment Dr. Street reported that the climate commitment task force has met. They will keep Cabinet members up to date on issues.
