I. Action Items
1. Approval of PAC Minutes from 10/18/06
Motion to approve the PAC minutes from 10/18/06 as presented by Dr. Soltz. Seconded by Mr. Corona. No further discussion. Motion carried.
II. For the Good of the Order
Judy Miller, Board Secretary:
Ms. Miller distributed the Payments to Nonresident Aliens policy and explained that the group reviewed this document a few weeks ago. She added that Kim Loranz has reviewed the policy and approved the language. Mr. Corona clarified that it is U.S. tax laws and regulations that require this policy. Kevin Kimball will work with Michael Launius to make sure the procedures are appropriate and agreeable for international studies and programs. Motion to approve the payments to nonresident aliens policy as presented by Mr. Corona. Seconded by Dr. Baker. No further discussion. Motion carried. The second item distributed by Ms. Miller dealt with the bundling of books. She explained that CWU must comply with this RCW. Ms. Miller will draft a policy and bring it back to PAC at a later date for review. Ms. Miller then asked for permission to change "student judicial code" to "student conduct code" wherever it appears in the CWU policies manual. Motion to approve this editorial change as requested by Dr. Street. Seconded by Dr. Tullos. No further discussion. Motion carried. Ms. Miller added that the policies manual will be going through a total reorganization/revision. The goal is for a user-friendly document that is set up much like the Washington Administrative Code (WAC).
Staci Sleigh-Layman, Chair, Exempt Employee Association:
Ms. Sleigh-Layman reported that last week’s Storyteller event was great. The speaker, Rosemary Vohs, was wonderful. The exempt employee association will vote next week on changes in structure.
Jadon Berry, ASCWU BOD President:
Mr. Berry reminded the group of all the Homecoming events and Grand Opening celebration events. He added that tickets for Brandi Carlile’s concert tonight are still available. There will be a tailgate party this Saturday prior to the Homecoming football game.
Shelly Johnson, Director, Budget Planning:

Leslie Webb, Chair, Diversity Council:
Ms. Webb reported that the diversity council commissions are gearing up for the year. They have started meeting and are planning several events throughout the year. Next week, the council will be discussing the Cabinet's response to the diversity council report. International Education week begins November 13. There are many diverse events planned for this weeklong celebration.
Rebecca Bowers, Dean, College of Education & Professional Studies:
Dr. Bowers reported that the deans continue to work on merit policy for faculty salaries. The Fall Open House was Saturday and was very successful. The Majors Fair is today. This Friday, November 3, Alumni will be giving the Excellence in Teaching Awards to four faculty members: Michael Ervin (History), Graeme Coetzer (Business Administration), Amy Hoover (Aviation), and Andrew Downs (Psychology).
Karen Blair, Chair, ADCO:
Dr. Blair reported that the second ADCO meeting is next week. The group will have presentations on the WIN WIN project, the comprehensive campaign, and the Ombuds Office.
Jeff Dippmann, Chair, Faculty Senate:
Dr. Dippmann reported that Faculty Senate meets today. A major focus of this meeting will be the academic code. The academic affairs and curriculum committees of the senate are currently reviewing issues regarding double majors. The senate academic affairs committee is also reviewing a missed class policy that has come forward from the athletic compliance committee. The personnel committee is reviewing online SEOI's. The executive committee is working to get more senate involvement from the university centers.
Becky Watson, Director, Public Relations & Marketing:
Dr. Watson reported that a piece about CWU’s minor in musical theatre hit the AP wire yesterday. Ed Gellenbeck's computer science class will be working on a photo search engine project for Public Relations & Marketing. Today, the homepage is featuring a story on the One Book, One Campus project story. Tomorrow, the feature story will be on Robert F. Kennedy, Jr. Dr. Watson mentioned that a scholarship has been set up through the foundation for a family from Poulsbo, Washington, who recently had quintuplets. This whole story began when the Montel Williams show did a Google search on families with multiple children and came up with this family in Poulsbo, Washington. They then did a search on colleges near Poulsbo, Washington and CWU-Lynnwood came up. The show then contacted Public Relations and Marketing and asked if CWU would like to be involved in assisting this family. Dr. Watson was in the audience the day this story aired to announce the scholarship to this family. She added that it was great for CWU to be a part of this national announcement. The ASCWU BOD will be holding a silent auction to donate to this scholarship as well.
Carmen Rahm, AVP for Information Technology Services:
Mr. Rahm reported that there will be a firewall upgrade next week. If employees have any issues with this upgrade, please have them contact ITS directly. Issues with the data center are still being researched. Three email kiosks have been put up in the Student Union and Recreation Center. The university information technology advisory committee had their first meeting on October 26.
Sherer Holter, AVP for Human Resources:
Ms. Holter announced that Michael Horne was recently hired as the new Training and Organizational Development Administrator. His anticipated start date is December 18.
III. Executive Reports
1. Provost/Senior Vice President for Academic Affairs
Dr. Soltz reminded the group that the Alumni Excellence in Teaching awards will be given this Friday at noon. The Distinguished Alumni awards will be given Friday night at the Homecoming banquet. The search committee for the AVP for Undergraduate Studies met recently to review and develop the position description. Faculty collective bargaining implementation is going very smoothly.
2. Vice President for Business & Financial Affairs
Mr. Corona reported that the November 3 issue of the Chronicle of Higher Education mentions CWU. Dining Services recently conducted a survey regarding atmosphere, cleanliness, and customer service at all of the dining venues. Top marks were received in all areas. Additional surveys will be conducted soon for feedback on dining services issues.
3. Vice President for Student Affairs & Enrollment Management
Dr. Tullos reported that freshmen admissions for fall 2007 is closed as of today. Two orientations are coming up for students entering winter quarter. The Majors Fair is today from 12:00-3:00 p.m. Boo Central was very successful. Approximately 600 people attended the event. Dr. Tullos urged the group to stop by the Student Union & Recreation Center sometime this week to see all the Homecoming festivities going on. Approximately 700 people attended the Fall Open House on Saturday. It was a great event. The Rugby and Rodeo club sports are doing very well and are both ranked. Dr. Tullos encouraged everyone to purchase tickets for all of the homecoming events this week. The PACURH conference will be on campus November 10-12, 2006.
4. Vice President for University Relations
Dr. Baker reported that the Foundation Board meeting is on campus this Friday. The Excellence in Teaching Awards and the Distinguished Alumni Awards will both be given on Friday. The Alumni Association Board meeting is on Sunday.
5. Executive Assistant
Dr. Street reported that the Resource Directory is about to go live. Faculty and staff will have approximately three months to enter data before it goes live to the community. Robert F. Kennedy, Jr. will be on campus tomorrow night. Tickets are still available. The next round of RFP’s for the Spheres of Distinction proposals will be announced soon with a deadline in February 2007. The Washington Learns Education Summit is November 13. Dr. McIntyre, Dr. Soltz, Dr. Street, and Ms. Anderson will be representing CWU at this meeting.
6. President
Dr. McIntyre reported that she attended the first event of the SURC Grand Opening activities. It was a great event. Dr. McIntyre was unable to attend the Great Northwest Athletic Conference (GNAC) this weekend due to the closing of Snoqualmie Pass. Apparently some IT issues came up at the conference with regard to the video streamlining of athletic games. She will forward the information to Carmen Rahm to follow up on. Dr. McIntyre is serving as an Honorary Co-chair for the 2007 Martin Luther King, Jr., Celebration.

