President's Advisory Council

Wednesday, January 3, 2007
8:30-10:30 a.m. – Barge 412

Dr. Soltz will preside in Dr. McIntyre's absence.

Present: Dave Soltz, Rich Corona, Paul Baker, Libby Street, Keith Champagne, Rebecca Bowers, Karen Blair, Becky Watson, Judy Miller, Leslie Webb, Jadon Berry, Pat Devlin

Guests: Sherer Holter, Carmen Rahm, Kevin Kimball, Nancy Howard, Michael Horne, Angela Beaudry

Ms. Holter introduced two employees that recently joined Human Resources: Angela Beaudry, Director of Labor Relations and Strategic Planning, and Michael Horne, Administrator of Training and Organizational Development.

I. Action Items

1. Approval of PAC Minutes from 12/6/06
Motion to approve the PAC minutes from 12/6/06 as presented by Dr. Bowers. Seconded by Mr. Berry. No further discussion. Motion carried.

II. For the Good of the Order

Judy Miller, Board Secretary:
Ms. Miller distributed changes to the Emergency Closure Policy. Ms. Holter gave some background on the proposed changes. Basically, the changes incorporate suggestions that arose due to the closures and delay in December 2006. Since there has been so much confusion regarding this policy, Human Resources would like these changes approved today. Motion to approve the proposed changes to the Emergency Closure Policy with the understanding that editorial changes will be forthcoming by Dr. Bowers. Seconded by Dr. Baker. No further discussion. Motion carried.

Karen Blair, Chair, ADCO:
Dr. Blair reported that ADCO meets on Monday and will hear from the personnel committee chairs. She added that the call to revise standards on promotion and tenure is causing some confusion.

Becky Watson, Director Public Relations & Marketing:
Dr. Watson reported that the President's Report will be delivered next week. She added that the recent emergency closures were handled very well thanks to several departments. She thanked everyone for their assistance during the closures.

Leslie Webb, Chair, Diversity Council:
Ms. Webb reported that the first Diversity Council meeting of the quarter is January 18. She added that the annual Indian Country celebration is scheduled for Thursday, March 8.

Jadon Berry, ASCWU BOD President:
Mr. Berry reported that the Board of Directors are gearing up for lobbying in Olympia. Mike Bogatay is our lobbyist. He is also the state lobbying coordinator. Steve DuPont will travel to Olympia on a regular basis during session.

Rebecca Bowers, Dean, College of Education & Professional Studies:
Dr. Bowers reported that the deans and program directors are working with Linda Beath to do some revisions in protocol for academic program review. The new cycle of five-year reviews will begin soon. This process is extraordinarily useful. The CWU Department of Art Faculty Exhibition opens Friday, January 12, 6:00-8:00 p.m. at the Sarah Spurgeon Gallery. The exhibit includes new artwork by 21 current and emeritus faculty members. CWU's Vocal Jazz 1, directed by Vijay Singh, will be among the featured artists during dozens of performances by the world’s top professionals and student groups at the 34th annual International Association of Jazz Educators (IAJE) International Conference in New York, January 10-14. The John Moawad Invitational Jazz Festival is January 19-20. University Center programs are going well. The Center for Teaching and Learning has been asked by Edmonds Community College and School Districts in the area to start a lab school. A group will convene soon to discuss this possibility. They will also be looking into some grant funding for this project. Dr. Bowers thanked Dr. McIntyre, Dr. Soltz, Dr. Street, and Dr. Watson for their assistance in awarding a Certificate of Accomplishment to Verdelle Christiansen. Mrs. Christiansen is a 93-year-old woman who was just shy of receiving her teaching degree. An awards presentation was held at the Phoenix Inn in Olympia. It was quite moving. Central Connections will include a piece on this story.

Pat Devlin, Union President:
Mr. Devlin reported that the Local 333 union contract was just recently ratified. Mr. Devlin added that he received positive feedback regarding last month’s emergency closures and delayed opening. The current policies and procedures were complimented.

Kevin Kimball, AVP for Business & Financial Affairs:
Mr. Kimball reported that the travel pages are currently being updated.

Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that ITS activated wireless in McConnell and Hogue Technology over the break. He added that the emergency closure site is heavily used. Approximately 29,000 hits were received in November and December. The Science Building cameras will be back up soon. ITS has hired a new administrative assistant, Ms. Marla Stephens. She begins January 22.

Michael Horne, Administrator of Training and Organizational Development:
Mr. Horne thanked everyone for welcoming him. He has been here about a month. He added that he will soon be making appointments with departments to get feedback on training issues.

Angela Beaudry, Director of Labor Relations & Strategic Planning:
Ms. Beaudry reported that she has been here since August. She is enjoying her work and is excited to have Mr. Horne on board.

Sherer Holter, AVP for Human Resources:
Ms. Holter reported that there was a meeting regarding the new Human Resources software system yesterday. The PeopleAdmin workflow updates will be completed this month.

