8:30 a.m. – President’s Office
Present: Jerilyn McIntyre, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street, Wayne Quirk
I. Discussion Items
1. Fund Raising and Use of University Facilities – Dr. McIntyre
Dr. McIntyre explained that Margaret Smith responded to questions that came up regarding fund raising and the use of university facilities for these types of events. The group reviewed and discussed the document. Dr. Street suggested that Cabinet members recommend possible scenarios and invite Ms. Smith to a future Cabinet meeting to discuss these scenarios. Ms. Dawson will arrange to have Ms. Smith at Cabinet on January 31.
2. University property – Dr. McIntyre
Dr. McIntyre summarized a recent meeting she had regarding the university’s land bank.
3. Federal Legislative update – Dr. Street
Dr. Street gave an update on federal legislative staff changes. Tim Peckinpaugh will be here, January 26 to discuss how to go forward with our wine program. He will also meet with folks to discuss alternative energy and childcare. Dr. McIntyre will be out of town on January 26, but will meet with Mr. Peckinpaugh in Seattle on January 25.
4. Summer Institutes of Higher Education applications
The group discussed the applications that have been received for participation in Summer Institutes of Higher Education. They agreed to send Margaret Badgley to the Harvard Management Development Program this summer. Dr. McIntyre will split the cost of this training with the Provost. The Bryn Mawr applications will be reviewed January 24. Dr. McIntyre asked for more details regarding this program before a decision is made. Ms. Dawson will follow up on details and bring the information back to the group January 24.
5. Summer Session Budget memo – Dr. Quirk
Dr. Quirk distributed the Summer Session 2007 Budget Proposal for review and discussion. The budget proposal is being presented for consideration at an open meeting to be held by the university Budget Advisory Committee at 11:00 a.m. on January 17 in Barge 412 on the main campus in Ellensburg.
6. Economic Impact Study
Dr. McIntyre explained that our comments are due back to the consultant today. The group reviewed and discussed the draft document. Dr. Street will forward feedback to Judy Miller, so she can submit it to the consult later today. A conference call with the consultant will be arranged soon.

III. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Quirk reported for Dr. Soltz. Central’s Distinguished Thesis Award winner, Walter Szegliga, of the Department of Geology, won the Western Association of Graduate Schools (WAGS) thesis competition. The 2006-2007 award consists of a certificate of award, $1000 to the recipient, and travel expenses for the student and the student's adviser to receive the award at the annual meeting of the Association hosted by Oregon State University at the Hilton Portland & Executive Tower in Portland, Oregon on March 15-17, 2007. Dr. Quirk is chairing a committee that has been charged with reviewing merit process. They have a document drafted that will go to the union and the Provost soon. The budget advisory committee will consider the Summer Session 2007 budget proposal in an open meeting on January 17 at 11:00 a.m. The interviews for the CWU Head Football Coach begin today.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos added that she is excited to meet the football coach candidates. She thanked Dr. Quirk and the search committee for including her in the interviews. We are up 152 here on campus and up 10 FTE at Centers from this time last year. As of today, total FTE on campus and at the Centers is 9205. Total headcount is at 10,077, which is up 268 from this time last year. University housing occupancy is high. Chris Hull, Manager of KCWU Radio is taking a leave of absence next quarter and taking his family to Mississippi to work. Dr. Tullos commended him on this decision. John Drinkwater will be making a national presentation on the Student Union and Recreation Center building. Several searches in Student Affairs and Enrollment Management are underway. Financial Aid will be distributing $25 million in aid this quarter.
Vice President for University Relations:
Dr. Baker reported that two graduate fellowships will be transferred over to Business and Financial Affairs tomorrow. The annual Rotary auction is coming up, March 10. Dr. Baker asked if Cabinet members wanted to donate something for the auction. Cabinet agreed to donate an item for the auction. Dr. Baker will follow up with our Chamber representative (Ann Anderson) and let her know. The Foundation Board meets January 26. Dr. McIntyre will host alumni and development events in Phoenix and Tucson at the end of the month. Dr. Baker will meet with the newest Foundation Board member, Jack Curtwright, next week.
Vice President for Business & Financial Affairs:
Mr. Corona gave an update on the Housing Master Plan. Cabinet members will have a presentation of the plan at an upcoming meeting in January. The Housing Master Plan will be discussed at the Board of Trustees’ committee of the whole meeting in March. The South Neighborhood Study group meets today. They should have information back to Cabinet soon. The Budget Advisory Committee meets next week, January 17 at 11:00 a.m. Dining Services is doing very well this year. Mr. Corona will be traveling to Olympia next week to testify in front of the House Capital Budget committee.
Executive Assistant for Policy and Planning:
Dr. Street reported that an ad has been running in the Daily Record and the Yakima Herald-Republic for applications for the writer’s pool. The Hall of Fame banquet has been scheduled for Saturday, May 5. Dave Soltz and Margaret Badgley are at CWU Lynnwood today meeting with Jay Inslee’s staffer. Dr. Street will be meeting with Kent Johnson at Morningside Academy on Friday to start on their new book.
President:
Dr. McIntyre reported that an issue came up as a result of the HECB report on gender equity. Nancy Howard and Shery Forrest are researching the issue.
IV. At 11:30 a.m.
1. Ann Anderson (phone call) regarding legislative update
Ms. Anderson joined the group by phone to give an update on legislative issues. Next week’s legislative schedule was reviewed and discussed. Mr. Corona will be attending the House Capital Budget meeting on Tuesday, January 16 and Dr. McIntyre will be attending the Senate Higher Education Committee meeting on Wednesday, January 17. The six regional universities will be presenting on institutional priorities. Ms. Anderson reported that the students have done a fabulous job talking with legislators regarding tuition waivers.
