I. Action Items
1. Approval of PAC Minutes from 2/7/07
Motion to approve the PAC minutes from 2/7/07 as presented by Mr. Berry. Seconded by Dr. Bowers. No further discussion. Motion carried.
II. Discussion Items
Professional Leave & Retraining Committee and Academic Assessment Committee
Dr. Soltz explained that the professional leave and retraining committee no longer exists due to the faculty collective bargaining agreement, so it needs to be deleted from the university standing committee list. Per the Faculty CBA this group is now called the sabbatical leave committee, but is no longer considered a standing committee. Motion to remove the professional leave and retraining committee from the university standing committee list by Dr. Street. Seconded by Dr. Bowers. No further discussion. Motion carried. Dr. Soltz added that the academic assessment committee is being revised. He will bring the draft revision back on March 7.
III. For the Good of the Order
Teri Olin, Public Relations & Marketing:
Ms. Olin reported for Dr. Watson. Public relations and marketing is working on a potential story with ABC News. Additional information regarding this item will be available soon.
Shelly Johnson, Director, Budget Planning:
Ms. Johnson reported that the budget office continues to work on fiscal notes. Shirley Sadler has been hired as a half time fiscal technician III for budget.
Judy Miller, Board Secretary:
Ms. Miller reminded the group that the next Board of Trustees meeting is March 2 at CWU-Wenatchee. The 1:30 p.m. meeting will be connected by distance education to Barge 412 for folks who don’t want to travel.
Rebecca Bowers, Dean, College of Education & Professional Studies:
Dr. Bowers reported that the deans turned over the draft assessment instrument for department chairs to the Provost. Tes Mehring, the team leader for the NCATE accreditation visit, will be in Ellensburg March 12-13, 2007 for a pre-visit.
Karen Blair, Chair, ADCO:
No report.
Jeffrey Dippmann, Chair, Faculty Senate:
Dr. Dippmann reported that the senate academic affairs committee is working on a flowchart for curricular items. They are also creating an ad hoc committee to look at block scheduling. The distinguished professor awards committee is finalized.
Sherer Holter, AVP for Human Resources:
Ms. Holter reminded the group that the training needs survey is now on line.
Leslie Webb, Chair, Diversity Council:
Ms. Webb reported that the State of Diversity Address will be May 14 from 1:00-3:00 p.m. in the Student Union Ballroom. Several of the diversity council commissions are changing their titles. There will be an announcement distributed to campus soon. CWU's celebration of Black History Month concludes on Wednesday, February 28, with One People, One Love, a student-led march for equity and diversity at noon. There will also be a keynote lecture by Bakari Kitwana, nationally recognized author on youth culture and Hip Hop politics, at 7:00 p.m. in the Student Union Theatre. The college republicans are working to bring Ted Nugent to campus. As part of CWU's Native American Awareness, Indian Country will feature the event "Common Threads: Uncommon Stories/A Celebration of Tribal Women from Washington State" on March 8 at 7:00 p.m. in the Student Union Ballroom. Ms. Webb reported some issues that have come up regarding the "news story" button on the CWU homepage. Ms. Olin will follow up with Becky Watson on the issues.
Jadon Berry, ASCWU BOD President:
Mr. Berry reported that Showtime at McConnell last Friday was a great event. Many of the BOD officers have been spending a lot of time in Olympia. They attended Higher Education day yesterday and meet the Governor. Discussions with legislators and staff have been good.
IV. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that academic affairs council discussed the possibility of a student media charter yesterday. An oversight board of this type is typical at most universities. The proposal will come to PAC later this year. The Higher Education Coordinating Board (HECB) meets tomorrow. Spheres of Distinction proposals are due to the vice presidents by February 28. The Kennedy Center American College Theatre Festival is on campus this week. There are productions every day/evening.
2. Vice President for Business & Financial Affairs
Mr. Corona reminded the group that the annual Mardi gras dinner is tomorrow evening.
3. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that we are up 666 freshmen applications from this time last year. Parent's weekend will be on Mother's Day weekend this year.
4. Vice President for University Relations
Dr. Baker reported that Higher Education Day was a tremendous success. The Alumni trip to Ireland is sold out.
5. Executive Assistant
The Native American Indian Advisory Council meets March 8. The resource directory will be rolled out to the entire campus soon. Issues regarding outside employment will come back to PAC on March 7. The next Performing Arts event, Stravinsky's Psalms and Stories, is this Sunday at 4:00 p.m. in the Music Building Concert Hall. Ailey II is March 6 at 7:00 p.m. in McConnell Auditorium.

Motion to approve the Cabinet minutes from 1/24/07, 1/31/07, and 2/7/07 as presented by Dr. Baker. Seconded by Mr. Corona. No further discussion. Motion carried.
II. Discussion Items
Board of Trustees meeting agenda March 2, 2007 - Judy Miller
Ms. Miller joined the group to discuss the March 2, 2007 Board of Trustees meeting agenda.
2. Driving arrangements for Cabinet members to Board of Trustees meeting in Wenatchee
Cabinet members will send Ms. Miller a list of attendees for the meeting, so she can arrange for lunch and parking. Cabinet members will carpool to Wenatchee and leave at 8:30 a.m. on March 2.
3. AASCU Public Policy Agenda
Dr. Street explained that the vice presidents will need to provide talking points for Dr. McIntyre's meetings with federal legislators while in Washington, DC. The group reviewed and discussed the possible talking points. Each of the vice presidents will forward their bullet points to Dr. Street.
4. Faculty list for Federal Legislative consultant
Dr. Soltz explained that Wayne Quirk is working on this list and will have it to Dr. Street soon.
5. Honorary Degrees
The group discussed the possibility of an honorary degree recipient for this year. Dr. Street and Ms. Miller will follow up with Dr. McIntyre on the suggestion.
III. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that the recent enrollment summit went very well. Another one has been scheduled for spring quarter.
Vice President for University Relations:
Dr. Baker reported that Governor Gregoire has agreed to be this year's commencement speaker at the Ellensburg campus. The development priorities committee met recently and will be forwarding several naming opportunities to Dr. McIntyre soon.
Vice President for Student Affairs & Enrollment Management:
Dr. Tullos gave an update on the enrollment numbers. The Center for Excellence and Leadership's Evening of Recognition is May 15. Parent's weekend is Mother's Day weekend. The Spring Open House/Recruiting Day is April 14.
Vice President for Business & Financial Affairs:
Mr. Corona distributed copies of the CWU Financial Reports for review. The exit interview with the state auditors is coming up at the end of the month. Steve Rittereiser is currently attending the 28th Annual National Conference on Law and Higher Education. He will make a joint presentation with Dolores Stafford, Chief of Police, The George Washington University, on "Community Policing, Crime Prevention and Comprehensive Training Programs: Key Ingredients to Reducing Risk in Campus Public Safety." A brief report on the Comprehensive Housing Master plan will be given at the Board of Trustees meeting in March.
Executive Assistant for Policy & Planning:

Progress reports will be on Cabinet agenda 2/28/07 when there is more time for discussion.
V. At 11:30 a.m.: Ann Anderson (phone call) - Legislative Update
There was no need for a legislative update this week. Ms. Anderson was able to update Dr. McIntyre on issues while Dr. McIntyre was in Olympia for meetings with legislators and for Higher Ed Day.