I. At 10:30 a.m. (for 15 minutes) – Sherer Holter, Michael Jennings, & Margaret Smith regarding Report of Outside Work Activity for Civil Service and Exempt Employees
Ms. Holter gave some background on the form that has been developed and explained that the issues that came up revolved around the Resource Directory. This form was developed to help track outside work activities, whether or not for compensation. Dr. Jennings added that it would be good to request this form to be submitted annually. Dr. McIntyre stated that a consulting policy should be developed that would explain what is allowed and would also explain the intent. Dr. McIntyre asked that Dr. Street, Dr. Jennings, Ms. Holter, and Ms. Smith re-work some of the issues and come back with an updated proposal.

III. Discussion Items
1. Washington Statewide Role and Mission for Higher Education – Dr. Soltz
Dr. Soltz reminded the group that this information needs to be submitted to the HECB as soon as possible. Dr. Street will draft a response and share it with the group for review. Dr. Soltz will contact Jim Sulton and let him know our response will be submitted early next week.
2. Governor’s Tuition Policy Proposal – Shelly Johnson
Ms. Johnson explained that she will be involved in a conference call tomorrow to discuss policy and budget issues related to the Governor's Tuition Policy proposal. The group will discuss how the proposal impacts the comprehensive institutions in our state. Cabinet members discussed strategies and advised Ms. Johnson on how to respond to issues as CWU's representative.
3. NWCCU training and team – Dr. McIntyre
The NWCCU 10-year review team was discussed. Registrations for the February training need to be in by December 15. Lead members of the team will be discussed further and a decision will be made soon.
4. Next steps in integrated planning – Dr. McIntyre
Dr. McIntyre explained that a follow up meeting should be scheduled for Cabinet members to discuss the next steps in integrated planning.
5. Cabinet fall retreat and holiday dinner – Dr. McIntyre
The Cabinet Retreat on December 13 will begin at 10:00 a.m. The Cabinet holiday dinner will be moved to December 13 at 6:30 p.m. at the President's Reception Center.
IV. Information Items
1. Letter from the College Board regarding "Trends in College Pricing 2006" and "Trends in Student Aid 2006."
Dr. McIntyre distributed this letter for Cabinet members to review on their own time.

Dr. Soltz discussed the Dean Hall cost estimates briefly.
Vice President for University Relations:
Dr. Baker reported that there will be a hospitality tent at the Homecoming football game on Saturday. The distinguished alums will be in the President's box at the football game.

Mr. Corona reported that the web cam on top of the Science building will not be replaced this year. It is not a priority this year. These replacement costs will be requested in next year’s budget.

President:
Dr. McIntyre distributed the Harvard IEM brochure for summer 2007. If a division would like to nominate someone to attend, please let the President's Office know. Dr. McIntyre asked for input on how to divide up meetings and after hour events, so Cabinet members don’t have something on their calendars every night. Strategies were discussed.
