I. Action Items
1. Approval of PAC Minutes from 3.7.07
Motion to approve the PAC Minutes from 3.7.07 as presented by Mr. Corona. Seconded by Dr. Baker. No further discussion. Motion carried.
II. For the Good of the Order
Karen Blair, Chair, ADCO:
Dr. Blair reported that ADCO met Monday. The Provost attended the meeting and offered to meet with the group once a month to discuss issues. His offer was well received. Department chairs are currently reviewing catalog copy. The proofreading deadline is this Friday, April 6.
Rebecca Bowers, Dean, College of Arts & Humanities:
Dr. Bowers commended the latest publication of Central Connections. The story featuring CWU's Department of Aviation was great. The College of Business spring quarter Business-to-Business breakfast is April 26. If you are interested in attending, please see the on line registration on the COB web page. Terry Martin’s book of poems, "The Secret Language of Women," is on the national book of poetry registry for the sixth consecutive week. The first CWU art alumni exhibition, titled "CWU Alumni Exhibition: Crossroads and Connections" opens this Friday. John Lundeen and Makayla Lee were named among the national finalists in the National Broadcasting Society's 44th Annual Student Audio and Video Production Company. We are four weeks away from the NCATE visit and everything looks good.
Judy Miller, Board Secretary:
Ms. Miller reported that agenda items for the May 4 Board of Trustees meeting are due to her by April 19. Ms. Miller also brought up the issue of SPAM email. She indicated that the amount of SPAM email has significantly increased. Mr. Corona reported that ITS is working on tightening the filtering system.
Becky Watson, Director, Public Relations & Marketing:

David Heath, Chair, Employee Council:
Mr. Heath reported that he is filling in as Interim Chair of Employee Council until August 2007. The employee of the year process is underway. The committee is currently soliciting input from campus.
Katie Underwood, ASCWU BOD Vice President for Academic Affairs:
Ms. Underwood reported for Jadon Berry. Jadon Berry, Jeff Rosenberry, and Tony Aronica are attending the NASPA conference this week. Filing for the ASCWU BOD elections closes at 4:00 p.m. today. The primaries will be held April 19 and general elections will be May 3. The group is also working on nominations for the student trustee position.
Jeffrey Dippmann, Chair, Faculty Senate:
Dr. Dippmann reported that several curriculum changes, as well as, a wait list policy were approved at the last Senate meeting. Bobbie Cummings has accepted the nomination for this year's CASE Professor of the Year Awards. Matt Manweller is chair elect for next year. Cathy Bertleson will chair the general education review committee. The ad hoc committee on scheduling has been finalized and will begin to meet soon.

Nancy Howard, Director, Office for Equal Opportunity:
Ms. Howard distributed the new OEO & Diversity Education Center folder. These folders will be used in recruitment of employees and to promote diversity initiatives and activities occurring on campus. The provost and the vice president for business and financial affairs contributed to the printing costs of these folders.
Sherer Holter, AVP for Human Resources:
Ms. Holter reported that the HR/SAEM upgrade is moving along well. They are still on track to go live in October 2007. Michael Horne will announce the training curriculum soon.
Angela Beaudry, Director, Labor Relations & Strategic Planning:

III. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that the on line catalog is currently available for review. Academic Affairs continues to spend a majority of time on issues related to the faculty collective bargaining agreement. Promotion and tenure reviews are approaching completion. The deans are reviewing the files now and will forward them to the provost by the end of month. A new cycle of program review will be starting soon. The faculty senate bi-annual review of academic administrators will begin on Monday.
2. Vice President for Business & Financial Affairs
Mr. Corona reported that the state budget is in conference committee now. It is very favorable to higher education. The capital budget looks good for CWU as well. The campus is now completely wireless. The project was completed over spring break. The tree plan project is underway and the way finding/sign plan has been reviewed by Cabinet. The budget advisory committee will meet Tuesday, April 17 at 3:00 p.m. A SEPA hearing regarding the deconstruction of Courson and Muzzall Halls was recently conducted. It went very well.
3. Vice President for Student Affairs & Enrollment Management
Mr. Baker reported for Dr. Tullos. Dr. Tullos is attending the NASPA conference this week. The retention group met yesterday and it went very well. The search committee for the AVP for Enrollment Management is currently conducting phone interviews. The Student Affairs and Enrollment Management graduate program has approximately 12 students interested in the program.
4. Vice President for University Relations
Dr. Baker reported that the CWU Alumni Art Exhibition: Crossroads and Connections opens this Friday. The new alumni newsletter, "Central Alumni" was distributed. This new publication will come out twice a year. Seats are still available for tonight's John-Michel Cousteau lecture.
5. Executive Assistant
Dr. Street also reminded the group about the John-Michel Cousteau lecture. The lecture is tonight at 7:30 p.m. in the Student Union Ballroom. Twelve names were recently added to the CWU Writers Pool. Dr. Street reminded the group that this list is available for university personnel who may be looking to contract with someone to do some writing for their department. The alumni tracking group is meeting with each of the deans’ councils to get feedback. They hope to report back to this group soon.
6. President
Dr. McIntyre asked how the One Book, One Campus project was coming along? Dr. Soltz reported that he will be meeting with the committee soon, so will have more information soon. Next year's Performing Arts and Presidential Speaker Series will be announced at the Bobby McFerrin concert on April 30. The theme for the 2008-09 Presidential Speaker Series is "A Life in Balance." Dr. McIntyre met with congressional leaders in Washington, DC recently. Discussions focused on CWU's World Wine Program and our support of Headstart's Child and Family Learning Center. Dr. McIntyre commended the students who represented CWU in Washington, DC. They have done an excellent job lobbying for CWU. She added that the state budgets look good for higher education. Dr. McIntyre attended the TRIO Achiever luncheon last weekend. The stories told by many of those students were very compelling.

