President´s Cabinet

Wednesday, December 12, 2007
8:30 a.m. - Barge 314 (President´s Office)

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street

Guests: Shelly Johnson, Bill Vertrees

I. At 8:30 a.m.: Bill Vertrees & Shelly Johnson update on Capital list

Mr. Vertrees distributed several documents for Cabinet members to review and discuss. Those documents included: the 10-Year Capital Plan in priority order, the Council of Presidents´ Combined Capital Facilities Priority List, the Minor Works list in priority order, and the capital requests for 2009-2011 that were submitted as a result of Dr. McIntyre´s "call for proposals." Mr. Vertrees explained that the vice presidents have prioritized these requests.

II. At 9:00 a.m.: Shelly Johnson regarding Initiative 960 fees

Mr. Corona explained that Initiative 960 took effect on December 6, 2007 and requires that new and increased fees receive legislative approval prior to implementation. It also requires ten-year cost projections for fee proposals and makes provisions for certain notification procedures. OFM required that a letter including any proposals for new or increased fees be submitted to them by December 10. However, since our Board of Trustees just met December 7, Ms. Johnson requested an extension for our submittal.

III. Action Items

1. Approval of Cabinet Minutes from November 28, 2007
Motion to approve the Cabinet Minutes from November 28, 2007 as presented by Dr. Baker. Seconded by Mr. Corona. No further discussion. Motion carried.

IV. Discussion Items

1. Harvard & HERS (Bryn Mawr) applications
The group reviewed and discussed the applications that have been received to date.

V. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that Academic Affairs Council met yesterday. He is currently wrapping up several things. He attended his last chairs lunch yesterday. NWCCU accreditation is progressing. Connie Lambert and Jim DePaepe are currently conducting an assessment on live text compliance. Dr. Soltz will be reviewing retention files the next few weeks. The Interim Dean of the College of the Sciences will be announced later today.

Vice President for Student Affairs and Enrollment Management:
Dr. Tullos reported that Student Affairs and Enrollment Management staff are still contacting returning students who have not pre-registered for winter quarter yet. The Stamats presentation with Bob Severe will be January 22-23. Once the exact schedule is nailed down, Dr. Tullos will notify Cabinet members. The University Marketing Committee is being resurrected, so please send names of your division representatives to Dr. Tullos as soon as possible.

Vice President for University Relations:
Dr. Baker reported that we are on target to exceed our campaign goal. The Alumni membership campaign is going well. The President´s Report has been distributed. Bill Grinstein, Chair of the Higher Education Coordinating Board (HECB), will be the Westside commencement speaker.

Vice President for Business and Financial Affairs:
Mr. Corona reported that the Moody´s Bond Rating Service evaluation committee is currently evaluating CWU. We should have their report back to us tomorrow and then we have 24 hours to respond. ITS will be reducing the number of trunk lines on campus. With that savings, they will be replacing all old phones for individuals/departments for free. Mr. Corona distributed Governor Gregoire´s Campus Safety announcement for review and discussion.

Chief Planning Officer:
Dr. Street reported that Linda Schactler has prepared a two-page document summarizing how we´ve been complying with PESB and NCATE requests. This document will be made available to legislators. NWCCU accreditation is moving along. Dr. Street attended the P-20 Education committee meeting yesterday. The Homecoming Debriefing and Assessment committees both meet next week.

President:
Dr. McIntyre reported that the deadline for the accountability report on the spheres of distinction has been moved to January 31, 2008. Dr. McIntyre reminded folks to vote on next year´s holiday card.

VI. Progress Reports

1. Accreditation - Dr. Street reported that NWCCU accreditation is moving along. Problems with the department self-study template are currently being worked through. Dr. Soltz reported that Dr. Pellett will give an update on all of the upcoming accreditations at Cabinet on January 9.

2. Enrollment Planning - Dr. Tullos reported that Student Affairs and Enrollment Management folks are continuing to call students who have not pre-registered for winter. They are also working on issues with the Western Undergraduate Exchange (WUE) for next year.

3. PeopleSoft Registration System - Mr. Corona reported that he will be getting a report from ITS regarding these issues later today. He will report back next time.

4. Academic Advising - Dr. Street will work with Tracy Pellett and Scott Carlton to convene a group to work on advising issues.
