I. At 8:30 a.m.: Carmen Rahm & ITS folks regarding SPAM email issues
Carmen Rahm gave a presentation on spam evaluation and filtering at CWU. Kristi Gladen and Roland Tollefson were also present to answer questions. Mr. Rahm explained that there is no perfect solution that filters all the spam and delivers all the good email. What is a good email to one email recipient may be spam to another. He then went over CWU’s architecture for spam filtering. Before email gets to your inbox, it goes through a series of “tests” to see if it can be considered spam. If it is considered to be spam, it gets labeled with SPAM in the subject line and gets sent on to you to decide if it is indeed spam or a legitimate email. You can also put a rule on your account to send all of these [SPAM] items to your trash or even to another folder (like Junk Mail) for you to look through later on. 1. 1. Approval of PAC Minutes from 8/2/06
Motion to approve the PAC minutes from 8/2/06 as presented by Mr. Corona. Seconded by Dr. Soltz. No further discussion. Motion carried.
III. Discussion Items
1. Wellington’s Wild Fire – Jadon Berry
Mr. Berry explained that Wellington’s Wild Fire will be held November 2 at 4:30 p.m. The ASCWU BOD officers are hoping to have the bonfire in the parking lot on the east side of the Student Union and Recreation Center this year. They have received permission from the City of Ellensburg Fire Marshall, Facilities Management, and the Student Union building. Mr. Corona suggested that Al Nielsen, retired Ellensburg Fire Marshall, also be contacted to give his opinion on this location. He works periodically for Facilities Management and knows the area very well. More research will be done on the area change before the event is moved.
IV. For the Good of the Order
Judy Miller, Board Secretary:
The draft Fine and Decorative Art Policy (Part 2-2.65) was distributed for review and discussion. It will come back next time for final approval. The Student Conduct Code (WAC 106-120) was distributed for approval. The group reviewed the document at the July PAC meeting. Motion to approve the Student Conduct Code as presented by Dr. Street. Seconded by Dr. Tullos. No further discussion. Motion carried. The admissions and registration procedures (WAC 106-160) were distributed for approval. PAC also reviewed these procedures in July. Motion to approve the admissions and registration procedures as presented by Dr. Soltz. Seconded by Mr. Corona. No further discussion. Motion carried. Several other WAC changes were distributed for review and discussion. These included: changes to parking regulations (WAC 106-116), changes to the student records policy (WAC 106-172), changes to Library policies on food/beverages (WAC 106-168), and changes in payment of charges regulations (WAC 106-168-097). These changes will all come back October 4 for final approval. Ms. Miller reminded the divisions to get their procedures manual links to her as soon as possible. Agenda items for the October 6 Board meeting are due tomorrow.
Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that the downtown Welcome Back barbecue went very well. Constitution Day was September 18, 2006. In conjunction with this date, CWU participated in a nationwide voter registration project and also began a yearlong First Amendment Festival. Public Relations and Marketing is partnering more and more with other departments to get stories about CWU on the radar. The Casa Latina article in the Yakima Herald-Republic was very good. Battle in Seattle preparations are underway. Billboards will go up tomorrow and public announcements will be airing soon. Information about the game was also included in new student orientation packets.
Jeffrey Dippmann, Chair:
Dr. Dippmann reported that the Senate Executive committee meets this afternoon. They are finalizing committee appointments and getting the charges out.
Karen Blair, Chair, ADCO:
Dr. Blair reported that the first ADCO meeting is October 2. ITS folks will give a presentation on the WIN WIN project.
Leslie Webb, Chair, Diversity Council:
Ms. Webb reported that the first Diversity Council meeting is October 2. She added that October is a very busy month for the Diversity Education Center. For more information on all of the events, please see: http://www.cwu.edu/~diversity/. The Ellensburg Film Festival schedule was distributed.
Jadon Berry, ASCWU BOD President:
Mr. Berry reported that “Bite of the Burg” was very successful. Many CWU departments participated in the event. Fred Meyer Night was September 19. It was also very successful. Students received 20% off entire purchases. Homecoming activities look great. For more information on Homecoming events, click the “What’s Hot” button on the CWU calendar. The Battle in Seattle is Saturday, October 21. Six hundred cowbells have been purchased for this year’s game. Tomorrow from 5:00-7:00 p.m. the ASCWU BOD is hosting “Business After Hours” with the Ellensburg Chamber of Commerce.
Staci Sleigh-Layman, Chair, Exempt Employee Association:
Ms. Sleigh-Layman reported that the Exempt Employee Association is currently examining its structure. They hope to vote on structural changes by the end of fall quarter.
Meghan Miller, Dean, College of the Sciences:
Dean Miller reported that all of the colleges and many of the academic departments held retreats in September. Work surrounding the implementation of the faculty collective bargaining agreement continues. Fall Faculty Day was a huge success. Attendance was good. New faculty orientation was Tuesday. It was also well attended. All of the deans are working on the funded spheres of distinction proposals. Academic Affairs and Student Affairs and Enrollment Management held an enrollment summit. Conversations have focused on the growth of enrollment and how to handle it.
Sherer Holter, AVP for Human Resources:
Ms. Holter reported that the university has been using the PeopleAdmin system since March. They continue to iron out the bugs, but all in all, the system is working well. Open enrollment for health insurance is coming up soon.
Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that the WIN WIN project is very successful. As of this fall, only 8% of computers in the labs are over 4 years old. They will continue to strive for their goal. An upgrade in the HR segment of PeopleSoft will take place in October 07. ITS is currently working on filing sharing issues. CWU’s information technology security policy and standards recently received compliance in all areas. October is National Cyber Security Awareness month. Mr. Rahm is chairing the university information technology advisory committee this year.
V. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reported that Fall Faculty Day was a big success. Attendance was good. New Faculty Orientation was also very well attended. A department chairs training was held for the first time this year and went well. Academic Affairs spent a majority of their time this summer working on the implementation of the faculty collective bargaining agreement and the Academic Affairs strategic action plan. The action plan was previewed at Fall Faculty Day. The One Book, One campus project website will be updated soon. The Academic Affairs and Student Affairs and Enrollment Management summit will become an annual event.
2. Vice President for Business & Financial Affairs
Mr. Corona reported that another server was added to our system to help with having students back on campus. Operations in the Student Union and Recreation Center are running smoothly. Responses to all of the dining venues offered have been extremely positive.
3. Vice President for Student Affairs & Enrollment Management
The ticket booth in the Student Union and Recreation Center is now open. They are located on the second floor of SURC. Enrollment numbers look good. We are up 307 in FTE and 520 in headcount as of Monday. Wildcat Welcome Weekend went very well.
4. Vice President for University Relations
Ms. Cloninger reported for Dr. Baker. A new module for the University Relations database has been purchased. Ms. Cloninger distributed copies of several of the direct mail pieces that have been mailed recently for the group to review. Approximately 50,000 direct mail pieces will be going out soon.
5. Executive Assistant
Dr. Street reported that she will be meeting with each of the vice president’s councils to help get them started on entering data into the Resource Directory. The Washington Learns report is out on the Washington Learns page. The first event of the Performing Arts and Presidential Speaker series is Gladys Cardiff on Tuesday, October 3. The Seattle Symphony will perform here on October 19.
6. President
Dr. McIntyre reminded the group that when the President’s Office requests information, please submit the information in a timely manner. Dr. McIntyre reported that September is a busy month. She recently returned from China, where she met with senior officials of Anhui University. She attended the Legacy Society lunch yesterday, and next week, she will be presenting at the Higher Education Coordinating Board (HECB) meeting.
