President's Advisory Council

Wednesday, March 28, 2007
8:30 a.m. - President's Office

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Paul Baker, Libby Street, Keith Champagne

Guests: Bill Yarwood, Bill Vertrees, Brodie Bain

I. At 9:00 a.m.: South Neighborhood Study update (Bill Yarwood, Bill Vertrees, and Brodie Bain, Mithun architect)

Mr. Vertrees gave a quick update and explained the timeline for the high-rise deconstruction process. The plan is to begin the deconstruction the week after school is out next year (June 2008). The Way Finding Committee recommendations were reviewed and discussed as well. Mr. Vertrees then introduced Brodie Bain of Mithun Architects. Ms. Bain began by explaining the proposed options of the South Neighborhood Study from a functional point of view. She added that the biggest questions that need to be answered are what is the best way to use the old Student Union Building, and where is the best location for student services? Basically, everything depends on what is funded by the legislature in the next few years. Dr. McIntyre stated it will be imperative to have an interim solution until funding is secure.

II. Discussion Items

1. Chronicle of Higher Education on line subscription - Dr. Street
Dr. Street explained that many faculty and staff have inquired about access to the on line subscription to the Chronicle of Higher Education. Dr. Soltz will check with Dr. Peichl to see if the Library has a subscription that is available for faculty and staff to access.

2. Climate Commitment - Dr. McIntyre
Dr. McIntyre explained that CWU has committed to having a climate commitment plan in place by a certain time. Dr. Street, Mr. Vertrees, and Dean Miller will get together to create an ad hoc committee that will draft a report recommending our institutional structure to monitor and review these issues.

3. HECB Reports - Dr. McIntyre
Dr. McIntyre asked that all requests for data come to her and to Mark Lundgren so they can be prioritized.

4. Economic Impact Study
Dr. Street distributed the draft Economic Impact Study brochure for review and discussion. Cabinet members will share the information with their folks and send feedback to Dr. Street as soon as possible.

III. Information Items

1. Memo from Staci Sleigh-Layman regarding Report of Outside Work Activity
Ms. Sleigh-Layman asked that a decision regarding report of outside work activity not take place until the exempt employee association had a chance to review the policy and forms. Cabinet members agreed that this issue would not come back to President's Advisory Council for final approval until all employee groups had a chance to review and comment on the documents.

IV. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that he is currently negotiating with a candidate for the AVP for Undergraduate Studies position. Rod Younker is on campus this week for negotiations regarding faculty merit. The faculty collective bargaining agreement reopens in June.

Vice President for Student Affairs & Enrollment Management:
Mr. Champagne reported for Dr. Tullos. The enrollment numbers came out this morning from Tracy Terrell. They look good. Dr. Tullos has been asked by the National Association of Student Personnel Administrators (NASPA) to work with other Student Affairs & Enrollment Management vice presidents regarding student union buildings. They want to use CWU as a "best practices" model.

Vice President for University Relations:
Mr. Corona reported that a group will meet this Friday, March 30 to review the Housing Master Plan financials. A budget advisory committee meeting needs to be arranged soon. Mr. Corona will get this scheduled as soon as possible.

Executive Assistant for Policy & Planning:
Dr. Street reported that in the April issue of the University Bulletin, Dr. McIntyre will invite faculty and staff to submit their information to the Resource Directory. Becky Watson will manage the system and will edit the information that comes in. In addition, each year, she will send a notice to folks asking them to update their information.

President:
Dr. McIntyre asked if anyone is able to attend the investiture for Dr. Rodolfo Arévalo on April 19. Dr. Soltz offered to be CWU's representative at this event. Several mail items were distributed to Cabinet members to follow up on. Dr. McIntyre reported on her recent trip to Washington, DC. She met with federal legislators and alum. She added that legislators commended Steve DuPont and Mike Bogatay on their representation in Washington, DC the week before.

V. At 11:15 a.m.: Ann Anderson (phone call) regarding legislative update

The Senate budget was not released today, so there was no legislative update.

Dr. McIntyre: Washington, DC federal legislative visits and alumni events

Dr. Soltz: No report.

Dr. Baker: Kiwanis, Kiwanis Board, Gallery One Board meeting

Dr. Street: Ellensburg Legislative Day, Ellensburg Downtown Association/Main Street gathering, Head Start Federal Review luncheon

Mr. Champagne: No report.
