President's Cabinet

Present: Jerilyn McIntyre, Dave Soltz, Rich Corona, Charlotte Tullos, Paul Baker

Guests: Margaret Smith

I. At 8:30 a.m.: Margaret Smith regarding Risk Assessment and Internal Control

1. Ms. Smith began by explaining that OFM requires agencies to perform a risk assessment and internal control survey. She added that enterprise risk assessment is an opportunity for CWU to assess its operations, determine the areas of significant risk, and evaluate what actions minimize the risk and enhance internal controls. Ms. Smith stated that she would like to keep the process as informal as possible. She is asking that managers, unit heads, department chairs, and directors provide feedback to their vice presidents. The vice presidents will submit their reports to Ms. Smith, who will then prepare a report for Dr. McIntyre. Once Dr. McIntyre approves the report, it will be submitted to OFM. It was suggested that Ms. Smith attend each of the division's directors meetings to go over this process with each group. Cabinet members agreed that this would be a very useful exercise. Ms. Dawson will email the administrative assistants and ask them to invite Ms. Smith to one of their division meetings as soon as possible. The OFM deadline is January 31, 2007, so this process must be completed by the end of fall quarter.

II. Action Items

Approval of Cabinet Minutes from 10/11/06
Motion to approve the Cabinet Minutes from 10/11/06 as presented by Dr. Baker. Seconded by Mr. Corona. No further discussion. Motion carried.

III. Discussion Items

1. Battle in Seattle review
The group discussed Battle in Seattle details. Overall, the event went very well. There will be a formal debriefing meeting in a couple of weeks.

2. ACE Gender Equity update
Dr. McIntyre explained that she just returned from the ACE Commission on Women in Higher Education Conference. She added that there was a presentation on gender equity at the meeting that was very helpful. The information was given to Dr. Tullos to review.

2. Legislative message update
Dr. McIntyre explained that Ann Anderson is crafting our legislative message. Once it is finalized, it will be shared with the group.

2. Economic Impact Study request
The group reviewed and discussed the document submitted by the consultant. Assignments were given to each of the Cabinet members to follow up on. Cabinet members agreed to have their assignments done within two weeks.

IV. Executive Reports

Provost/Senior Vice President for Academic Affairs:
Dr. Soltz reported that faculty collective bargaining implementation is taking up a considerable amount of time in Academic Affairs. The college personnel committees have been formed. Dr. Soltz attended the Northwest Academic Forum Executive Committee meeting recently. The HECB meeting is Thursday, October 26, at Yakima Valley Community College. Budget recommendations are on the agenda.

Vice President for Business & Financial Affairs:
Mr. Corona reported that the state auditors are on campus. Departments may be contacted to provide information for their audit. Carmen Rahm is currently working with colleagues on spam email issues. He will report back on this issue soon. Dining Services recently conducted a survey on venues, service, cleanliness, etc. Results were very positive. The data will be compiled into usable charts soon to share with the rest of the group. Mr. Corona met with the Ellensburg Downtown Association recently regarding their proposal to "Save the Downtown." Mr. Corona reminded the group to stop by Shirley Sadler's going away party on October 31, between 1:00-3:00 p.m. in Grupe Center.

Vice President for University Relations:
Dr. Baker reported that the investment and finance committee of the Foundation Board met on Monday. The foundation budget was distributed for review and discussion. Dr. Baker is collecting names for consideration for the Foundation board. The new CWU license plate was selected. Leadership Ellensburg is looking for nominations. Becky Watson has shown some interest and so has Marji Morgan. Cabinet agreed that both should attend if possible.

Vice President for Student Affairs & Enrollment Management:
Dr. Tullos reported that next Tuesday, the College Board will be on campus to demonstrate their new recruitment software. Student Affairs and Enrollment Management is trying to develop some programs/events for students on campus from 11:00 p.m. - 2:00 a.m. Dr. Tullos met with Linda Beath and the associate deans yesterday to discuss programs at the university centers. The meeting went very well. Dr. Tullos reminded the group to check out all of next week's homecoming events.

President:
Dr. McIntyre distributed information from ACE on blogs for Cabinet members to review. The group discussed possible dates for the fall quarter cabinet retreat. The group agreed to have the retreat on December 13 from 10:00 a.m. -4:30 p.m. at the President's Reception Center.

V. Progress Reports

1. President's Report
Dr. McIntyre, David Smith, and Linda Schactler have provided feedback, so the draft is well underway.

Accreditation Report
Dr. Soltz reported that the American Chemical Society (ACS) accreditation was recently approved. He added that Rebecca Bowers and Bill Bender are currently attending a training session on the new ABET standards.

Dr. McIntyre asked for a future progress report regarding the blogs we are monitoring.
