President's Cabinet

8:30 - President's Office

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Libby Street, Keith Champagne, Julie Cloninger

Guests: John Barker, Paul West, Shelly Johnson

I. At 8:30 a.m.: John Barker and Paul West regarding CWU's Tree Plan

Mr. Barker began by giving some background on CWU's tree plan. He added that in the past tree management has been handled through capital projects. Mr. West then reported on the Administrative/Management recommendations. They are suggesting that CWU shift toward pro-active operational tree management, seek funding for campus arborist/tree crew, develop open space and landscape plans, invest more in the trees at the beginning, develop technical resources to assist with decision making, and expand the proactive relationship between the university trees and the community. Mr. West then explained the horticulture/arbor cultural recommendations. They include: converting on-site biomass into mulch and applying to trees regularly, planting the right trees in the right places in the right ways, and using best recommended methods/horticulture practices. The design/planning recommendations include: plant more long-lived, sturdy trees on campus, plant new trees behind existing old elms in anticipation of eventual replacement, and in parking lots, provide wide tree islands and borders that do not conflict with snow removal, security, and operation, expand arboretum and establish accession system, establish large native Kittitas County forest ecosystem area for multiple benefits, and expand windbreak plantings in multiple locations. Mr. Barker then explained the plan for the first phase of the tree plan in the capital projects. Cabinet members thanked Mr. Barker and Mr. West for a very thorough presentation.

II. At 9:00 a.m.: Shelly Johnson by phone

Ms. Johnson joined the group by telephone to clarify questions that Cabinet members had regarding the non-appropriated fund adjustment.

III. Discussion Items

Memo from Victor Moore regarding 2007 Supplemental Budget Requests
The 2007 supplemental budget memo was reviewed and discussed. Ann Anderson will review the suggestions.

Resource Directory - Dr. Street
Dr. Street distributed sample copies of the on-line version of the Resource Directory. She asked Cabinet members to review the document and send suggestions to her as soon as possible. She would like departments/individuals to be able to start entering data into the system soon.

IV Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that the BA in Film and Video Studies is on the HECB agenda this week for approval. He added that Dean Bowers will give an update on NCATE at the Academic Affairs subcommittee of the Board of Trustees next week. Michael Launius will also update the group on International Programs. Implementation of the faculty collective bargaining agreement is going well.

Vice President for Student Affairs and Enrollment Management:
Keith Champagne reported for Dr. Tullos. He didn't have anything to report other than Student Affairs and Enrollment Management is busy dealing with activities surrounding the start of school.

Vice President for University Relations:
Julie Cloninger reported for Dr. Baker. She stated that University Relations is busy planning a number of events. October is a very busy month. There will be a hospitality tent at the home football game on Saturday for Alumni Association and Catbacker members. Local media has been invited to sit in the press box at the football game this Saturday. Battle in Seattle planning continues. Ms. Cloninger added that she is going over to Quest Field on Friday to check out the spaces for the pre-game events and the suites that we have reserved for the game.

Vice President for Business and Financial Affairs:
Mr. Corona reported that all of the dining venues are doing very well. The Board of Trustees approved the union contract yesterday at a special board meeting. Brochures and information on public disclosure and records management were distributed as informational items. If you have questions regarding any of these procedures, contact Toni Burvee in Business Services and Contracts. She is an expert in this area. Training in this area will also be offered through Human Resources. Mr. Corona gave an update on Central Transit. He added that people in the community are very supportive of this program.

Executive Assistant for Policy and Planning:
Dr. Street reported that she, Rich Corona, Bill Vertrees, and Patrick Lewis (President's Office Executive Intern) met recently to discuss alternative fuel issues and how we promote this project. The legislative handouts on operating and capital projects have been finalized.

Administrative Operations Coordinator:
Ms. Dawson reported that the fall quarter Fireside Chat has been scheduled for Monday, November 27, in the SURC Pit at 8:00 p.m.

President:
Dr. McIntyre reminded Cabinet members to transfer their share ($500) to the event fund pool. Contact Judy Miller for more details. The Washington Learns Education Summit is November 13. Various mail items were distributed to Cabinet members to follow up on. Dr. McIntyre asked Judy Miller to join the group to discuss the Board of Trustees agenda. The subcommittee meeting and the regular meeting agendas were reviewed and discussed. Dr. McIntyre noted that all Cabinet members have completed their National Incident Management System (NIMS) training.

Accreditation reports
Dr. Soltz reported that Rebecca Bowers will give an update on NCATE at the Board of Trustees meeting next week.

HECB presentation
The HECB presentation was reviewed and discussed.
