President's Advisory Council

Wednesday, January 24, 2007
8:30 a.m. – President's Office

Dr. Soltz will preside until Dr. McIntyre returns from Seattle.

Present: David Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street

Guests: Judy Miller, Chuck McIntyre

I. Action Items

1. Fund Raising and Use of University Facilities – Dr. McIntyre
Motion to approve the Cabinet Minutes from 1/10/07 as presented by Dr. Street. Seconded by Dr. Baker. No further discussion. Motion carried.

II. Discussion Items

1. Board of Trustees Agenda – Judy Miller
Judy Miller joined the group to discuss the agenda for the February 2, 2007 Board of Trustees meeting. Agenda items were reviewed and discussed and several suggested changes will be made to the agenda. Ms. Miller will share the final draft with the group before it is put on line.

2. Campus Fire Inspections (fire doors) – Dr. Soltz
Dr. Soltz explained that there are several issues with the latest fire inspection report. The report states that faculty doors in hallways must be closed as per state regulations. This is a major issue because of the university "open door" policy. Faculty are required to keep their doors open while meeting with students and during working hours. Dr. Soltz is working on a possible solution for this issue. He added that per this fire inspection, the aquariums in the Science Building either have to be fixed or shut down. The cost of those repairs is currently being researched.

3. Army ROTC On-Campus Market Potential Study
Dr. McIntyre received a letter from Major General Winfield from the U.S. Army. He is requesting that he be able to send one of his researchers to campus on April 16, 2007 to conduct an Army ROTC On-Campus Market Study. They hope to get a better understanding of the uniqueness of educational institutions and assess the Army ROTC Program’s effectiveness in a local market. The group discussed the issues and agreed that Dr. Street would respond to Major General Winfield’s request.

4. Policies Manual reminder – Dr. Street
Dr. Street reminded the group that each of their divisions should be working on revisions to their sections of the policies manual. Each of the divisions have started their reviews, but indicated that this is going to be a long process.

5. Bryn Mawr Applications
The group agreed to sponsor Nancy Wessel for the Summer Institute at Bryn Mawr. Dr. McIntyre and Dr. Soltz will split the cost of Dr. Wessel's tuition and travel expenses.

III. At 10:00 a.m.: Chuck McIntyre regarding Cost Study update

Chuck McIntyre, Cost Study Consultant, joined the group to give an update on his report. He distributed a market scan and explained that it is one of several papers in his project that are designed to help CWU benchmark and model costs for use in strategic planning. The group reviewed and discussed long-range planning strategies. A scenarios and simulations report was also distributed. Mr. McIntyre explained that scenario planning is a method that builds on strategic planning, but adds the dimension of more than one possible future and, therefore, makes the process far more robust in selecting operating strategies, and far more useful an as educational tool for staff facing an uncertain future. The group reviewed and discussed several scenarios for the future. Mr. McIntyre’s next step is to attempt to put together an enrollment package. The group thanked him for his efforts to date.

IV. Discussion Items (continued)

6. Departmental charge backs
Dr. Tullos reported that the equipment in the new Student Union and Recreation Center is state-of-the-art and would cost a great deal more outside of campus. The group agrees that room and equipment rates need to be discussed further. They also agree that a decision needs to be made as to what classifies as an "all-university" event and how those charges are going to be dealt with in the future. Cabinet members will bring back a list of events and issues where charge-backs are a problem in a couple of weeks.

7. Appropriate use of Linda Schactler's time and her charges – Dr. Soltz
The group discussed strategies for using Linda Schactle's time more appropriately. They agreed that the majority of her time should be used for legislative and high demand proposal writing. Dr. Street added that once the History Book Project is complete, Jennifer Collier-Jennings would be another option if divisions need a good writer.

8. Celebration topics – Dr. McIntyre
Celebrations for the February Board of Trustees meeting will be discussed next week.

9. Planning for City Council Meeting at CWU
Dr. McIntyre reminded Cabinet members that they need should be thinking about topics to discuss with the Ellensburg City Council members when they meet on campus this spring.

V. Information Items

1. Decision on Ellensburg School District Bond Issue
Dr. McIntyre distributed this article as an informational item only.

2. Big Bend Community College Cellarbration
Dr. McIntyre explained that she is unable to attend the fundraising event at Big Bend Community College. The vice presidents were asked to let the President's Office know if someone wants to attend in Dr. McIntyre's place. The event is May 19, 2007.

VII. At 11:30 a.m.: Ann Anderson (phone call) regarding legislative update

Ann Anderson joined the group by phone to give an update on legislative issues for the week. She reported that there are several new legislators on committees. Many bills will be coming up the next few weeks. Ms. Anderson will be adding our own high demand bar chart to the back of the Fast Fact sheets that she distributes at meetings. This should clear up any confusion regarding the numbers that the HECB is reporting. Dr. McIntyre added that the presidents had a good meeting with the Governor yesterday. Higher Education Day in Olympia is Tuesday, February 20. Ms. Anderson added that Dr. McIntyre will be meeting with legislators all day on Monday, February 19 as well.
