President´s Cabinet

Wednesday, August 29, 2007
8:30 a.m. - Barge 314 (President´s Office)

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Paul Baker, Libby Street, Keith Champagne

Guests: Ann Anderson, John Swiney

I. Approval of Cabinet minutes from 8.22.07

Motion to approve the Cabinet minutes from 8.22.07 as presented by Mr. Corona. Seconded by Dr. Soltz. No further discussion. Motion carried.

II. Discussion Items

1. At 10:30 a.m. Supplemental Budget - Ann Anderson
The current list of items were reviewed and discussed. The group decided not to pursue additional tuition waiver money, but will go forward with the request for the police bargaining union contract and the fire contract with the City of Ellensburg. COP coordinated items that will be pursued include: the technical correction for the non-represented employee salary increase, faculty CBA money, and emergency management funding.

2. Friday Fest - Dr. Soltz
Dr. Soltz explained that Academic Affairs plans to continue holding the Friday Fests. There will be six gatherings in all with the first one to be hosted by Cabinet members some time in October. The following Friday Fests will be hosted by each of the Colleges and the Office of the Provost. Attendees will continue to make a $5 donation to the fund and will be given two drink tickets at each event.

3. Head Start Proposal - Dr. Street
Dr. Street explained that in May of 2007, she, Rich Corona, Katrina Whitney, Bill Vertrees, and Jan Bowers met with Kittitas County Head Start/ECEAP director Charles Hill and child development manager Andy Januskiewicz to begin discussion to determine the feasibility of locating a Head Start facility on the CWU campus, perhaps as a shared facility with CWU´s early learning programs. A rationale and proposal were distributed for review and discussion. Dr. Street added that the group hopes to bring this item to the Board of Trustees for discussion in October.

4. Resource Directory - Dr. Street
Dr. Street asked if she could attend academic affairs council early fall quarter to discuss the resource directory. Dr. Soltz agreed that it was a good idea to remind folks to enter their data into the system.

5. Climate Commitment/Carbon Neutrality Proposal - Dr. Soltz & Mr. Corona
A proposal for a CWU Interdisciplinary Carbon Reduction and Energy Studies Initiative was distributed for review and discussion. Mr. Corona commended Karen Bicchieri for her work on the proposal. Dr. Street described the scope of work, project team, project schedule, and project budget. The goal is to have a plan of action in place by summer 2008. Dr. McIntyre stated that the proposal was very good. She added that she will review the document and respond to the task force soon.

6. Committee Reports reminder - Dr. McIntyre
Dr. McIntyre reminded Cabinet members of the process for year-end committee reports. A matrix showing what´s been received so far was distributed for review.

7. One Book/One Campus Film Series - Dr. McIntyre
Dr. McIntyre suggested a film series be developed to coincide with the One Book, One Campus project. Dr. Soltz will pass the information on to the OBOC implementation committee.

8. FTE & Headcount Explanations - Mr. Swiney
Mr. Swiney reported that he and Mark Lundgren did a preliminary analysis of fall 2007 and annualized projections. He summarized FTE and headcount numbers and the group reviewed and discussed the data. Dr. McIntyre suggested that Mr. Swiney update Cabinet members regularly on enrollment numbers.

III. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that Academic Affairs had a retreat on Monday. The focus of the retreat was to discuss the academic affairs strategic action plan. Planning for Fall Faculty Day (September 17) is underway. The searches for the General Education Program Coordinator and the Center for the Teacher Scholar Director are moving forward.

Vice President for Business & Financial Affairs:
Mr. Corona reported that a group will meet this Friday to develop a communication plan for the demolition of Courson and Muzzall Halls. A retirement reception for Gloria Wilson is today at 2:00 p.m. at the Wildcat Shop. Housing is still looking for volunteers for "Movers and Shakers" on Friday, September 14. Mr. Corona reminded the group that exempt position descriptions must be updated and entered into PeopleAdmin by October 31. The annual benefits fair is November 15. An additional health plan will be available this year, so Mr. Corona encouraged folks to attend. ITS is currently testing a subscription email system. A report will come back to the group soon. Vice President for Student Affairs and Enrollment Management:
Mr. Champagne reported for Dr. Tullos. Student Affairs and Enrollment Management will hold a division wide retreat on Thursday, Sept 13. Departments are working on planning and participating in new faculty orientation as well. Housing is gearing up for the opening of the residence halls.

Vice President for University Relations:
Dr. Baker reported that the annual Rodeo Brunch is this Friday, August 31. The Dave Rawlinson Band will provide music at the brunch. Plans for the "Transforming Lives" Campaign Gala are moving along. The event will be held in the SURC Ballroom on October 5. This year we have five home football games, so Dr. Baker is working on invites to join Dr. McIntyre in the press box during the games. The hospitality tent has been moved to the south end of the field. Dr. Watson is working with the Daily Record to feature CWU's Economic Impact Study in some way.

Chief Planning Officer:
Dr. Street reported that most of her time has been spent working on the History Book project these past few weeks. The Performing Arts and Presidential Speaker Series committee is working on the line up for 2008-09. The theme for next year's series is "A Life in Balance." Dr. Street will be chairing the Standard One committee (Planning and Effectiveness) for the NWCCU accreditation process.

President:
Dr. McIntyre reported that the COP group is currently discussing the Gardner-Evans reauthorization issues with the presidents of the state community and technical colleges. They have directed staff from both sectors to establish a work group to draft a reauthorization legislation and develop a strategy to promote it in the next legislative session. A proposal and strategy are due back to the group in early October.

IV. Progress Reports

1. NWCCU Accreditation
Dr. Street reported that the executive committee met on Monday. A self-study template for academic departments will be circulated soon. They are moving ahead in the process.

2. Campaign
Dr. Baker gave an update on the Transforming Lives Campaign. He and his development team are confident with the projected goals.

Dr. McIntyre asked that committee reports and FTE/Headcount numbers be added to progress reports on "Cabinet only" days. She added that it would be good to have an emergency planning update soon.