I. At 10:30 a.m. (for 15 minutes): Sherer Holter and Angela Beaudry regarding Exempt Compensation Plans
Ms. Holter explained that since meeting with Cabinet approximately a month ago, Human Resources has held several forums to present the exempt employee compensation plan proposal to the university community. Ms. Beaudry then explained some of the areas that need further consideration: budget impact, additional compensation tools, and equity measures. She explained that the next step in the process is to select the tool. The proposal will come to PAC in May. The new process won’t actually start until next year.

1. 2007-08 Catalog updates – University Personnel list
Dr. Street asked Cabinet members to review their section of the university personnel list and send updates to Ms. Dawson. Changes need to be forwarded to Ginger Linnell by April 6, so please submit changes to Ms. Dawson by April 5.
2. Ann Daley visit - June 5, 2007
Dr. McIntyre announced that Ann Daley, Executive Director of the Higher Education Coordinating Board (HECB), will visit campus June 5, 2007. The group discussed a possible agenda for the visit: meet with Cabinet, data/policy issues (Mark Lundgren & Shelly Johnson), and a tour of campus.

V. Executive Reports
Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that last week's faculty collective bargaining went very well. The contract reopens in June. The Faculty Senate review of academic administrators is coming up. The provost will meet with the One Book, One Campus project committee and announce next year's book soon. Dr. Soltz suggested moving the Spheres of Distinction proposal deadlines to mid-April next year. The group will discuss this issue at their spring retreat on April 16.
Vice President for University Relations:
Dr. Baker attended the Zone Conference for Kiwanis this past weekend. The lecture by General James N. Mattis went very well. The distinguished professorships awarded by COP and HECB are moving forward.
Vice President for Student Affairs & Enrollment Management:
Nothing further to report. See report from PAC.
Vice President for Business & Financial Affairs:
Mr. Corona distributed several samples of the CWU Connection Card. They are trying to make the look of the card more modern. Cabinet members suggested issuing two types of cards: one for students and one for faculty and staff. Mr. Corona has been working with the economic impact study consultant to tweak some of the information in the report. Kevin Kimball has convened a group to work on issues with requisitions and budget approvals. He will report back on these issues in a couple of weeks.
Executive Assistant for Policy & Planning:
Dr. Street reported that she is working with Bill Vertrees regarding issues with the President's Climate Control. A group will meet next week to discuss CWU's timeline. Dr. Street will work with Shelly Johnson to draft budget scenarios to discuss at Cabinet next week.
President:
Dr. McIntyre reported that the Council of Presidents has drafted a letter to members of the Conference Committee thanking them and their staff for the hard work and attention put in to the operating budget priorities. The President's Address to Classified Staff is Monday, April 9 at 10:30 a.m. and 2:30 p.m. Dr. McIntyre encouraged the vice presidents to attend both sessions if possible.

VII. At 11:30 a.m.: Ann Anderson (phone call) - Legislative Update & Rob McKenna Visit (May 30)
Ms. Anderson joined the group to give a legislative update for the week. Basically, we are in a holding pattern until budget negotiations are complete. Attorney General Rob McKenna will be visiting CWU on May 30. The group discussed the agenda for his visit: he speaks to Rotary at noon, meets with Dr. McIntyre at 2:00 p.m., and meets with Cabinet members at 3:00 p.m. Dr. Soltz suggested Matt Manweller's Constitutional Law class as a class for him to visit if he has time that morning. Dr. Soltz will follow up on the time of the class.
