President´s Cabinet

Wednesday, April 11, 2007
8:30 a.m. - Barge 412

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker, Libby Street

Guests: Richard DeShields, Ed Day, Pat Stanton, Steve Rittereiser, Johnson Drinkwater, Pam Zupan, Judy Miller, Meghan Miller, Staci Sleigh-Layman, Leslie Webb, Sherer Holter, Nancy Howard

I. At 8:30 a.m. (for 30 minutes)

1. Richard DeShields, Ed Day, Pat Stanton, Steve Rittereiser, and John Drinkwater regarding an update on the Housing Master Plan Financials
Mr. DeShields began by giving a brief summary/outline of the proposed plan. The plan is a 12-year plan that should sustain the housing situation on campus for many years. The intent was to create a comprehensive plan that assists with the long-term goals of university housing. The plan is a guide that includes a review by Cabinet and the Board of Trustees at each step. Mr. DeShields then explained that the housing advisory board has met with students and received feedback from them throughout this entire process. Students indicate that they are comfortable with an 8% increase and don´t feel that it´s too unbearable. The projected room and board rates were reviewed and discussed. The plan proposes two new residence halls funded with bonds and three major renovations funded from reserves. The next steps in the process are to meet with key members of the Board of Trustees prior to the May meeting, to present the plan at the Board of Trustees´ meeting in May and receive design consent, to continue reviewing bonding capacity and debt within the university, and to advertise for design proposals and receive completed program study.

II. At 9:00 a.m. (for 30 minutes)

1. Pam Zupan, Judy Miller, Meghan Miller, Staci Sleigh-Layman, and Leslie Webb regarding Workforce Diversity Issues
Dean Miller introduced the issues that the task force was charged to address. She added that the affirmative action plan guided their discussions. This plan is revisited each year, so it is a great tool for guiding searches. The task force revised the scope of search policy (Part 2-2.55) and renamed it "recruitment and hiring." They tried to eliminate anything that was procedural and out dated. The new policy will come to President´s Advisory Council after Cabinet has had more time to review and discuss the policy as a group.

III. Action Items

1. Approval of Cabinet minutes from 3/28/07
Motion to approve the cabinet minutes from 3/28/07 as presented by Mr. Corona. Seconded by Dr. Tullos. No further discussion. Motion carried.

IV. Discussion Items

1. Economic Impact Study update
Dr. Street reported on the progress of the economic impact study flyer. Language is still being tweaked. A draft will be available soon for cabinet members to review. The document will then be sent to Graphics for design.

2. Climate Commitment update
Dr. McIntyre reported that the President´s Climate Commitment Summit in June has been designated as a president or chancellor only meeting. She will be unable to attend the summit, so asked how we are coming along on our institutional commitment. Dr. Street reported that the ad hoc committee will be meeting soon to discuss the issues.

3. Veterans story
Dr. McIntyre distributed a story from the Yakima Herald-Republic regarding the Veteran´s Tuition Bill as an informational item. Dr. Tullos will follow up with Agnes Canedo on the issues.

4. Policies Manual update - Dr. Street
Dr. Street reminded cabinet members to forward their policies manual revisions to the President´s office as soon as possible. Kristy Magdlin will be revising the manual over the summer, so would like updated information by the end of June.

V. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that the National Association of Concurrent Enrollment Programs has nominated CWU´s Cornerstone Program for accreditation. Approval will be forthcoming.

Vice President for University Relations:
Dr. Baker reported that Sunday, April 15, is a busy day. There will be an Alumni Association Board meeting, a Building Bridges Scholarship luncheon, and the John Moawad Jazz Scholarship Concert. An alumni event has been scheduled in Washington, DC on April 26.

Vice President for SAEM:
Dr. Tullos reported that Saturday, April 14, is the Admissions Open House. Enrollment numbers looks good. Twenty-five million in financial aid was disbursed this week.

Vice President for BFA:
Mr. Corona reported that there will be a meeting on April 20 at 2:00 p.m. to go over the housing master plan financials again prior to the May Board of Trustees´ meeting.

Chief Planning Officer:
Dr. Street reported that due to the overwhelming response, Friday´s free concert by the Presidents of the United States of America has been moved to the Student Union Ballroom. Enrollment management will be the focus of the president´s corner in the May issue of the University Bulletin. The executive intern application deadline has been extended to May 1, 2007.

President:
Dr. McIntyre requested that a preliminary report of the Research Foundation be drafted to share with the Board of Trustees prior to the May meeting. Dr. Soltz will follow up with Dr. Quirk on this issue.

VI. At 11:30 a.m.

1. Ann Anderson (phone call) regarding legislative update
Ms. Anderson joined the group by phone to give a weekly update on legislative issues. The tuition waiver bill was transmitted to Governor Gregoire either yesterday or this morning. That means we should know the results on Monday or Tuesday of next week. Ms. Anderson indicated that there is nothing further to report on the operating budget at this time. The capital budget seems to be on track.
