I. At 8:30 a.m.: Shelly Johnson to discuss budget issues
Shelly Johnson joined the group to discuss budget issues. Ms. Johnson distributed FY08 budget planning base allocations for review and discussion. Dr. McIntyre explained that budget request letters are due in the next couple of days. Ms. Dawson will arrange meetings for Cabinet members to meet with Dr. McIntyre and Ms. Johnson to go over their requests.
II. At 9:00 a.m.: Sherer Holter regarding Exempt Groupings
Ms. Holter distributed information on CWU’s Compensation Philosophy Statement & Administrative Procedures. The EEA governing board has been working with Ms. Holter to draft a philosophy statement. The group reviewed the statements and offered feedback. A draft of the exempt employee group criteria was distributed for review and discussion. Ms. Holter asked for Cabinet members to provide feedback. The group directed Ms. Holter to move forward with the plan. EEA will review information, develop a final philosophy statement, and an entire plan will come back to Cabinet in the fall.

Approval of Cabinet minutes from 5.23.07 and 5.30.07 as presented by Mr. Corona. Seconded by Dr. Baker. No further discussion. Motion carried.
IV. Discussion Items
1. Pronunciation of names at commencement
Mr. Corona suggested having individuals other than platform party members read the names at commencement. The group agreed that this was a good idea. The commencement committee will be directed to develop a pool of individuals to read the names at commencement.
2. Cabinet Retreat update – Kim Dawson
The Cabinet retreat will be held July 10-11 at Cave B Winery. The meeting will begin with dinner on July 10 at 7:00 p.m. Ms. Dawson will make reservations. The afternoon session of the retreat on July 11 will focus on an emergency preparedness tabletop exercise led by Steve Rittereiser.
V. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that faculty collective bargaining has reopened. The provost is currently working with the deans on budget issues. The annual debriefing with the human subjects administrators went well. The provost’s office is currently distributing "The Worst Hard Time" for the One Book, One Campus project. Tim Egan, author of the book, will be on campus October 3, 2007. Summer session enrollment numbers are up 6%.
Vice President for Business and Financial Affairs:
Mr. Corona reported that the Combined Fund Drive representatives have been selected. Karla Shugart has agreed to chair the drive again this year. Jack Baker and Keith Champagne will represent Student Affairs, John Ebenal will represent Business and Financial Affairs, Mark Anderson will represent the President’s Division and University Relations, and Jeff Foy will represent Academic Affairs. Conference season has started. Between the ACE conference and football camps this week, there will be over 1500 high school students on campus. An updated procedure for promotional expenditures was distributed for review and discussion. This procedure provides guidance to university employees in approving and authorizing promotional expenditures in compliance with state regulations. The document has been reviewed by the internal auditor, and representatives from both business and financial affairs and student affairs and enrollment management. Mr. Corona reminded the group that Nicholson Pavilion will not be available as a backup for next year’s commencement. Nicholson will be taken off line after basketball season to replace the floors and bleachers. The plan is to have it back on line in July for camps.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that last week she attended a (NASPA) retreat in Portland. It was a very good conference. She discovered that CWU is ahead of the game with regard to emergency preparedness. Another issue discussed in detail was misbehavior in the classrooms. This is a big issue being discussed among many colleges around the nation. John Swinney, associate vice president for enrollment management, begins July 2. Enrollment numbers look good. Freshmen admissions is closed. We are up 25 in confirmations from this time last year. Orientations begin next week. We have distributed over $3 Million in financial aid this summer. The Rodeo Club did well at nationals.
Vice President for University Relations:
The CWU Rapport newsletter was distributed. A $625,000 bequest from the Jacques estate was discussed, and it was announced that an additional $200,000 is expected to come from this bequest as assets are liquidated. The date for the next Battle in Seattle (October 20, 2007) was discussed, as well as our level of promotion.
President:
Dr. McIntyre will attend the HECB Advisory Council meeting tomorrow.
V. Progress Reports
1. The Economic Impact Study publication will be going to print soon.
2. Research Foundation Board – where are we at with contacting possible board members?
Dr. Soltz with follow up with Dr. Quirk when he’s back from vacation.
3. Enrollment Planning
An enrollment summit was held recently. Dr. Tullos will follow up once John Swinney is on campus and has had time to review the information.
4. Chuck McIntyre update
Dr. Tullos reviewed the latest information. She will follow up with him on some additional questions and then his services will be complete.