Nancy Howard, Director for Office of Equal Opportunity:
Ms. Howard reported that OEO hired a new office assistant. Bobbie Broderius will begin January 16. Ms. Howard has received very positive feedback regarding her campus-wide email sent out in early December regarding holidays. Gary Howard will be on campus February 13-14 as part of the Diversity Training Initiative. An announcement will be distributed soon.

III. Executive Reports

1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that we have gone through a full cycle of program review. It has been quite successful. The MS in Organizational Development external review was just recently completed. Academic Affairs continues to work on implementation of the Faculty Collective Bargaining Agreement. The union and the administration are working closely together on issues. The search for AVP for Undergraduate Studies is underway.

2. Vice President for Business & Financial Affairs
Mr. Corona reminded everyone that the Budget Advisory Committee will meet January 17 at 11:00 a.m. in Barge 412 to consider the 2007 Summer Session budget. Governor Gregoire has submitted her operating and capital budget to the legislature. It’s a positive budget for CWU. There is a summary of the budget in the President’s Corner of the University Bulletin. Testing on the financial aid refund process is taking place and everything looks good.

3. Vice President for Student Affairs & Enrollment Management
Mr. Champagne reported for Dr. Tullos. He thanked Judy Miller for leading and guiding Student Affairs and Enrollment Management in the recent WAC hearings.

4. Vice President for University Relations
Dr. Baker reported that the Alumni Relations office is kicking off a huge membership drive this month. They are hoping to substantially increase the membership in the Association. The campaign is coming along very well. The Foundation Board meets on January 26. Higher Ed Day is February 20 in Olympia. Alumni events in Phoenix and Tucson are coming up at the end of the month.

5. Executive Assistant
Dr. Street reported that responses to questions regarding our operating budget request were submitted to legislative staff yesterday. The capital budget response is being prepared and will be submitted to staff by January 8. Michael Ott will be on campus January 30 as part of the Performing Arts and Presidential Speaker Series. Several events are planned for the entire day. Cathy Gibb was recently hired as Ann Anderson’s new assistant. Her office is located in Barge 413. Dr. Street thanked facilities management employees for all of their work during the winter weather.

6. President
No report. Traveling back from California today and will be back on campus tomorrow.

IV. Information Items

1. Items for the President's Report, Central Connections, and other publications
Dr. Watson reported that the University Bulletin is a monthly newsletter that is distributed at the end of each month. Items can be received up to the last Monday of the month. Central Connections is the magazine that goes out twice a year. The next issue is due out March 15, 2007. The President’s Report is a recap of the entire year and is slated for mailing September 2007

I. Action Items

1. Approval of Cabinet minutes from 11/29/06 & 12/6/06
Motion to approve the Cabinet minutes from 11/29/06 and 12/6/06 as presented by Dr. Baker. Seconded by Mr. Corona. No further discussion. Motion carried.

II. Discussion Items

1. Honorary Degree nominations – Dr. Street
Dr. Street explained that we do not have any pending nominations for this year. The group agreed that it might be more meaningful if we did not do this every year.

2. Big Bend Community College/Winter Serenade: Who will attend?
Dr. Soltz reported that Dr. McIntyre does not think attendance at this event is required. We have had representatives at this event the last two years. The group agreed that we do not need to do this every year.

3. Driver and Yowell Questions – Dr. Street
Dr. Street reported that the operating budget questions were submitted to legislative staff yesterday. The questions regarding the capital budget will be submitted January 8.

4. Snohomish County 2010 Blueprint Steering Committee meeting: Who should attend?
Dr. Soltz reported that he will attend if Dr. McIntyre is unable to attend this event. Dr. McIntyre will check with the other presidents to see if they are attending or sending a representative.

5. Writer's Pool – Dr. Street
Dr. Street reported that the writer’s pool is due to be updated. The current list is from 2002. Dr. Street will work with Human Resources to draft an ad to be placed in the Daily Record and the Yakima Herald-Republic.

6. Economic Impact Study
The group reviewed and discussed the draft economic impact study.

7. MLK Event at Lynnwood – Dr. Street
Dr. Street reported that she and Dr. Soltz will be attending the MLK events at Lynnwood on January 12.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that implementation of the Faculty Collective Bargaining Agreement is going well. They are working out the growing pains of a new process.

Vice President for Business and Financial Affairs:
Mr. Corona asked who would be following up with the ASCWU Board of Directors regarding a suggested policy change they have made? The group suggested that Dr. McIntyre and Dr. Tullos follow up with the BOD Officers about these issues.

Dr. Street reported that it might be good to have Michael Horne meet with the faculty development team. Mr. Corona will follow up on that meeting.

President:
No report. Dr. McIntyre is traveling back from California and will be back in the office tomorrow.
